Vehicle access through a Council reserve

Permission is required to drive a vehicle through a Council reserve to access adjoining private property. Open space, recreation and nature reserves do not have road status and there are no ‘as-of-right’ public access provisions.

Only occasional access requests will be considered, and permission will only be granted if the vehicle will not damage the reserve or environmentally sensitive areas, or adversely impact public use and safety.

Ten (10) days is the minimum processing time for any request.

No weekend requests will be approved.

Notes to builders, home renovators, landscape gardeners and other contractors

Ongoing vehicle access through Council reserves during a build, renovation or landscaping project will not be granted under any circumstances.

Builders and contractors must quote on or plan for building and renovation works to be undertaken without vehicle access through adjoining Council reserves.

No materials or items such as mulch, soil, rubbish skips or shipping containers may be deposited or stored on a Council reserve.

If you would like to proceed with a request for access you must complete and submit an application form.

Any permission granted will include standard conditions and there may be site specific conditions. Standard conditions of access include:

Conditions of access

  • Access is subject to the weather and may not be possible or may be delayed following heavy rain, on days of Total Fire Ban and days where the Fire Danger Rating is Severe or above.
  • Access is only available on weekdays.
  • Gates will be relocked by 3pm each day. All vehicles must have left the reserve by this time.
  • If the applicant is engaging a contractor to carry out works, the contractor must hold Public Liability Insurance and be able to supply a copy of the Certificate of Currency
  • No materials may be deposited or stored on Council land.
  • Native vegetation must not be damaged by vehicle movement or associated works.
  • The applicant is responsible for repairing any damage to the land surface eg wheel ruts, path damage
  • Vehicles are restricted to 10km/hr ie walking pace.
