No, not every single website uses JavaScript, although an overwhelming majority do use it in some way.
The w3techs.com website - which tracks the trends of technologies like JavaScript - have reported that as of the beginning of 2022, an incredible 97.9% of websites do use JavaScript in some form [1].
Now, JavaScript can be used in a wide variety of ways; from adding nice little enhancements to websites (that "don't really matter"), to implementing key functionality (such as a Game or Video Player), and all the way to actually building every single bit of the site in JavaScript.
The 97.9% usage rate doesn't indicate the split in the usage of JavaScript - ie. how much is used for fun little additions or how much is used for the entire site - but it's still safe to say that the vast majority of sites do use it in some form.
If you don't have JavaScript enabled in your browser you aren't going to be able to use any of this functionality, so you may want to consider enabling JavaScript so you don't miss out.
