The Fourteenth General Programme of Work (GPW 14) sets a high-level road map for global health and will guide WHO’s work in support of Member States and partners for the 4-year period 2025-2028 to reinvigorate actions needed to get the health-related Sustainable Development Goals on track, while future-proofing health and care systems for the post-SDG era.
Building on the strengths of the Thirteenth General Programme of Work, and recommendations from the Evaluation of GPW 13, the overarching vision for GPW 14 is to promote, provide and protect the health and well-being of all people, everywhere.
Recognizing that the world has dramatically changed since the adoption of the Sustainable Development Goals (SDGs), GPW 14 sets an ambitious agenda for global health in the face of challenges and key mega trends including climate change, aging, migration, evolving geopolitics, and advancing science and technology.
A draft GPW 14 has been developed through an extensive, 10-month, iterative consultative process with WHO Member States and a broad range of partners including UN agencies, international health organizations and funds, civil society and youth groups, industry associations in formal relations with WHO, WHO technical networks and collaborating centres, and WHO’s workforce.
It has been submitted to the World Health Assembly for consideration and adoption at its 77th meeting in May 2024. The draft GPW 14 can be accessed via the link provided below:
Once adopted by the World Health Assembly, the Fourteenth General Programme of Work will be operationalized through WHO’s biennial programme budget process.
The WHO Investment Round, planned for end 2024, will mobilize resources for GPW 14 to secure funding for WHO’s core work for the next four years (2025-2028).
Work on the impact measurement aspects of the GPW 14 results framework is ongoing and described in further detail in this working technical paper WHO Results Framework: Delivering a measurable impact in countries.
