Independent Oversight and Advisory Committee for the WHO Health Emergencies Programme (IOAC)
The IOAC is mandated to oversee and guide the WHO Health Emergencies Programme in coordinating all of WHO’s work in emergencies, to advise the Director-General on issues within its mandate and to report its findings to the World Health Assembly.
IOAC Reports to Governing Bodies and other documents
When the Committee was established in 2016, it was mandated to report to the WHO Executive Board and the World Health Assembly. In 2018, the Terms of Reference was updated to request the IOAC to report annually to the World Health Assembly through the Director-General.

IOAC Field Mission Reports
Field visits are a critical component of the IOAC’s mission to review WHO’s work in outbreak and emergencies, including the operational aspects and functionality of the WHE Programme at the global, regional, and country levels.
