Open Issue in OpenStates Github about computed ID stability and lacking of a redirect

@BrokenSegue @Tinker Bell This is applicable to the ID stability an open ID on OpenStates: https://github.com/openstates/issues/issues/653 - the ID currently changes when a name is adjusted and doesn't include a redirect to a canonical ID. We probably shouldn't consider the ID stable until this behavior is corrected. The change in name is not as common, but it changes the computed ID and breaks due to lack of redirect.
