I commented on Commons. I also see no case for fair use (but I think one could be made, as this picture is used in one article and the biography of this person could probably be spun off if desired). Right now it seems that for some reason there is an assertion of public domain status but I do not understand it. By default, delete unless the licensing is put in order.   • Comment I could find no statutory basis for the library's claims about SC state works being in the public domain. To the contrary, at least one case finds that a SC county can hold a copyright.[1] Calliopejen1 (talk) 21:16, 26 April 2016 (UTC)[reply]

The local file is mostly identical to the Commons one, and according to commons:Commons:Deletion requests/File:Supergrouplogo.png the Commons file is judged to not be copyrightable even in the UK, rendering the local copy unnecessary.   • Keep Britain protects everything from signatures to minor font variations. The deletion request on Commons contains no evidence that the file doesn't meet the British threshold of originality.
