<strong>Project</strong> <strong>Proposal</strong> <strong>Template</strong>The President’s Management Excellence Council has developed a tool to assist the universitycommunity in project feasibility and planning. The tool is meant to help divisions anddepartments evaluate and plan projects more strategically and it is intended for internal use. Ifyou are initiating a project that would require funding, the council recommends that you usethis form and submit it to your supervisor for consideration.The following template provides questions that address the feasibility and desirability of theproposed activity. All questions must be addressed, but not all will be equally relevant to allproposals. The amount of detail provided should be commensurate with the size andcomplexity of the proposal.<strong>Project</strong> name and descriptionBriefly describe the purpose of the requested funds.A. Rationale and Benefits1. Why is this project/investment necessary and desirable?2. What benefits can be expected and how will success be measured?3. What customer, market or other demand does this project meet?B. Resource Analysis1. What investments will be required? Identify all costs associated with the project, including:• New staff: numbers, skill sets, costs (Note: If staff members are being redeployed,identify the activities being dropped.)• Technology: type, cost, support needs, licenses• Facilities: space, labs, library• Consulting or technical support• Other operating and/or recurring expenses: e.g., travel, training, memberships,insurance, licenses• Note: If this project requires investments or implementation over several years, specifyinvestments needed over the life of the project2. If the project is revenue-producing:• Provide evidence that there is student, customer, or other market demand.• Provide revenue assumptions, i.e., number of students or customers, cost of service)3. What is the five-year financial projection of revenues and costs?C. Implementation Considerations1. What are the major phases of development and implementation, and what are themilestones/deliverables associated with each phase?2. What major challenges are expected during implementation?
