와코에서 태어난 윌덤은 리치필드 고등학교(와코)를 졸업했으며 오스틴 텍사스 대학교에서 우등으로 학사학위와 역사학 석사학위를 받고 있다.[6] 텍사스 주 맥레넌 카운티, 1984년부터 1992년까지 선거 행정관, 1993년부터 2009년까지 텍사스 주 윌리엄슨 카운티 선거 행정관을 지냈다.[6] 1998년 9월에는 보스니아와 세르비아의 이중주권 하에 브르코 지구에서 총선거를 위한 유럽안보협력기구(OSCE) 선거조정관을 지냈다. 2001-05년, 그는 선거개혁 태스크포스(TF) 소속이었다. 2002년 Help America 투표법과 관련된 자금 지원을 받은 이 특별 위원회는 미국 선거의 보안과 청렴도를 향상시키기 위해 노력했다.[11]
