Dear Wikimedia Foundation,

I am User:燃燈, and I'm writing to ask if there is any updates on the investigation of CU right on Chinese Wikipedia.

About a year and a half ago (March 29, 2018), all the six checkuser-right holders on Chinese Wikipedia had their CU rights removed by WMF due to undisclosed safety concerns. I wrote an email to WMF for further clarification on the issue, and Mr. James Alexander replied and indicated that there was no easy guess on how long it would take for the block to be lifted.

It's been almost a year and a half since we were able to perform any CU checks directly on Chinese Wikipedia, and we have witnessed many troubles -- not only for us to catch sock puppets (we now need extra steps to translate our requests), but also for the meta stewards (in 2019, around half of the CU requests on meta came from Chinese Wikipedia).

May I have an update on how far the investigation on Chinese Wikipedia CU right has gone? And what shall we expect from WMF?

Lastly, may I post on my user page your response to this email?

Thank you for reaching out to us. I am sorry to hear that the project has been affected in such a way by the removal of the CheckUser right from Zh.WP. I hope the Stewards have been helpful with CU requests in the meantime.

Unfortunately, the concerns that led to the removal of CU from Zh.WP have not been resolved since you last reached out to us, which means that we are not able to lift the sanction from the project at this time. This means that reaching out to the Stewards for assistance with Zh.WP CU requests will continue for the foreseeable future. Although we continue to review the matter on our end, it is taking a lot longer than we initially anticipated due to the nature of the concerns, the technical infrastructure of the Wikimedia projects more generally, as well as the pace at which other stakeholders are able to weigh in in the reviewing process. As such the review is subject to factors outside of our control, which means that we are not able to offer a timeline for an outcome different to the current status of CU in the project.

We keep communication private, as we respect the privacy of those reaching out to us, however you are free to share this communication from your side if so you chose.

I am sorry I am not able to provide with a more informative answer to your questions, though I do hope the above makes sense.

You seem to indicate some external factors here. Are there other stakeholders involved in this convolution other than WMF and the meta Ombuds Commission?

By other stakeholders I refer to people outside of the Trust & Safety team. For example, you can see our review process here: https://meta.wikimedia.org/wiki/Office_actions/procedures, where a T&S recommendation/proposal is reviewed by numerous people within the Foundation that are outside of the T&S team. As you can see, T&S is not in position to control this process or the length of time it may take for complex cases such as the one you inquire about. I hope this clarifies the stakeholder reference for you.
