The reason so many make Ghost in the Shell Comparisons is that this series was conceived by none other than legendary Mangaka/Creator Masamune Shirow, the man who created Ghost in the Shell, as well as Dirty Pair and Appleseed.
While this has a serious central plot, the majority of the series is very Slice-of-Life and quite light with a lot of humour, a lot of it yuri in nature as Nene is constantly hugging and fondling Clarion.
There are plenty of oddball secondary characters, including a lot cute girls doing cute things. It's not very political, but it does get into the idea of playing God. There is a lot to recommend.
The artwork is excellent and the animation quite smooth. The character designs are well though out, with Masamune's influence rather clear, if you know what to look for.
While this is not really a must-see, it IS well worth watching.

When Nanakorobi Nene, a cybernetically enhanced girl-next-door, heads to the island metropolis of Cenancle to live with her aunt, she has no way of knowing what is in store for her. A chance meeting intertwines her fate with that of the super-rich inventor, Uzal Delilah, and her adorable and grumpy companion, Clarion, who happens to be a cyborg just like Nene. Nene is thrilled to make a friend, but there is more to Uzal and Clarion — and the island of Cenancle itself — than meets the eye. When a super-powered terrorist threatens Cenancle, Uzal claims that the only way to avert disaster is for Nene to team up with Clarion and use their combined powers — abilities Nene never even knew she had.

Think Ghost in The Shell, turn down the seriousness and politics to 0, replace the gritty cyberpunk background with your typical sterile anime sci-fi world. Finally, add cute flatchested girls harboring yuri undertones. The plot is horrible, the characters... What are they called again? But hey, there's GiTS parodies everywhere!

Society has advanced to being able to cybernetically enhance their bodies and create AIs. This focuses on a light hearted female duo to team up and take on a villian. If you enjoy cutesy girls in an advanced technological society, you'll enjoy this.
