After navigating to an anchor, the header slides down to hide the anchor text

Description

Steps to replicate the issue (include links if applicable):

What happens?:
The anchor's text and the subsequent text appear briefly at the top of the screen, and then the sticky header slides down to obscure the header and sometimes (I can't figure out why it's only sometimes) the first line of text.

What should have happened instead?:
Pre-position the anchor so that the anchor's text (to avoid confusion), and definitely the text under it, will be visible after the slide

Whatever is deployed on en wikipedia 10/19/2022.

Other information (browser name/version, screenshots, etc.):
Windows 10, Edge 106.0.1370.47 (64 bit).

This seems related to T317967, but the video attached to that doesn't show the sliding header.

Update: merging in T327594, which reported the same on other OS/browser combinations.

More details from @Wbm1058 in dup T327594. Happens sometimes but not always, the same combination of link + OS + browser seems to do this sometimes and not others.

This may be the same problem as T330108: Various gadgets and extensions cause scroll position to shift after page load on Vector 2022 when linking to section, and not actually related to the sticky header sliding down, despite how it looks. The initial scroll position should already be adjusted for the sticky header since T290518 (closed over a year ago).

Whoever can reproduce this problem should try again after T330108 is fixed to confirm whether that is the case.
