12.1Cell into Service
When a cell is to be taken into service the MO's must to be loaded in a
specific hiercical order. If a higher level fails you will not be
successful in taking the next level into service.
The order in which the managed objects are brought into service in BTS
Logical Model G01 is TG before the corresponding TRXC, TX and TF; and
TRXC before the corresponding TS and RX. G01 is not used in the US
market.
The order in which the managed objects are brought into service in BTS
Logical Model G12 is TG before the corresponding CF; and CF before the
corresponding IS, CON, TRXC, TF and DP; and TRXC before the
corresponding RX, TX and TS.

Once a managed object has been brought into service it will initially
be manually blocked, that is, in state COM. An attempt is then made to
load the managed object. Before the cell is operational the MO's must
be deblocked and the cell state changed to "active".

12.2 Cell out of Service
When a cell is to be taken out of service the MO's must to be blocked
and taken into prepost service in a specific hiercical order. Attempts
to block a higer level before subordinate MO will result in a fault
code, please note that the cell and MO's must be blocked prior to
taking them into prepost state.

The order in which the managed objects are brought out of service in
BTS logical model G01 is TS and RX before the corresponding TRXC; and
TRXC, TF and TX before the corresponding TG. G01 is not used in the US
market.
