PERFORMANCE HIGHLIGHTS REFINERIES DIVISION Oo dee Golden Year of Commissioning Giolilen Cour of Commissioning The Refineries Division is the core of IndianOil’s downstream business. Undeterred by the challenges facing the oil sector globally, be it the storms of economic upheaval, perils of fluctuating crude prices, energy security issues and stringent environment regulations, the Refineries Division continues its march towards greater heights of success. The year 2009-10 has been truly the Golden Year of Commissioning, For the first time in the history of IndianOil, projects worth over Rs. 60,000 Crore are concurrently being implemented. These projects are Naphtha Cracker at Panipat, Grassroots Refinery project at Paradip, capacity expansion projects at Panipat and Haldia and quality improvement projects of various size and configuration at all Refineries. Further strengthening IndianOil's successful foray into petrochemicals, the largest single train Naphtha Cracker Unit of the country at Panipat Refinery went on-stream in March 2010. IndianOil’s first and India’s largest Naphtha Cracker Complex builtata cost of Rs. 14,434 Crore will elevate IndianOil’sstature as a ‘major petrochemicals player in the days ahead. The rising energy demand offers opportunities to invest in the refining sector with high returns. Haldia Refinery completed its capacity enhancement and distillate yield improvement tasks in January 2010 including the commissioning of Once-hrough Hydrocracker Unit (OHCU), taking its crude processing capacity from 6 to 7.5 MMTPA and Capacity expansion at Panipat Refinery to 15 MMTPA is also heading towards its successful completion. SS ero ee aU ee Me UY PMC ee eee TM eC I Cr rege en eM NON Ener se Stella rfo man IndianOil Refineries once again crossed the 100% capacity utilisation mark during 2009-10 IndianOil Refineries achieved crude t’put of 50.7 MMT during fiscal 2009-10 registering overall capacity utilization of 102 % with coordinated efforts of Corporate Office, Marketing, Pipelines, and Refineries Divisions for evacuation of the products. Overall capacity utilization was more than 100% for the third year in a row despite planned revamp / Ma&l shut downs for implementation of quality up gradation projects in all the Refineries Optimum operation of Secondary units at all IndianOil Refineries through timely catalyst skimming. /replacing catalyst wherever required, minimizing down time etc., has enabled Refineries in achieving the highest combined distillate yield of 75.2 wt' for two years consecutively. Barauni and Panipat Refineries have recorded the highest ever distillate yield of 86.9 wt% and 80.7 wt% respectively. This is the sixth Naphtha Cracker Unit and the largest single train Naphtha Cracker Unit of the country. Naphtha Cracker will go a long way in cementing IndianOil's stature asa dominant and respected petrochemicals player in the years to come. Licensed by M/s ABB Lummus, USA and constructed by Joint consortium of M/s Toyo Engineering Corporation, Japan and M/s L&T, this cracker will produce 857 KTA of ethylene, 665 KTA of Propylene, 125 KTA of Benzene and other products viz., Hydrogen, Pyrolysis Fuel Oil, components of Gasoline and Diesel. This Project has been constructed and made operational without any loss time accident (35 million accident free man-hours) Downstream Polymer Units, namely, Polypropylene unit (PP), High Density Polyethylene unit (HDPE), Linear Low Density/High Density Polyethylene (LLDPE/HDPE) Swing unit & Mono Ethylene Glycol (MEG) unitare in various stages of pre-commissioning/commissioning. * Capacity Enhancement and distillate yield improvement of Haldia Refinery: 4 1.7 MMTPA capacity Once Through Hydrocracker Unit (OHCU) was commissioned on February 26, 2010. Setting up a new benchmark among IndianOil Group of Refineries, this unit, licensed from Axens, France - was commissioned in the shortest time span of 57 days from Mechanical completion date of December 30, 2009. 4 75 TMTPA capacity Hydrogen Unit for supply of Hydrogen to OHCU was commissioned on January 17, 2010. 4 After the completion of capacity augmentation job of CDU-II at Haldia Refinery, the unit was started on January 27, 2010. With this the crude processing capacity of the Refinery is enhanced from 6 MMTPA to 7.5 MMTPA Other Major projects which were commissioned during the year are as under: * Gasoline Desulphurization Unit of Mathura Refinery: 4 525 TMTPA Gasoline Desulphurization Unit at Mathura was successfully commissioned on February 20, 2010. With this Mathura Refinery has become capable of producing Euro-IV grade Motor Spirit. + Pennex and Gasoline Desulphurization units of Panipat Refinery: 400 TMTPA PENNEX Unit and 370 TMTPA Gasoline Desulfurisation unit of Panipat were successfully commissioned on December 15, 2009 and January 19, 2010 respectively. With this Panipat Refinery has become capable of producing both Euro-IIl and Euro-IV grade Motor Spirit. In addition during Shut down in Nov‘09, two new HDT Reactors (each weighing 516 MT) were installed and commissioned at DHDT unit of Panipat Refinery. This enables Panipat Refinery to produce both Euro-Ill and Euro-IV grade Diesel + Bitumen unit revamp at Mathura Refinery. Capacity of Bitumen production has been increased from 0.5 MMTPA to 0.75 MMTPA through implementation of Biturox Technology and revamp in Oct’ 09. ‘© Flare gas Recovery System at Barauni and Bongaigaon: Towards our endeavor in Clean Development Mechanism (CDM) initiatives, Flare gas recovery Systems at Bongaigaon and Barauni were commissioned in Aug’09 and Dec’09 respectively. Implementation of these systems are expected to result in a total saving of 7400 SRFT/Yr.. © Responding to market demands- Towards Euro-1V Products: In line with Auto Fuel Policy for supplying Euro-1V quality MS / HSD, Panipat, Mathura and Haldia Refineries successfully produced and dispatched the products in Jan’ 10 itself against targeted supply w.e.f. 1st Feb’1 0 through commissioning of respective Quality Improvement Projects. Implementation of Quality Improvement Projects at other Refineries is in full swing and is expected to be completed progressively by Jun’10. In addition, close monitoring of energy parameters has resulted in achievement of lowest specific energy consumption of 62 MBTU/BBLINRGF (MBN) during 2009-10, against the earlier best of 64 in 2008-09. In addition, four of our Refienries namely Mathura, Panipat, Guwahati and Bongaigaon bagged Oil & Gas Conservation Fortnight (OGCF) — 2009 award based on the annual survey conducted by Centre for High Technology. The awards were given by Sh. P.K.Sinha, Additional Secretary & FA, MoP&NG on 5th Nov’09 during the inaugural function of 15th Refinery Technology Meet at Mahabalipuram, © Barauni Refinery was awarded Ist prize and Panipat & Digboi Refineries were awarded 2nd prize in Refinery Sector for National Energy Conservation award for the year 2009. The award was presented by Hon'ble Minister of Power at a function held at Vigyan Bhawan on 14th Dec’09. Excellence in Quality Management ‘The Quality Control Laboratory of Digboi and Bongaigaon Refineries have been accredited by National Accreditation Board for Testing & Calibration Laboratories (NABL) in Jan'10 and Feb‘10 respectively. This provides formal recognition of competent laboratories for reliable testing and calibration services and enhances customer confidence in accepting testing / calibration reports issued by accredited laboratories. With this achievement of Digboi and Bongaigaon Refineries, the Quality Control Laboratories in all IndianOil Refineries are now NABL accredited. Excellence in Total Productivity Maintenance (TPM) For improved reliability of plant and machinery, ‘TPM’ has been undertaken in all the units of Refineries Division. This has helped to cut across the barrier of production, maintenance and other services functions and develop a strongly bonded team fora common goal with strong commitment. Subsequent to Barauni & Panipat Refineries achievement of TPM Excellence Award in 2008, Guwahati Refinery has been accredited the “TPM Excellence Award” by JIPM Japanese Institute of Plant Maintenance). Guwahati Refinery became first in the North-East sector to get accredited for TPM Excellence Award. The award was given on March 10, 2010at Kyoto, Japan. Mathura, Haldia and Gujarat Refineries have successfully cleared the health check up which is the pre-requisite for JIPM first stage assessment for the TPM Excellence Award. In other Refineries, implementation process isin progress. SALIENT FEATURE: OPERATIONS, © IndianOil Refineries achieved record overall production of MS and ATF in 2009-10 as indicated below: Ms. I 4946 4840 (2008-09) | ATF | 2135 2132(2007-08) | * Inpetrochemicals, Panipat Refinery has achieved highest ever production of 530.6 TMT of PTA during the year surpassing the earlier best of 401.6 TMT during 2008-09. Innovating For Growth: GRM Improvement Through Stream Sharing: * Initiatives of sharing intermediate streams among indianOil group of Refineries continued to saturate the unutilized spare capacity of secondary treating facilities so that crude throughput and distillate yields could be maximized at all the refineries. A total of 744 TMT of intermediate streams were shared amongst ll Refineries as below: 72 TMT SRGO from Gujaratto Mathura and Panipat. #205 TMT of Diesel Hydrotreater Feed Stock from Bongaigaon to Guwahati, Mathura and Barauni “Transfer of 42 TMT VGO from Mathura to Panipat to facilitate operation of AVU at Mathura during OHCU shutdown. 181 TMT of Px Naphtha from Mathurato Panipat, #75 TMT Reformate from Gujarat, Barauni, Digboi and Mathura to Guwahati % Highest ever 101 TMT TEC grade LSHS transfer from Gujarat to Panipat with special efforts at Panipat like round the clock deployment of manpower to avoid rake idling, augmentation of unloading facility by installation of high capacity pumps, ensuring adequate steam pressure for faster decantation etc. * 68 TMT of other minor streams, This isa major factor in achieving the throughput and distillate yield, © ‘© Dispatch of high quality PNCP (Panipat Naphtha Cracker Project) grade Propylene (purity: 99.8 owt.) by TTs from Mathura to PNCP-Panipat started from January 25, 2010 to facilitate PNCP commissioning. ‘+ 1.6 TMT of interphase material generated from KVSPL pipeline was transported from Ajmer by TTs to Panipat for processing. This has helped in operation of KVSPL after Jaipur fire incident and evacuation of products from Gujarat could be sustained. Process Design And Engineering Cell -A New Initiative To enhance IndianOil’s process design capability, PDEC has been strengthened and a number of in-house process design was carried out during the year instead of appointing consultants. Revamp/modification study required by refineries is preferentially being done by PDEC. ‘Some of the major in-house studies successfully completed by PDEC are as under: * Troubleshooting of lower preheat & lower ATF yield at Mathura AVU. A new ATF chimney tray in line with PDEC’s design has been installed in September 2009, meeting all the requirements. * Study for Coker revamp from 0.17 to 0.26 MMTPA capacity at AOD completed and the Process package including the cost estimate has been issued. This is the first full fledged secondary unit revamp package developed totally with In-house expertise by joint endeavor of PDEC and R&D. PDECis also carrying out revamp/trouble shooting studies for external clients which are enumerated below: ‘+ Revamp job of Naphtha splitter unit of MRPL for simultaneous production of Isomerate and CCRU feed. ‘© Revamp study oftwo numbers of Condensate Distillation Units for capacity augmentation by 25 % and analysis of NHTU furnace failure for ENOC Dubai. This cooling tower has four cells with flow rate of 4000 Cu.M /Hr per cell to cater to the cooling water requirement of south block units -DHDT, HGU-II, SRU4II block, ISOM. YGT-4synchronized with the existing system in Nov’09 and HRSG-4 commissioned in Feb’10. Y_Pre-commissioning activities of DHDT, HGU, SRU & ISOMare in advanced stage of completion. These are expected to be commissioned in Mar’1 0/Apr10. Part-B: Residue Upgradation: Y Reactor of VGO-HDT unit weighing 774 MT erected using stand jack method in May’09 ¥ 4 nos Coke Drums of DCU unit each of 601 MT having dia of 9.1 Meter and height of 42.9 Meter erected in jul'09. ° The Stacker of Coke handling conveyor system at Calico area was inaugurated by Dir (R) on August 8, 2009. The conveyor system has a capacity to transfer 600 MT/Hr coke generated by DCU plantto the offtake point. Three nos. of LPG Mounded Bullets of capacity 1500 Cu.M each at Gujarat Refinery were completed and inaugurated by Dir (PL) on August 3, 2009. One no. LPG Mounded Bullet of capacity 3000 CuM. at Marketing Installation, Dumad Terminal was inaugurated by Dir (R) on April 11, 2009. DCU Heater Refractory dry out of 1st & 2nd Heaters completed with external facilities. MS Quality Upgradation Projects. Bankapur visting PORP site in December 09 and adresing the employee atthe open foruns Naphtha Cracker Project at Panipat * In addition to the main process units of Naphtha Cracker Complex, following facilities were installed and commissioned. + Allfive Gas Turbines (Capacity 25.6 MW each) synchronized with electrical system. * One out of three Steam Turbine Generators (STG) synchronized (Capacity 36.8 MW each). * Ultra Modern Lab Facilities with around 280 LAN points for real time monitoring of test results have been set up. + Hydraulic Platform: Indian Oil’s First Hydraulic platform has been procured for PNCP Fire station This state-of-the-art Rescue~Cum-Fire-Fighting vehicle is equipped for rescuing persons from elevated locations (columns etc) up to a height of 55 meters, and, also for carrying out fire fighting upto the height of 100 meters by use of water as well as foam. * Naphtha Cracker Main Control Room (105 M long & 55 M wide) and Captive Power Plant Control Room (160 meters long and 55 meters wide, which is the biggest control room of any power plant in IndianOil) have been commissioned. ipat Refinery Additional Expansion Project (PRAEP) * Quality Up gradation part ofthe project has been completed during Shut Down in Nov'09, + Pre shut down jobs are in progress. * Shut down of CDUNDU/OHCU/DCU for revamp jobs is planned in Aug’10 based on product availability in Industry review. Paradip Refinery Project (15 MMTPA Grass Root Refinery) * Financial Closure of the project was achieved in May’ 2009, + AllProjectconsultants were lined up. * Captive Power plant job was awarded in Feb!10. * BOO / BOOT contracts for the following facilities have been awarded resulting in Capex saving of Rs, 5000 Crores. % BOO Hydrogen & Nitrogen Units (Nov'09) * BOOT Raw Water Pipelines and its associated facilities (Sept’09). Chowdhary EDIPNCP New Strategies/Ini Controlling the cost overrun of Paradip Refinery Project: Captive Power Plant (CPP) was not envisaged in the Investment Approval of PORP, which became essential as power availability from Tata Power JV was not matching with the completion schedule of Refinery. To accommodate the cost increase due to CPP, the strategy to award few facilities in BOO/BOOT was vigorously pursued in 2009-10. Mobilization of resources of BOO / BOOT/ CPC contractors in Paradip Refinery Project. By this strategy, resources available with BOO/BOOT/CPC Contractors will now be available to PDRP, else resource mobilization would have been difficult as these contractors were rarely participating in Conventional Contracts. Further, due to high magnitude of project, it was thought to be prudent to ensure the participation of different types of contractors available in the country inthis project. OPTIMISED VOYAGES: { SHIPPING. Inthe year 2009-10, record quantity 0f 53.34 MMT of crude oil shipped from different portsto Indian coast. Captive Tonnage through Time Charter Ships To acquire better control over supply chain and to hedge against volatility in shipping freight rates, in addition to Contract of Affreightment (COA) for transportation of crude oil, 2 VLCC were taken on time charter for a period of two years for the first time, in addition to existing 2 Suezmax to ensure tonnage security particularly during single to double hull transition period next year. New Viscosity Grade Bitumen VG-10 & VG-30 were successfully launched on August 3, 2009, Stoppage of DHDT furnace: After carrying out an in-depth study, DHDT furnace was bypassed in Apr’09. Required R1 temperature is being maintained by utilizing full heat in reactor effluents. This has been done for the first time at Panipat Refinery. Steam & Power requirement for PR+PREP-+PXPTA process plants was earlier being met by operating seven power generators (2STG+5GT/HRSG) and four standalone Boilers (Three VHP Boilers +One Utility Boiler). Through steam and power optimization the same is now met by operating six power generators (1STG + 5GT/HRSG) and three Boilers (Two HP Boiler + One Utility Boiler). One STG and one Boiler were stopped. Integration of PR Power Plant with PNCP Power Plant PR Power Plant and PNCP Power Plant ate located at a distance of 3KM from each other. 30MW power connectivity between these two power plants has been established by laying 33KV single Core Power cables (2x300sqmm) and installation of SOMVA Power Transformer. This has helped in availability of commissioning power to PNCP from PR in addition to optimization of Power generation at both PowerPlants. BONGAIGAON Smooth integration of BRPL with IndianOil: Upon merger of BRPL with IndianOil and emergence of Bongaigaon Refinery, all activities pertaining to BGR integration (except LTS & Trust related) completed.
