VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES MEETING October 18, 2010 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, McGreal, Michaels, Daddona and Quinn, and Mayor Kitching. Also present Village Attorney Todd Hayden. Absent: Trustee Godfrey. MAYORS REPORT: No report. CLERKS REPORT: Clerk Venhuizen presented: a) IDOT Motor Fuel allotment Report for September, 2010 in the amount of $47,486.65. b) Request for approval for the Village Hall to be closed on Thursday, December 23rd and Friday, December 24th for observance of the Christmas Eve and Christmas holiday. This is due to Christmas day occurring on Saturday this year. c) Report that Early Voting for the November General Election will take place at the Village Hall beginning October 12, and ending October 28, Monday through Saturday, 9 a.m. to 5 p.m., and registered voters from South Suburban Cook County may participate. d) Repot the Clerks Office has placed a box in the lobby of the Village Hall for the collection of new or clean, gently used coats, hats, gloves and scarves for all ages. This collection is in support of the Worth Township Youth Commission Christmas Care Program and will continue through December. e) Report that the Clerks Office will make available a Sellers Report of Sale form. When anyone sells and/or releases interest in a vehicle that is titled and/or registered in the State of Illinois, this form must be immediately completed and mailed to the Secretary of State Vehicle Services Department to ensure that the responsibility for the vehicle is released. Mayor Kitching reported the Sellers Report of Sale is voluntary and not required by the State of Illinois. ATTORNEY REPORT: No report. ENGINEER REPORT: No report. FINANCE REPORT: Trustee Daddona presented: a) Request for approval of a list of bills dated October 18, 2010, totaling $1,111,337.59. b) Request for approval of an Ordinance of the Village of Alsip, Cook County, Illinois, Designating the Pulaski Road Corridor TIF Redevelopment Project Area of Said Village a Redevelopment Area Pursuant to the Tax Increment Allocation Redevelopment Act. c) Request for approval of an Ordinance of the Village of Alsip, Cook County, Illinois, Approving a Tax Increment Redevelopment Plan and Redevelopment Project for the Pulaski Road Corridor TIF Redevelopment Project Area. d) Presentation of an Ordinance of the Village of Alsip, Cook County, Illinois Adopting Tax Increment Allocation Financing for the Pulaski Road Corridor TIF Redevelopment Project Area. e) Presentation of an Ordinance Approving an Intergovernmental Agreement Concerning the Village of Alsips Pulaski Road Corridor TIF. f) Request for approval of a transfer tax refund to Illinois Real Estate Partners (Frank Sciobor) for property located at 12401 S. 45th Avenue in the amount of $524.65. Sale of home did not go through. g) Request for approval of a transfer tax refund to N.A. Burza Realty Company for property located at 11512 S. Karlov, in the amount of $224.00. Sale of home did not go through. FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) Report that the Chamber of Commerce Luncheon held October 6, 2010 was a great success and appreciation to Mary Schmidt for hosting. b) Report that the Fire Prevention Week Annual Open House held Saturday, October 9, 2010 at Station #1 went very well with a demonstration in the training tower. c) Announcement of the Fire Prevention Week poster contest grand prize winners: K-2 grade Jaclyn Waclawik, 2nd grade, Hazelgreen School; 3-4 grade Estera Laba, 3rd grade, Stoney Creek School; 5-6 grade Kaitlin Cabel, 6th grade, Stoney Creek School. The grand prize winners received a plaque, $100 savings bond, and a free meal. The room winners received a ribbon and a free meal. All participants received a coupon for free ice cream. This year the traveling trophy award went to Lane School for having 100% student participation in the poster contest. POLICE DEPARTMENT REPORT: Trustee Shapiro presented: September, 2010 Police Department Monthly Report. b) Request for approval to start the hiring process for a Records Clerk to replace a retiring employee. Trustee Shapiro tabled this item for further review by the Finance Committee, and removed from the Consent Agenda, Item N.

Board of Trustees meeting October 18, 2010 PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Report Phase II of the 115th Street Light Project is waiting for ComEd to relocate its utility poles which is scheduled to being on 10/18/10, with a tentative completion date of 11/2/10. ComEd is waiting for approval of air rights from one business before relocating the poles on the south side of 115th Street, and have a tentative construction date of 11/16/10. Once all poles have been relocated, Hecker Electric will resume street light installation. There is a strong possibility that the turn-on of the lights will not be completed until early spring of 2011. b) September, 2010 Public Works Monthly Activity Report. c) The Public Works Department successfully completed installation of the latex elastomeric roof coating. BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) September, 2010 Building Department Monthly Report. b) Request for refund for a building permit totaling $80.00 for roof repair for property located at 12312 S Loveland Avenue, because work was not done. HEALTH & POLLUTION: Trustee Daddona presented: a) Report the Health Inspector attended the South Suburban Environmental Health Council meeting on Tuesday, October 12, 2010. b) A new restaurant opened in town, the Poor Dog Fast Foods, 4047 W. 115th Street. c) Congratulations to Village resident, Kristin Graczyk for completing the Chicago Marathon in a little over four hours. SEWER & WATER: Trustee Shapiro presented: a) September, 2010 Water Department Monthly Report. LICENSE REPORT: Trustee Quinn presented: a) Request for approval of a list of licenses dated October 11, 2010. PLANNING & ZONING REPORT: No report. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTIES: Trustee Michaels presented: a) Letter of appreciation from Rodger Early directed toward Vince Cullen and employees from Public Works, for their assistance in cleaning the front vestibule at Heritage II. INSURANCE COMMITTEE: Trustee McGreal presented: a) Report the Insurance Committee met this evening to review appeals, and the committee strongly encourages calling for precertification when required in order to avoid a $500 penalty. ORDINANCE & LEGISLATION: Trustee Quinn presented; a) Request for approval of an Ordinance Correcting the Number of Authorized Liquor Licenses. This is a correction of several typos that were discovered in Ordinance 2010-1-1, and does not amend the current number of Liquor Licenses. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: Trustee Daddona presented: a) Report that the South Suburban Emergency Team conducted a training exercise at the Boat Launch, October 11th through October 15th. b) Report that volunteers from Coca Cola Company will be doing a Clean up Service Project at the Boat Launch on October 23rd. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. Mayor Kitching asked if there were any items to be removed from the Consent Agenda; Trustee Quinn removed Item N. CONSENT AGENDA A. Approval of an ORDINANCE OF THE VILLAGE OF ALSIP, COOK COUNTY, ILLINOIS, APPROVING A TAX INCREMENT REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECT FOR THE PULASKI ROAD CORRIDOR TIF REDEVELOPMENT PROJECT AREA. Ordinance No. 2010-10-2. Approval of an ORDINANCE OF THE VILLAGE OF ALSIP, COOK COUNTY, ILLINOIS, ADOPTING TAX INCREMENT ALLOCATION FINANCING FOR THE PULASKI ROAD CORRIDOR TIF REDEVELOPMENT PROJECT AREA. Ordinance No. 2010-10-3. Approval of an ORDINANCE APPROVING AN INTERGOVERNMENTAL AGREEMENT CONCERNING THE VILLAGE OF ALSIPS PULASKI ROAD CORRIDOR TIF. Ordinance No. 2010-10-4. Approval of an ORDINANCE CORRECTING THE NUMBER OF AUTHORIZED LIQUOR LICENSES. Ordinance No. 2010-10-5. Acceptance of the IDOT Motor Fuel Tax allotment for September, 2010 in the amount of $47,486.65. Motion by Trustee Michaels to establish the Consent Agenda as modified; seconded by Trustee Shapiro. Roll #1: Voting aye: Trustees Shapiro, McGreal, Michaels, Daddona, and Quinn. Motion carried. Motion by Trustee Shapiro to approve the Consent Agenda as presented; seconded by Trustee Michaels. Roll #2: Voting aye: Trustees Shapiro, McGreal, Michaels, Daddona and Quinn. Motion carried. UNFINISHED BUSINESS: None. NEW BUSINESS: Trustee Michaels reminded everyone of the Village-sponsored Foreclosure Prevention Workshop scheduled for Saturday, October 23, 2010, from 10:00 a.m. to 1:00 p.m. at the Village Hall Board Room. The goal is to keep Alsip residents in their homes. ADJOURNMENT: Motion by Trustee Shapiro to adjourn; seconded by Trustee Michaels. All in favor; none opposed. Motion carried.
