beautiful wide variety of subject matter. Artists were awarded first, second and third place in addition to honorable mention, which
included a monetary reward. I was very impressed by the imagination and mastery of watercolor embodied in this exhibition, said
juror Maureen Gass-Brown. The show will run through April 22 for free at the Center, 123 Elmwood Road. The gallery is open Monday
through Friday 10 a.m. to 3 p.m. and Wednesdays 7 to 9 p.m.

Spring has officially sprung,
enticing everyone to explore and
get out of the house. Numerous
outdoor locations and spring
events are sure to fill up your cal-
endar for the season.
Parks and Recreation
Memorial Park on Tuckerton
Road, next to the Evesham Town-
ship Municipal Building, offers a
range of outdoor activities for in-
dividuals, couples and families.
The complex houses a number
of free outdoor facilities that offer
an opportunity to get outside and
play.
The outdoor basketball courts
provide for pickup games or one-
on-one games. The Blue Barn sits
just behind the courts for indoor
play when the weather isnt con-
ducive to playing outdoors.
Adjacent to the basketball
courts are four tennis courts for
athletes interested in a pickup
game of tennis or serving prac-
tice.

In the April 10 article, Trash
collection set to be reduced, it
was stated that Monday trash
pick up will be handled on Tues-
day, Tuesday becomes Wednesday,
and Wednesday becomes Thurs-
day.
This is only the case on holi-
days and will not be weekly.
The only weekly pickup day
slated for elimination will be Fri-
day, and the remaining routes will
be consolidated.
Others should not be worried
or concerned there are changes to
their trash collection, Township
Manager Bill Cromie said. It has
not been reduced. Its been consol-
idated.

Playground open two more weeks
and soccer fields.
The Marlton Playground, locat-
ed in the complex, will remain
open for two more weeks pending
reconstruction of the site.
Recently, council received the
new design of the park, including
a permanent rubber ground, en-
suring safety, and new equip-
ment, according to township
manager Bill Cromie.
Demolition will be in the last
week of April, Cromie said. We
hope to have it restored by Memo-
rial Day.
Residents interested in golf or
new golfers interested in taking a
swing can take to the driving
range for a fee of $5 for a small
bucket of golf balls, $7 for a medi-
um bucket, $10 for a large and $15
for all-you-can-golf, according to
Cromie.

ts that time of the year. That time
when public school Boards of Edu-
cation are finalizing budgets and
announcing to their respective con-
stituents how much more they will pay
in school taxes next year.
We say more because its hardly
ever less.
Homeowners in New Jersey expect
to pay high property taxes, fueled in
large part by taxes from our local pub-
lic school districts. Its a way of life
that, while were not happy with, we
accept.
It seems each year that more and
more families are moving out of New
Jersey because of these high property
taxes, but those people usually dont
move away until after their kids gradu-
ate high school.
Overall, our states public schools
are exceptional its one of the main
reasons that so many families contin-
ue to raise their kids here.
So it should be no surprise and
shouldnt cause too much anger to
learn that New Jersey spends more per
public school student than most of the
country.
The third annual Taypayers Guide
to Education Spending released re-
cently shows that New Jerseys public
school districts spent an average of
$18,0147 per pupil in 2011-12. That was
an increase of 4 percent over the year
before, according to the state.
Yes, that is expensive. But isnt it
worth it?
New Jersey public school students,
as a whole, have some of the best test
scores in the nation. Whats that old
saying: You get what you pay for?
If you want good schools, you need
to spend money.
Can school districts throughout the
state do a better job of spending while
ensuring the best education possible
for students? Of course they can and
they should.
But high school taxes are, unfortu-
nately, a way of life in New Jersey, and
it will continue to be that way for quite
some time.
Property tax relief may be in sight
in the near future, but expecting to pay
what other states pay is unrealistic.
Frankly, we shouldnt want to pay
what other states pay in school taxes,
because we get what we pay for some
of the top public schools in the nation,
which help churn out some of the best
public school students as well.
School taxes are high...
...But so are our kids test scores. Should we really be that upset?
What are your thoughts?
No one likes paying taxes, especially
when they are as expensive as they are
here in New Jersey. But are you getting
what you are paying for? Speak up and
let your voice be heard on the subject.
Council decides to not introduce budget

Evesham Township Council made the
unanimous decision to not introduce the
2013 municipal budget at a recent meeting.
According to Mayor Randy Brown, the
township and taxpayers will not be penal-
ized because of the action.
"I cant say the taxpayers of Evesham
should have to pay the taxes of other enti-
ties," Brown said.
Brown is determined to push state Sen-
ate bill 1896 through before the budget is
due to the state.
Township manager Bill Cromie said in
March that the bill would allow schools and
other entities to create a reserve for tax ap-
peals, removing the financial burden from
the township, where the financial burden
is originating.
The council in Teaneck and other coun-
cils want this bill, Brown said. We want
other entities to have to pay their rightful
share. Its getting bigger and bigger."
The preliminary budget was introduced
in March with a $59.65 per year increase for
the average assessed home of $271,200.
The tax levy increase correlates to the
townships responsibility to pay more than
$1.5 million in tax appeals. The township
receives 15 percent of property tax dollars,
but is required to pay 100 percent of the tax
appeals, according to Cromie.
The proposed budget of $32.8 million in-
dicates a spending decrease of $26,571 from
2012.
The adoption of the temporary budget
was tabled as a result.
Budget considerations will be revisited
at the next council meeting on April 23.
Johnston Recreation Complex Plans
The new baseball and softball complex
will be located next to the municipal build-
ing.
Trevor Taylor of CMA Associates pre-
sented the new recreational complex de-
tails.
The plan has been in the works with the
Marlton Recreation Council, an advisory
committee, and township council for about
nine months.
The complex will extend from the border
along the municipal parking lot to Tucker-

Police department to hold
Operation Take Back
The Evesham Township Police
Department is participating in
Operation Take Back New Jer-
sey on Saturday, April 27 from 10
a.m. to 2 p.m.
The department will be provid-
ing the public with a safe and
legal method to dispose of un-
wanted, unused and expired med-
icines, the mission of the Drug
Enforcement Administration Di-
vision Operation Take Back NJ.
Each year, experts say, a grow-
ing number of teenagers quietly
turn to a seemingly unlikely
source to score drugs their par-
ents medicine cabinets.
According to the most recent
studies, Monitoring the Future,
University of Michigan, between
1997 and 2007, treatment admis-
sions for prescription painkillers
increased more than 400 percent.
In addition, between 2004 and
2008, the number of visits to hos-
pital emergency department in-
volving the non-medical use of
narcotic painkillers increased 111
percent.
DEA NJ Division is launching
this initiative on Saturday, April
28 called "Operation Take Back
New Jersey."
This program will afford New
Jersey residents the opportunity
to rid their homes of their un-
used, unwanted and expired med-
icine.
Several New Jersey county pre-
scription drug abuse task forces
and focus groups have recognized
the need for efficient, secure, and
environmentally sound methods
to collect and dispose of unused,
unwanted, and expired medicine.
The goal of the program is to
allow citizens to deliver medica-
tions to law enforcement officials
who can in turn dispose of these
controlled substances in a safe
and non-hazardous manner, pre-
venting these pills from falling
into the hands of juveniles or into
the illicit market in our commu-
nities.
Operation Take Back New Jer-

and other program information.
Prevention and treatment
organizations may be contacting
their local police departments to
lend their support for this initia-
tive.

Freeholder seeks help in
securing college grants
Burlington County Freeholder
Director Joe Donnelly asked the
freeholder board to help Burling-
ton County College secure grant
funding of up to $2.4 million from
the state for technology upgrades
that will ensure BCC stays in the
forefront of education in the fu-
ture.
The state recently announced a
competitive grant application
process for capital and equipment
projects at higher education insti-
tutions.
Donnelly has encouraged
Burlington County College to
apply for these funds to provide
access to instructional technolo-
gy and resources in its class-
rooms and upgrade their technol-
ogy infrastructure.
I propose that the county pro-
vide matching funds of up to
$500,000 which will provide the
college leverage to obtain an addi-
tional $500,000, resulting in $1
million for one of the projects,
Donnelly said.
The college has agreed to pur-
sue a second grant of $1.4 million
for technology upgrades for their
classrooms.
The college has agreed to pay
the required 25 percent match for
debt service for the second grant.
BCC has established a Minor
Capital Reserve Account to fund
projects such as these, but with
the funding available through the
state and now the county match,
the college will be able to extend
funding to additional projects.
The state announced that a
number of pre-existing capital
funds were being replenished
with dollars and institutions of
higher education would be invit-
ed to apply for capital funding in
a 2013 Competitive Grants Cycle.
I have conferred with the col-
lege about these opportunities
and the college will be applying
for funding through two state-
supported bond programs: High-
er Education Technology Infra-
structure Fund and Higher Edu-
cation Equipment Leasing
Fund, Donnelly said.
The HETI grant funds technol-
ogy infrastructure improvements
at NJ's institutions of higher edu-
cation. Projects submitted for
HETI grants will advance the in-
stitution toward the next level of
technology investment including
integrated voice, video and data
networks.
Institutions must provide a
matching amount at least equal to
the amount of the HETI grant
(one to one match).
The ELF grant finances the
purchase of equipment, held in
the name of the New Jersey Edu-
cational Facilities Authority and
leased to the institution. This pur-

Administrators in the Lenape
Regional High School District
have received the New Jersey
School Performance Reports for
the district's four high schools
Lenape, Shawnee, Cherokee and
Seneca.
"Overall the results in the
state's reports reflect what we be-
lieve are our district's and each
school's strengths and areas in
need of improvement," Superin-
tendent of Schools Carol Birn-
bohm, Ed.D said.
The NJ School Performance Re-
ports evaluate school perform-
ance in three key areas: academic
performance, graduation and
post-secondary performance and
college and career readiness.
According to Birnbohm, three
of the four LRHSD schools met or
exceeded the target benchmarks
for academic achievement, with
90 to 100 percent of targets met,
which resulted in a comparison of
high or very high with schools
across the state.
The one exception is Lenape
High School, which did not meet
its benchmark in one area math-
ematics on one assessment, the
HSPA, for students with disabili-
ties resulting in a ranking of av-
erage when compared with
schools across the state and with-
in its peer group.
The Lenape Regional District
performed as expected meeting
100 percent of targets in terms of
graduation and post-secondary
performance. In the 2011/2012
school year, the Lenape Regional
District had an average gradua-
tion rate of 95.3 percent, the high-
est in Burlington County and
among the highest statewide.
This was reflected in the NJ
School Performance Reports,
where the graduation rates for all
of the LRHSD high schools ex-
ceeded 94 percent, well above the
statewide target of 75 percent.
Post-secondary attendance data
was also analyzed in conjunction
with graduation rates.
On average, nearly 80 percent of
the district's graduates who go on
to college are still enrolled in col-
lege 16 months after high school
graduation.
Birnbohm points to the dis-
trict's high average SAT scores as
one indicator of LRHSD's gradu-
ates' success in college.
"The average student SAT
scores at all of our high schools
exceeded 1550 in a five year analy-
sis from 2008 through 2012," Birn-
bohm said.
According to the College Board,
a student with an SAT score of
1550 or higher is more likely to get
a B-minus freshmen year of col-
lege, helping to put them on a path
to graduate from college. The
LRHSD schools did not meet two
key benchmarks that, according
to the Performance Reports, are
indicators of college and career
readiness the percentage of stu-
dents participating in PSAT and
the percentage of students taking
at least one AP test in English,
Math, Social Studies or Science.

ic, engineering, technical, com-
puter, communications or in-
structional equipment that will
be utilized for the advancement of
student education. Institutions
must commit to paying 25 percent
of the debt service on the bonds
issued to fund the equipment pur-
chase requested in their ELF ap-
plication (three to one match).
BCC's existing network infra-
structure at its primary locations,
Pemberton and Mt. Laurel, was
purchased in 2004 and is ap-
proaching 9 years old, said
Burlington County College Presi-
dent David C. Hespe. In technolo-
gy terms it has reached its prod-
uct end of life and cannot com-
pete with the network technology
available today and accommodate
the tidal wave of student devices
(handheld, mobile, pads etc.)
being relied on by students.
The Next Generation Enter-
prise Network project would re-
place the existing core and edge
network switches, as well as the
wireless network access points
for the college. The new NGEN
network would effectively and ef-
ficiently support network Mobili-
ty, Energy Management, Security,
Application Performance and
Multimedia Optimization.
The total project cost under the
HETI Grant Application would be
$1 million including the county
match of $500,000.
Currently, less than half of
BCC's classrooms offer dedicated
digital audio visual technologies
for educational resources and ma-
terials suitable for a 21st century
learning environment, Donnelly
said.
This Next Generation Educa-
tional Technology project will in-
clude replacing existing older
classroom equipment and in-
stalling equipment in classrooms
that are currently not digitally
enabled.
This project include upgrades
in th computer labs, mobile tech-
nology labs and video conferenc-
ing. Infrastructure and equip-
ment for classrooms and laborato-
ries that support learning out-
comes and competencies for stu-
dents in technology-intensive de-
gree and certificate programs
will be funded which include
those aligned with high demand
occupations such as mechatron-
ics, computer-controlled machin-
ing and manufacturing, and ro-
botics-assisted manufacturing.

other fields in the township and

The fields will host softball

for players ranging from 5 to 12
years old with a half-mile walking
trail along the perimeter of the
complex.
Additionally, a path will con-
nect the Memorial Complex to the
new complex from New Road.
Parking spaces were taken into
consideration and will be includ-
ed in the construction of the
property.
A 30 by 30 foot concession stand
and restroom will be constructed
at the facility as well.
According to Taylor, storage
will be included in the stand,
though final details are not yet fi-
nalized.
Proposed smoking ban

into amending an ordinance re-
garding parks.
According to Cromie, it would
ban smoking in recreational
complexes and parks in the town-
ship. Cherry Hill Township cur-
rently has a similar ordinance in

said. "We have already put in
place a requirement for all college
prep students to take the PSAT at
least once each year in grades
nine, 10 and 11, beginning in the
2013-2014 school year."
Birnbohm emphasized that the
PSAT testing is included in the
current budget, replacing prep as-
sessments for the HSPA, which is
being phased out by the state next
year.
According to Birnbohm, the
low participation in AP tests is
not a true indication of LRHSD
students' participation in AP
coursework.
The district average of stu-
dents receiving a score of 3 or bet-
ter on all AP tests is 90.3 percent.
A score of three or better will
allow students to use that course
for college credits at the discre-
tion of the institution.
Although the NJDOE "is not en-
couraging" the reports to "create a
summative ranking of schools,"
the performance of schools in the
three key areas is compared to
schools across the state as well as
with schools within their peer
group.
Peer groups include schools
with similar grade configurations
(all Lenape Regional District
Schools are grades 9 to 12) and ed-
ucating students with similar de-
mographic characteristics such
as free/reduced lunch eligibility,
limited English proficiency or
special education program partic-
ipation.
