Role Title: HEALTH EVALUATION CONSULTANT (EARLY DIAGNOSIS)

REPORTS TO HEAD OF HEALTH EVALUATION AND EQUALITIES, HEALTH


INFORMATION

Location London Head Office

PURPOSE OF THE ROLE


• Ensure consistent and timely evaluation and reporting across all
agreed DH funded local activity promoting early diagnosis of breast,
bowel and lung cancer in 2010/11.
• Help define ways to strengthen the impact of the work undertaken
locally through coordination with ongoing work of the National
Awareness and Early Diagnosis Initiative (NAEDI)
• Work with CR-UK team of social marketing managers to provide
evaluation support and advice to NHS organisations planning and
engaging in front-line social marketing activity
• Support Primary Care Trusts to help them to evaluate a variety of
social marketing and community based campaigns and to work to
nationally defined evaluation measures
• Write reports on the impact of local NHS activity supported by CR-
UK and funded by DH to improve early diagnosis of breast, bowel
and lung cancer
• Ensure progress against a national evaluation framework is
reported on at regular intervals and at year end
• Contribute to the development of evaluation expertise within the
Health Information Department.

KEY AREAS OF RESPONSIBILITY

Ensure that initiatives led by NHS organisations and supported by the


Social Marketing Team (Early Diagnosis) within CR-UK are well supported
and equipped to evaluate agreed activity.

Give evaluation advice and support Cancer Networks and Primary Care
Trust (PCTs) about the evaluation of initiatives designed to improve early
diagnosis of breast, bowel and lung cancer.

Ensure that Department of Health (DH) grant funded project partners


report progress against the national evaluation framework indicators in a
timely manner.

Co-ordinate project partner evaluation reports and compile regular high


level reports for CR-UK and relevant partners, communicating key
findings, learning and action points and progress made.
Ensure that relevant evaluation guidance is made available in accessible
form to partners via the NAEDI hub.

Contribute to an evaluation resource by identifying and linking the NAEDI


Hub to useful information via internal sources and external information
sites as appropriate.

Gather intelligence about best practice and make this available to


stakeholders.
Act as a resource to support the evaluation of other health information
projects as required.

Person Specification
Qualifications and Experience

Essentials:
• Educated to at least degree level or relevant experience, with good
experience of health evaluation, preferably of complex
interventions, and data analysis
• Excellent communication skills especially in relation to advocating
evaluation
• Demonstrable understanding of challenges involved in working with
multiple stakeholders.
• Experience of managing stakeholder relationships
• Experience of influencing across a wide range of levels of seniority
• Evidence of having used planning and analytical skills to great
effect
• Experience of working within a team, and advising and consulting
on evaluating varied projects.
• Excellent IT skills
Desirables:
• Experience of coordinating evaluation in complex settings
• Experience of working in a public health environments.
• Experience of social marketing and communications.
• Good understanding of challenges involved in progressing national
health strategies, such as the Cancer Reform Strategy
• Experience of working in a multi-stakeholder environment
• Experience of statistical analysis
• Experience of an NHS informatics environment
