Interim Chief Administrative Officer, City of Americus, GA. 2/2/2015-Present. Temporary engagement to
assist the City by providing day-to-day administration and supervision of traditional and certain expanded
municipal functions. Assist the City in its conversion from a CAO form of government to a Council Manager
form of government. Provide professional assistance and advice to the governing body in a number of areas
and coordinate with various intergovernmental and non-profit entities related to City functions. Provided
executive search assistance to the governing body in its efforts to secure a qualified City Manager

Pro Bono Assistance: City of Riverdale. June-July, 2014. Provided technical assistance in formulating
questions and process for candidates for City Manager. Participated in interviews with selection committee
and with the Mayor and Council offering comments and recommendations. Candidate employed July , 2014.

Interim City Manager, Adairsville, GA 11/13-03/14. Temporary engagement to assist the NW Georgia
community in stabilizing the organizational operations during a management transition period. Serve as both
CAO and CEO pursuant to the Charter modification enacted in 2011. Responsible for the oversight major
and traditional activities of municipal government and implementation of several intergovernmental and
public-private sector partnerships. Provide service to the governing body in recruiting and evaluating
candidates for the replacement City Manager Successfully completed a;; aspects associated with the
engagement.

Interim City Manager, Hiram, GA 6/12-9/12 Temporary engagement to assist the metro Atlanta community in
its transition from a Strong Mayor form of government to a Council-Manager form. Established policies and
procedures related to the various City entities and for the benefit of both elected and appointed officials.
Assisted in the search for a new City Attorney and City Manager, successfully placing well qualified
individuals into those positions. Educated the Mayor and Council on the Citys financial status and resolved
complex issues relating to the fiscal process. Assisted in the formulation of priority tasks associated with the
various City Departments. Successfully completed all assigned tasks within the parameters of the interim
engagement.

City Manager, McDonough, GA 1/09-12/11 Served as the CAO in a Council Manager form of government in
the metropolitan Atlanta area. Oversight of the various City departments and functions. Reorganized several
departments to improve the effective and efficient delivery of services. Improved the financial and budgetary
and reporting process through the initiation of policy and personnel enhancements. Oversight responsibility
for infrastructure improvements within the Public Works department . Continued major responsibility for
financial enhancements, policy and procedure updates and personnel enhancements.

City Manager, Milton GA 4/08-9/08 Served as the CAO in a newly created municipality in the metropolitan
Atlanta area. Worked closely with the contractor, CH2M Hill, to deliver municipal services on an outsourced
basis. Oversight of all relevant contracts, City finances and human resources functions and other traditional
services that were not outsourced. Worked closely with internal staff, staff of the principal contractor, elected
officials and others to assist the City in its early start up phase.

City Manager, Safety Harbor, FL. 10/06-10/07. Served as CAO in a Council-Manager form of government in
a suburban community located in the Tampa-St. Petersburg-Clearwater metropolitan area. Provided
management and leadership services associated with all components of a traditional local government unit.
Possessed significant responsibility and authority associated with the effective and efficient delivery of
service, policy development, analysis, and implementation. Major responsibility for budget development and
implementation as well as fiscal management responsibility. Major responsibility for oversight of major
human resources policies, issues and functions to include unionized and non-union employees.

Executive Director, Coosa Valley Regional Development Center, Rome, GA. 9/04-8/05. CEO for a regional
government agency providing technical administrative assistance, comprehensive-planning services, aging
services and workforce investment act services to a ten county, thirty-five municipality region in NW GA. The
service area includes portions of suburban Atlanta and suburban Chattanooga, TN. Provided organizational
and community leadership and service as a facilitator, mediator and convener of regional issues and
services. Promoted the identification and development of strategies to address regional policy issues and
the implementation of alternative solutions to intergovernmental problems.. Promoted and secured
intergovernmental and private sector cooperation and partnerships in key areas, including federal, state and
local legislative issues. Provided local governments with programs to promote and facilitate professional
management solutions.

City Manager, City of Riverdale, GA. 7/01-4/04. Served as CAO for an urban community in the metropolitan
Atlanta area. ICMA recognized Council-Manager form of government. Assigned managerial responsibility for
traditional functions of municipal government with relevant duties and responsibilities. Provided Fiscal
responsibility for budgetary preparation, submission and implementation of annual operating and capital
budgets. Assumed significant human resources responsibility to include development of policies, attention to
employment, training and disciplinary activities. Provided policy analysis and recommendations for the
consideration of the governing body. Attended to the provision of day-to-day service issues and initiated a
long-term visioning and planning process for the community. Promoted development and re-development
efforts within the corporate boundaries.

County Manager, Fayette County, GA. 1/85-6/00. CAO for a suburban Atlanta community in an ICMA
recognized Council-Manager form of government. Major duties included review, preparation, submission and
execution of multi-fund budgets. Assumed major fiscal and human resources responsibility to include policy
development, hiring, training and disciplinary authority with respect to major division and department heads.
Supervised the provision of traditional and non-traditional local government services and coordinated
activities associated with the operation of independent constitutional officers and externally dependent
agencies. Provided policy analysis and recommendations and attended to the implementation of policies,
programs, and other items duly enacted by the governing body. Performed other relevant duties and
responsibilities as assigned.

County Administrator, Franklin County, VA. 9/78-9/83 & 1/84-12/84. CAO. Reviewed, prepared, submitted
and executed multi-fund budgets to include review and recommendations associated with School and Social
Services agency budgets. Served as chief financial and personnel officer with hiring and disciplinary
authority. Supervised the provision of traditional and non-traditional local government services and
coordinated activities associated with dependent and independent government and non-profit agencies.
