SAVE DARFUR WELCOMES UNAMID MANDATE


RENEWAL
Calls for end to deadly restrictions on peacekeeping operations

WASHINGTON, D.C. – The Save Darfur Coalition welcomed the UN Security Council’s recent
unanimous decision to extend the UNAMID peacekeeping force’s mandate for one year. In
particular, the coalition praised the Council’s emphasis that the force’s primary responsibility is
to protect civilians in Darfur. After condemning the recent surge in violence in the region, the
United States and other UN Security Council members must now work to ensure that UNAMID
is able to operate freely and securely throughout Darfur.

One day after the extension of UNAMID’s mandate, the Sudanese government announced
further restrictions on the force. These include a requirement that peacekeepers must inform the
government of Sudan before moving on roads, including in cities. UNAMID already faces heavy
restrictions on its movement and operations in Darfur, with the UN Secretary General reporting
in that in June, 77 percent of flights were cancelled due to government restrictions.

The Save Darfur Coalition’s Acting President Mark Lotwis made this statement:

“We are pleased that the Security Council has emphasized UNAMID’s civilian protection
mandate, and we applaud Ambassador Susan Rice’s strong statements and work through the
Council to ensure civilian protection remains UNAMID’s priority. But more work must be done
to end the Sudanese government’s unreasonable restrictions and obstruction tactics that prevent
UNAMID from fulfilling its mandate. Nothing illustrates the problem more than a recent
incident when wounded UNAMID peacekeepers bled to death after authorization for medical
evacuation was denied by Khartoum -- that is simply unacceptable.

“While the Sudanese government bears primary responsibility for the barriers to UNAMID’s
effectiveness, Darfuri rebel groups also contribute to the insecure and volatile operating
environment. Over the weekend, rebel leader Abdel Wahid Al-Nur threatened UNAMID with
consequences in regards to the Sudanese government’s movement in the IDP camps. Such
rhetoric, in addition to unconstructive behavior by various rebel groups on the ground – such as
denying access to rebel-controlled areas of Darfur – only hinders the protection of civilians in
Darfur. “
