The purpose of this document is to define the method of execution of open cutting in
carriage way at Zone 5 (Ahmadi area) for Small Boat Harbours Project.

3) Responsibilities:

3.1 General
 It is the responsibility of all those involved together with the Supervisory Staff to ensure
that all the personnel working on this task are inducted with reference of this document
and this Method Statement.
 The Site Engineer shall ensure that all necessary safety and protective equipment’s are
provided along with the properly trained and qualified personnel.
 Management will organize the work in safe manner and ensure that safety and protective
equipment’s are being properly utilized.
 The workers safety is of prime concern and all precautions will be taken to minimize the
safety risks involved in every activity.
 Only trained and competent people are to be involved in the activities and use any of the
equipment mentioned in the Method Statement.

3.2 Selection of Duties and Personnel


3.2.1 Project Director:
He is responsible for the overall management of the works. He shall nominate a person to verify
activities relevant to this procedure and assure that all reporting and documentation is accurate.
3.2.2 QA/QC Manager:

He is the focal point of all Quality Assurance and Quality Control matters within the project. He
shall monitor all QA/QC activities including the planning of quality control activities to ensure
documents are being issued in the correct sequence with the appropriate supporting
documentation required in the Contract specifications.

3.2.3 Project Manager:

Responsible for overall execution of the project and reports to the Project Director. His objectives
are to ensure that activities are controlled and in systematic manner and executed in accordance
with the specifications and schedules in full respect of quality and safety requirements and to liaise
with the Client, Subcontractors, and Suppliers as well as with other departments within the
company.
3.2.4 Construction Manager:

The Construction Manager is responsible for all activities from mobilization, preparation until
completion of the works. He shall ensure that all undertaken activities comply with the HSE and
Quality requirements of the Contract.
3.2.5 HSE Manager:

HSE Manager shall advices the line management and supervision on proper implementation of
HSE procedures to prevent accidents and improve safe work methods. He shall advices the line
management as to proper compliance with all HSE requirements in procedures and work
instructions. He shall monitors whether or not Field supervision has given proper instruction

/training to employees in the safe use of equipment and tools. He shall monitor provision and
safe/proper use of protective equipment and devices. He shall investigate accidents to analyze
immediate and basic causes as well as management failures and recommend corrective actions
to prevent reoccurrences. He shall check implementations and compliance of all applicable and
relevant KOC HSEMS procedures. He shall check implementation of KOC approved contractor
HSE plans. He shall identify the requirements of HSE trainings of employees. He shall ensure the
proper implementation of HSE induction program

3.2.6 Site Engineer:

Lead all construction activities, enforce strict adherence to all project requirements and
responsible for the operations and ensuring that all project related activities carried out in a safe
and controlled manner in accordance to the requirements of the contract specifications.

3.2.7 QC Engineer:

He will be responsible for the verification activities at the site; inspection, testing and monitoring
of construction activities. He will ensure that inspections are carried out in accordance to the
approved Inspection and Test Plans and relevant checklist have been generated and approved
by client.

3.2.8 Safety Officer:

Monitors the proper implementation of applicable HSE procedures, local laws, rules and
regulations and recommends corrective action if violation of procedures etc. or non-compliance is
observed. Advices on procedures to prevent accidents and ways to improve work methods.
Monitoring compliance with all safety requirements, procedures and work instructions for all the
work force. Monitor and enforce provision and use of protective equipment and devices. Carry out
site surveys and visits to see that safe work methods are in operation. Participate in accident
investigations and recommend means to prevent reoccurrence. Access accident trends and review
safety performance. He shall keep the record of all incidents.

4) Procedure:

4.1 General
 Prior to start the work, ensure that all HSE requirements are met and implemented while
executing the works.
 Ensure that only approved materials from KOC approved suppliers will be utilized.
 Ensure that required manpower is available with necessary Personnel Protective
Equipment. All the personnel working near to the road shall wear reflective jacket.
 Installation shall be done by qualified and experienced personnel under the supervision of
approved Supervisor.
 Availability of necessary equipment, tools, KOC approved drawings and plans shall be
ensured before start of works.
 Necessary barricades and sign boards shall be provided in the site.

 Work permit shall be obtained and a copy shall always be available at site
 Ensure that all mobile equipment to be used should obtain KOC safety Clearance
Certificate. KOC SA 013, Temporary Mobile Equipment requirement procedure to be
followed.

4.2 Site Preparation:


 Prior to the start of the works the approvals from KOC superintend are to be obtained.
 Identify and verify the required lines, levels, contours and datum locations are to be
checked and confirmed.
 Excavation site and all the works prepared by others including condition of adjoining
property and sites and report to the superintend representative in writing any conditions
detrimental to the proper and timely completion of the work of this section. Locate, identify
and protect the other utilities within the proximity of the site.
 Construction area will be kept clean and tidy.
 Obtain all necessary permits. Excavation works notification to be obtained prior to start of
works and to be revalidated in advance as and when necessary.
 Other existing services / Cable etc., are to be detected by using metal detector / cable
detector and necessary protections to other services are to be made.
 Slit tranches for the excavation area will be made as per site conditions and KOC
standards.

4.3 Detailed Field Survey:


Complete field survey shall be done prior to execution of work .

 Necessary entry passes from KOC, KNPC etc. will be obtained in coordination with KOC.

Excavation for pipe laying in carriage way by open trench:

Prior to Excavation for pipe laying in carriage way by open trench, Required safety signals
will be provided for the works in the road crossing. The traffic will suitably be diverted with
proper signals and sign boards.

The details of Excavation and reinstatement in carriage way will be as per sketch (II b)

 Asphalt in the carriage way will be cut with compressor and the trench will be excavated
as per the sketch.
 In this method, open excavation, pipe laying and concrete will be done under the
carriageway at site. Part of the road will be closed, for excavation, pipe laying concreting
and Back Filling leaving open the other portion of the road for traffic. Similarly, excavation,

pipe laying concreting, back filling & Compaction in the other portion of the road, will be
done subsequently.
 After back filling and compaction, the road closed will be opened for traffic. Re-Asphalting
with type III asphalt will be done subsequently.
 3.0mm dia. Nylon rope will be provided on the pipes for laying of sub ducts / cables.

4.4 Laying of 120 MM dia HDPE duct:


Once the trench is excavated up to the required level, the 120 MM dia pipes will be placed in the
trench. Each pipe is normally either 6.0 M or 12 M long. For laying of 2 Nos. of pipes, spacers will
be fixed at 2.0 Mts. interval to keep the spacing equal & uniform. The subsequent length of the
pipes will be connected with coupler, rubber washer and pushed tight.

4.5 Back Filling:

a) Back Filling in Carriage Way:

 After laying the pipes, the excavated soil will be sieved and filled in the trench up to 10 cm
above the pipes and levelled.
 Warning tape with the logo indicating the warning sign will be laid over the sieved soil.
 The remaining trench will be filled with excavated soil and compacted in layers.
 After laying the pipe, the pipe will be encased with concrete K.140 V SRC as shown below
drawing.
 After the initial setting of the concrete soil will be backfilled in layers and compacted.
 Subsequently re-asphalting will be done up to the road level with asphalt type III.
 In the tiled areas and foot way asphalt areas, tiles or asphalt will be reinstated.

4.6 Description of the work – (Open Trenching with proper Safety


arrangement)

Program:-

Date: - After getting permission from KOC

Open Trenching (0.65 x 0.9), asphalt cutting, pipe laying (160mm PE100), duct laying and
backfilling with compaction.

Program will be as follows:-

1. Total width of the road is 24 meter approx, 6 meter will be close for traffic and rest part of the
road will be open for traffic movement.

Road cutting, open trenching, pipe laying and backfilling will be done for this 6 meter (Drawing -
1).

2. After Completing the 6meter in point 1, traffic will be opened and next 6 meter of road will be
closed and same activity will be followed as in point 1 (Drawing - 2).

3. Same pattern will be followed for complete road (Drawing 3 & Drawing 4 attached).

Date: - After getting permission from KOC

Reinstatement of road with asphalt mix and removal of debris from site.

Sequence of road closing and opening.

Sequence of work shall be as same as mentioned above. Drawing 1 to 4 is shown below for
detailed sequence.

Stop, Slow, Men at work, Road closed, Arrow, Safety Cones, Hard Barricades and Red flag.

5) Quality Control:

 Prior to commencement of work, all related documents such as drawings, procedure, plans
etc. shall have a proper approval and all permanent materials to be used shall be approved
first thru Material Approval Request and shall be inspected upon delivery on site before its
incorporation in particular work.

 Inspection will be in accordance of the document number 1205050-G000-ETC-ITP-0002.

6) Health Safety and Environment:

 Ensure that valid work permit is available at site.


 Safety sign boards, warning tape and barricades shall arrange in the area.
 Ensure that all personnel are instructed to use PPE (personal protective equipment)
such as coverall, KOC approved safety helmet, safety glass, safety shoes, reflective
jackets, insulated tools, protected gloves and tackles, etc.

 After the completion of work, the area must be in safe condition & clear from any
danger prior to leave the working area. Housekeeping shall be strictly implemented after
the activities.
