POBLACION NORTE CHRISTMAS BASKETBALL LEAGUE- for the first time in a very long time
The absence of a Sanguniang Kabataan Council during the past years, has made the youth
of our barangay to have this feeling of excitement as they set their expectations towards the new
and reformed Sangunian. I, being the chairperson of North Poblacion wouldn’t deny the pressure
brought to me by these expectations.
One of the most expected activities they raised, was to have a Sports League during
Christmas and summer season. With this kind of expectation, I was challenged to make a move
for this kind of activity before the year ends and before the election ban would start. I being a
neophyte in the government service, I did not expect that it would take me weeks before having
my activity design approved by the Municipal Treasury. The processing of the papers took me
longer than I thought. We should’ve started during the semestral break and end during Christmas
break, but we ran out of time and decided to open the league in the 22nd day of December.
During the processing of the papers, the activity design I made was for us to have a
basketball league for boys and volleyball league for women of any age. But I was advised by our
barangay treasurer to postpone the volleyball league and just focus on the basketball league,
because the time for the Christmas break is not enough for two events and most of our
constituents are students attending in different schools inside and mostly outside our barangay
and town.
On the 22nd day of December 2018, at 3:00 o’clock PM, the basketball league was formally
opened by a prayer, followed by the singing of hymns, opening message by yours truly, followed
by the Oathtaking of Sportsmanship. The league is held every day at 3 in the afternoon: the time
in which most teenagers gather together in their respective basketball courts in different
sitios/purok to mingle and play with their friends and neighbors and at the same time hone their
skills in this field.
The basketball league will be played every day, at 3 PM and would mostly end at 10:00
PM with due respect of the town’s curfew hours.
There were 3-4 games played every day since there were 3 categories to be played: a.)
Midget Category ages 15 years and below; b.) Junior Category ages 16-25 years old; and lastly c.)
Senior’s Category ages 26 years and above. These three categories were approved by our
barangay captain Hon. Fernando Cortes and with the Municipal Treasurer’s Office.
There were issues raised by the categories chosen because most of the players in the
Senior Category was in the ages 26-45 years old, in which surpassed the age of the Katipunan ng
Kabataan. But, I personally defended that the reason behind this chosen categories are not just
to have the participation of the katipunan ng kabataan, but also to let them see the burning
passion that their fathers and uncles still have despite the ages and the works they have during
the day. This would also encourage them to never let the world or any problem discourage them
in having fun.
To finally end this, I would just leave you with the lesson I learned during the league: WE
MAY HAVE DIFFERENCES- IN AGE, SOCIAL STANDING, BELIEFS AND REASONs OF LIVING- BUT WE
STILL HAVE THE SAME HEART FOR SOMETHING AND THAT SOMETHING MAKES UP OUR PASSION,
AND WE ARE BINDED NOT JUST BY OUR GEOGRAPHICAL ADDRESS, BUT BY THIS BURNING
PASSION.
Beautification of Barangay Basketball Court – a bayanihan I’ve never seen before
December 20, 2018, Thursday, after I finished my prelim exams in all subjects I am in
hurry to go home as I still have a lot of things to do for the preparation of our upcoming
basketball league.
Listing all the things that I must do, I realized this is one of the thrill parts of organizing
an event: the preparation. As I was travelling on my way home, I also listed down what are the
things that I need in order to finish all the things that must be done- money, equipment, plan,
time frame, these are the things I already have, but there’s one thing missing – people. This made
me feel scared. How can I encourage my sk kagawad, when they are also studying like me and
are still busy. I can’t just force them to leave school and help me.
I went to God and start shaking as I was really scared of what should I do when I don’t
even know who and how to approach people – this is actually one of my weaknesses, something
that needs to be improved, mingling with people.
Suddenly, a call from someone close to my anxiety at ease, our eldest male cousin Kuya
Stephen, and my elder brother Kuya Walter, “we are on our way home, prepare everything, I
already called our friends, they are willing to help make this league happen.” You can tell me I’m
a weak person, and I guess that is one of the greatest gift God has given me: the ability to accept
my weaknesses, and acknowledge His power, His strength and His promise that He won’t forsake
us.
December 21, 2018, Saturday, a day before the opening. My brothers arrived, went straight
to the court, not minding the tiresome bus trip from Manila to Bohol and finally to Carmen- the
heart of Bohol.
My Kuya Stephen’s friends were one of the most amazing basketball players in our
barangay an I didn’t even know that, since there were no active league – a league that was
participated by all the sitio’s / purok of our barangay, after the suspension of the sangguninag
kabtaan.
We started painting the court at 5 PM and ended at almost 12 PM, it was participated not
just by my Kuya’s friends, but also by kids ages 6-12 years old, helping us paint the court, while
exchanging conversations expressing how excited they were to play in the Midget Category and
that they will make sure that they will win the game. Their elders, even teas them to go home and
sleep early in order for them to have enough rest and to play well tomorrow, and advised them to
wear their rubber shoes while they sleep as a form of “pampaswerte”.
We were having fun and forgot the time, it was the cold breeze of the night that reminded
us that we still have to go home to our respective places. And so we quickly finished painting the
floor and shared a little snack before we parted ways.
This event had made me remember the quote I just read in a post of JPIA_Hnu Chapter
saying, “ALONE WE CAN DO SO LITTLE, TOGETHER WE CAN DO SO MUCH”.
Barangay General Assembly Meeting 2019
Last Saturday, March 23, 2019, was the first General Assembly of our barangay during this
year. The announcement about the Prevention of Rabies and Fire Prevention was one of the topics
and certain reminders and advised actions were given: vaccination of pet dogs in the Rural Health
Center, penalties to irresponsible pet owners, and advices about preventing fires and hotlines of
BFP-Carmen were also given.
One of the reports during the assembly was the annual budget report of the barangay, as
per Barangay Development Plan that was submitted the municipal last January.
As the one liable to the 10% of the internal revenue allotment (IRA) of the barangay, which
was the allotted money for the SK Projects Programs and Activities (PPA), I explained to the
parents and elders of the youths of our barangay about the issue regarding the money of the
sanguniang kabataan that affects the performance of the sanggunian during the summer season.
As per DILG and Municipal Accounting Office, the SK fund will not yet be released because the
COA has not yet given a memorandum and guidelines that we are now allowed to use the fund in
implementing our programs. It was also stated in RA 10742 that the SK fund should be separated
from that of the barangay fund, and there is still no memorandum and guidelines as to how this be
performed.
Explaining it to the people and asking for them to understand the situation and explain it
to their children is better than just let summer pass by without having any activities and let them
burst into anger because of not knowing the reason behind. As of now we are still looking for ways
as to how we could make summer a time for the youth, but we still have to wait after the election
ban be uplifted. Programs of the Pederasyong Pangbayan ng Carmen are still on process as we
wait for the end of the election ban.
Barangay Special Assembly on Dengue and Improper Waste Disposal
In response to the increasing number of dengue cases in our province, a special general
assembly is held in different barangays in order to disseminate information and knowledge
regarding the said issue. There were representatives from the Rural Health Unit of Carmen to
explain to the residents how fast dengue can be transmitted from one patient to another through
the carrier of the virus- the aedes aegypti.
A complaint regarding the “No burning policy” of our municipality was also raised since
many believed that this is the reason of the increasing dengue cases in our province. People
traditionally burn wastes from their homes in order to kill mosquitos. This was also answered by
the representatives from the medical team of the RHU-Carmen. Supporting the Clean & Green
Project of the municipality, they encourage the people to stop incinerating their garbage since it
does not really kill mosquitos but it only harms the atmosphere, instead they should just follow the
campaign “ Tanang naka-hayang, i-kulob” from coconut shells which is very common to the
barrios, used wheels, bottles, jars and many more.
A representative from the Waste Management was also present and clarified to the
residents the rules and regulation implemented by our municipality towards a cleaner and greener
environment. They also encourage the people to take their part in the change our municipality
slowly started.
At the end, citizens of our barangay were enlightened with regards to their thoughts in the
incineration and the increasing dengue cases. They also disseminated the information to thier
neighbors and family members.
REALIZATIONS – a glimpse of governmental works
One of the responsibilities of an elected official in the barangay is the participation in the
activities and meetings held by the council and the municipality. At the age of 18, I didn’t expect
that I’ll be able to take part in public service in the form of being an official.
Accepting the one-of-a-kind challenge of being the first Sanguniang Kabataan Chairperson under
the Reformed SK law, RA 10742 has given me pressure and at the same time the feeling of excitement.
Being enrolled in Holy Name University as a BSA student has given me so much challenge specially in
time management. Meetings, Seminars, Activities are just few of the things a chairperson are facing, but as
a students I still have to face the paperworks and the examinations in order to pass and stay in the program.
I admit there were times that I miss some of my classes, in order to attend meetings and seminars,
and there are also times I sacrificed my responsibilities as an official in order to be present in my
subjects/courses. But I am still thankful for having given the opportunity to see how the government works
and how the rules that most of us thinks was a nuisance, has a big part in the success of the flow of the
process. I now understand why the Central Student Government have to be strict in fines and penalties and
in so many other rules they need to follow.
There were realizations I had during the 9-months of being in the position. There were things we
would like to do, but we’re not yet allowed to; there were things we wish we did, but we can’t. All these
makes us feel powerless, but I believe that what we only need is enough time, knowledge and political will
in order to stand for what we should fight for.
