BACON DISTRICT, SORSOGON CITY HELD AT THE BARANGAY HALL ON MARCH 25, 2017.

The Barangay Assembly started at exactly 2:00 o’clock in the afternoon held at the barangay hall with
host Ms. B’joy Decano & Ms. Edna Bonos.

Kagawad Novy De Leon did the opening prayer and followed by the singing of national anthem led
by Barangay Secreary Ms. Sonia Jerus.

Kagawad Tito Elli did the Opening Remarks by welcoming all the attendees and gave them thanks for
their presence.

Punong Barangay Bessie C. Diaz reads the SILG’ Message.

Punong Barangay Bessie C. Diaz gave her State of Barangay Address (SOBA) with emphasis on the
following:
 Accomplishments for the 2nd semester of CY-2016
- Successful celebration of barangay fiesta with series of activities
o Basketball tournament in three division (midget, jr & sr, bagets)
o Search for basketball muses
o Volleyball tournament
o Search for Mrs. Sto. Domingo
o Trumphet Dance Competition
 - Improvement of basketball court fence phase 1 – 10% supplemental sk
fund
 Financial Report 2nd Semester CY - 2016
- Total collection from July to December 2016 (remitted)
Php 7,285.00 – OR Collection
Php 2,270.16 – CTC Collection
Total collection – Php9,555.16
As per SUMMARY of INCOME and EXPENSES CY 2016, actual total
generated income for the year 2016 is Php1,599,192.13 which is lower
than the estimated total income which is Php1,671,106.00 .
The factors that affects the low income of the barangay for the year 2016
are the following :
…. Smaller collection on rpt (land tax) compare to the estimated -
encourage land owners to pay ameliar
…. Absence of Province Aid – 50,000.00 for the year (late issuance
/issued January 2017)
…. Smaller collection on compare to the estimated

Barangay Treasurer Pio D. Delgado gave his report on Annual Budget CY – 2017 and 1st quarter
collection and expenses. (Report attached)

Punong Barangay Bessie C. Diaz discussed the accomplishments for CY-2017 1st quarter.
 Construction of R. C. Elevated Tank from City Aid 2016 fund. – Almost done. Looking
forward for another source of fund for the distribution lines.

Punong Barangay Bessie C. Diaz discussed Barangay Compliance on National Laws and Issuance on
the following:
 Barangay Full Disclosure Policy – transparency board.
 DILG – MC No. 2015-63 or Revitalization of the Barangay Anti-Drug Abuse Council
(BADAC)
 DILG-MC No. 2016 – 116
 Kasambahay Law

Punong Barangay Bessie C. Diaz gave a short talk on FEDERALISM.

“Federalism is the allocation of power between the national government and regional
government. It is a system of government in which the power is divided between a central authority
and constituent political units.”
Here are some advantages of Federalism:
 It ensures that government remains close to the people because the state government
that they are more in tune with the daily needs and aspirations of people especially
relevant to small and isolated places;
 It encourages development of the nation in a decentralized and regional manner and
allows for unique and innovative methods for attacking social, economic and political
problems;
 It provides a barrier to the dominance of the majority,
 Disadvantages are the following:

 It can lead to a duplication of government and inefficient, over-lapping or contradictory

policies in different parts of the country.
 May lead to inequality between the states and lead to unhealthy competition and rivalry
between them;
 It can lead to over-government that will result to corruption.

Barangay Kagawads gave a short message on issues and concerns on their respective committee.
Kagawad Emma Elli was the first one to talk.

Kagawad Emma Elli asked those parents with children haven’t graduated high school to enrol them
into ALS Programs for the present ALS Teacher Ms. Edna Bonos is in search of new students. She also
mentions the scheduled Brigada Eskwela on May 15 – 18, 2017 in the elementary school and the
house visit of the teachers afterwards.

Kagawad Ronnie Dioneda was next to gave a message. He mentioned the declaration of
SORSOGON CITY AS DRUG FREE CITY last March 3, 2017. Everyone must be vigilance. Presence of
any drug activity can be texted to PNP hotline or PEDEA.

Kagawad Tito Elli raised on the request of medicine purchase especially for high blood since summer is
coming. He also requested for the cleaning of water tank and repair of water pipe line to ensure pot
able water for constituents consumption. He also mentioned the need of proper segregation of waste
since the CITY will give a budget for one eco-aid.

Kagawad Kevin Dioneda made an emphasis to the maintenance of cleanliness of the barangay.

Kagawad Novy De Leon said that seedlings are available for those who are interested. For the group
fisherman, there will be a meeting for another alternative way of living “gulaman planting. She
requested for those who owns dogs that hangs around to be responsible enough in having pets.

Kagawad Jonathan Dio talks on summer sport activity with the full support of the council.

Kagawad Rommel Diaz talks on the water system concern.

Punong Barangay Bessie C. Diaz raised the concern on water line of the elementary school. He gave
an authority to the PTA President to check the water line and any illegal connection be made from it,
he/she has the right to remove the connection.

Punong Barangay Bessie C. Diaz thanks those who supported the BERT TRAINING especially

For open forum, concerns on water supply and maintenance was the issue. The council
acknowledge the concern.

Kagawad Ronnie Dioneda gave the closing remarks. Thank you every one… Hoping that this
barangay assembly clarifies everyone’s concerns and issues.
