I. INTRODUCTION
Solid waste management is the systematic administration of activities that provide the

collection, source separation, storage, transportation, transfer, processing, treatment, and disposal

of solid waste. The objectives of solid waste management are to control, collect, utilize, process

and dispose solid wastes in the most economical way consistent and ordinances. Municipal Solid

Waste (MSW), in general, consists of domestic wastes from households, both biodegradable and

non-biodegradable. ( Gabriella, 2008)

These include paper, Plastic, scrap metals, organic and non-organic matter, glass, and rubber

materials. In the Philippines, solid waste generation, particularly in urban areas became alarming

due to the limited areas by which these waste could be safely disposed (G. Dela Corte, 2009). In

compliance to the Ecological Solid Waste Management Actof2000 or R.A. 9003, a sanitary landfill

was proposed together With a waste water treatment. Solid waste generation has become a big

concern for most industrialized and developing countries in the world. The Philippines, for one,

faces this kind of problem escpecially now that population is getting bigger.

Just like barangay in Caloocan, the lack of barangay participation in solid waste management

and improper solid waste disposal is one of the problem in Caloocan. The sources of solid waste

materials are the following; public market business establishment, schools and residents.

The status of Solid Waste Management (SWM) is a critical to set what should be done by the

government and private sectors for better results and better policy making. Solid waste

management contributes to the progress in economic, social and public health of one‟s community

and country. Solid waste management keeps business to take place, attracting investors to trust the

country and community in the success of their ventures. It keeps the community clean and the

people disciplined. SWM avoids chaos between individuals with regards to each other‟s‟ waste

disposal. The health of the citizens should be prioritized. The most important resource the country

has is human resource, without people working, the country cannot generate income. The children

whose health is most delicate at a young age can also be affected with solid waste management.

With this, the researchers found the need and urge to study solid waste management.

Last month August 5 2019, Caloocan has started the cleaning operations called “Alis Sagabal and

Cleaning operations” led by our very own Mayor Oca Malpitan with Metro Manila Development

Authority (MMDA) Chairman Danilo Lim at General Manager Jojo Garcia.

"Ito ay patunay lamang na ginagawa lamang natin ang ating trabaho sa ilalim pa rin ng kautusan
ng ating Pangulong Duterte na ibalik sa tao ang sidewalks," - Mayor Oca.
Samantala, binati naman ni Chairman Lim at General Manager Garcia si Mayor Oca sa
magandang programang isinasagawa niya sa lungsod.
"Naa-appreciate natin ang ginagawa ni Mayor Oca sa lungsod ng Caloocan. Bago pa man ang
kautusang ito, alam natin na nililinis na ni Mayor Oca ang Caloocan simula nang maupo siyang
mayor noong 2013," - General Manager Garcia.
"Ang lungsod ng Caloocan sa panguguna ni Mayor Oca ay nakikipagtulungan para masolusyonan
ang problema natin sa trapiko upang mas maging progresibo ang lungsod," dagdag ni Chairman
Lim.”

This project of Mayor Oca Malapitan is very helpful to the residents of Barangay 171 not only

in Barangay 171 but the whole Barangay of Caloocan because little by little Caloocan is bringing

back the uniqueness and cleanliness of our town, this would be inspiration to our youth and future

generations.

1.1 STUDY OBJECTIVES

This study investigated the municipal solid waste management in Barangay 171, Caloocan

Specifically, this study aims to achieve is (a) to examine the ordinances and its implementation on

Solid Waste Management in Barangay 171 , (b) practices and compliance and (c) the awareness

and satisfaction of Household and Commercial respondents in Barangay 171 concerning the Solid

Waste Management.

II. BACKGROUND

2.1 BACKGROUND OF SOLID WASTE DISPOSAL

Before introducing solid waste management, let's start with a discussion of the material being

managed — solid waste. Solid waste refers to the range of garbage arising from animal and human

activities that are discarded as unwanted and useless. Solid waste is generated from industrial,

residential and commercial activities in a given area, and may be handled in a variety of ways. As

such, landfills are typically classified as sanitary, municipal, construction and demolition or

industrial waste sites.

Waste can be categorized based on material, such as plastic, paper, glass, metal, and organic waste.

Categorization may also be based on hazard potential, including radioactive, flammable,

infectious, toxic, or non-toxic. Categories may also pertain to the origin of waste, such as industrial,

domestic, commercial, institutional or construction and demolition.

Solid waste disposal management is usually referred to the process of collecting and treating solid

wastes. It provides solutions for recycling items that do not belong to garbage or trash. Solid waste

management can be described as how solid waste can be changed and used as a valuable resource.

Solid Waste Management is defined as the discipline associated with control of generation,

storage, collection, transport or transfer, processing and disposal of solid waste materials in a way

that best addresses the range of public health, conservation, economics, aesthetic, engineering and

other environmental considerations.

There are six functional components of the waste management system as outlined below:

1. Waste generation refers to activities involved in identifying materials which are no longer

usable and are either gathered for systematic disposal or thrown away.

2. Onsite handling, storage, and processing are the activities at the point of waste

generation which facilitate easier collection. For example, waste bins are placed at the sites

which generate sufficient waste.

3. Waste collection, a crucial phase of waste management, includes activities such as placing

waste collection bins, collecting waste from those bins and accumulating trash in the

location where the collection vehicles are emptied. Although the collection phase involves

transportation, this is typically not the main stage of waste transportation.

4. Waste transfer and transport are the activities involved in moving waste from the local

waste collection locations to the regional waste disposal site in large waste transport

vehicles.

5. Waste processing and recovery refer to the facilities, equipment, and techniques

employed both to recover reusable or recyclable materials from the waste stream and to

improve the effectiveness of other functional elements of waste management.

6. Disposal is the final stage of waste management. It involves the activities aimed at the

systematic disposal of waste materials in locations such as landfills or waste-to-energy

facilities.

2.3 BACKGROUND OF BARANGAY 171, CALOOCAN AND POPULATION

Caloocan, officially the City of Caloocan (Tagalog: Lungsod ng Caloocan), or simply

known as Caloocan City, is a 1st class highly urbanized city in Metro Manila, Philippines.

According to the 2015 census, it has a population of 1,583,978 people[3] making it

the fourth-most populous city in the Philippines. It is divided into two geographical

locations with a total combined area of 5,333.40 hectares. It was formerly part of

the Province of Rizal of the Philippines' Southern Luzon Region. The city's name is

colloquially spelled as Kalookan. It comprises what is known as the CAMANAVA area

along with cities Malabon, Navotas and Valenzuela South Caloocan is bordered

by Manila, Quezon City, Malabon, Navotas and Valenzuela. North Caloocan shares its

border with Quezon City, Valenzuela and Marilao, Meycauayan and San Jose del Monte in

the province of Bulacan (Wikipedia)

In figure 1 it shows from least to greatest population in Caloocan including Barangay 171

which is top 8 from top 10 Populous Barangays in Caloocan, 2010.

In 2015 Annual population change

[2000-2010] +2.37 %/year

[2010-2015] +1.24 %/year

It shows the population growth so it means while the population continues to growth there

is possibilities of improper waste management and waste disposal that cam from house

hold members, residents and establishments.

III. SIGNIFICACE OF THE STUDY

This research is very significant point in the life of every student, to every

researcher, and also to the future researcher. This will give additional information

about the waste management Program. Also to achieve the neatness of the Barangay, thus

everyone will follow the cleanliness. The benefits of this project is to aim the neatness and

cleanliness of Barangay 171, Caloocan so there Caloocan can classify as one of the cleanest city.

It is beneficial to everyone because it lessen the air pollution that cause of illness, helps alleviate

allergies, and to resist global warming.

The results of this study would be of great help to the government, students, community,

readers and future research in the following ways:

- The Government. This study would help the government to know what policies and regulations

they will implement when it comes to proper waste management.

- The Students. This study would help them to know the ways of the public market vendors in

managing their wastes. In addition, it will give them an idea managing their own wastes.

- The Community. This study would encourage every members of the community to take the

responsibility of their own wastes.

- The Readers. This study would help the readers to know how the public market vendors of Brgy.

Dadiangas South manage their wastes. And also, it helps them to identify the materials used of the

said vendors.

- The Future Readers. This study would help the future researchers as their basis of their study

and additional literature for their future investigations.

IV. STATEMENT OF THE PROBLEM

There were some important points that needed understanding. The following served as a guide

questions that led to meaningful information that would help the residents who encounter the same

problem

The questions were as follows:

1. What is the highest degree or level of school you have completed?

2. How many people are affected by this problem?

3. What are the possible impacts of right waste disposal?

4. Who are the beneficial of this project?

5. Is the problem short-term or will it continue into the future?

V. SCOPE AND LIMITATIONS

This study focuses on the impact of solid waste managemenr on Barangay 171, Caloocan also this

study looks in to the solid waste management situation in Barangay 171, Caloocan as a system it

looks specifically into the waste generated its generators and the policies the authorities and bodies

involved in its management solid waste here refers to municipal solid waste that is under

government responsibility. This wastes coming from the following sources: public market

business establishment, schools and residents and those from institutions with their own means of

waste disposal are excluded from the following analyses. Likewise, hazardous infections and other

wastes that need special treatment are not considered.

VI. CONCEPTUAL FRAMEWORK

Management of Solid waste is one of the greater challenges for development all over the world. It

is not only because SWM impact on the environment or health, but poor implementation of SWM

hinders the nation’s progress towards Sustainable Development (SD).

It should also be done by every individual, since the waste is produced from households. These

issues therefore serve as part of the conceptual framework for the study of Solid Waste

Management in Barangay 171, Caloocan

Figure 2 shows the conceptual application in the study. The figure explains the link between SWM,

environmental conservation. Further it shows development with growing economy and population

generates the Solid Waste which causes environmental pollution and degradation. Waste

separation, recycling and composting can be used as a method for SWM with legal structure,

awareness rising, attitude change, synergy between authority and the community to mitigate these

impact on the environment. As such, integrated sustainable solid waste management provides the

ground for the environmental conservation. In this way, the development process could improve

socio economic development

VII. DEFINITION OF TERMS

 Authority - control, influence denote a power or right to direct the actions or thoughts of
others. Authority is a power or right, usually because of rank or office, to issue commands
and to punish for violations: to have authority over subordinates.
 Colloquially - in the language of ordinary or familiar conversation; informally.
 Environment - the natural world, as a whole or in a particular geographical area, especially
as affected by human activity. he surroundings or conditions in which a person, animal, or
plant lives or operates.
 Recycling - is the process of converting waste materials into new materials and objects.
... Recycling can prevent the waste of potentially useful materials and reduce the
consumption of fresh raw materials, thereby reducing: energy usage, air pollution (from
incineration), and water pollution (from landfilling).
 Transport - take or carry (people or goods) from one place to another by means of a
vehicle, aircraft, or ship.
 Toxic - Something poisonous, or something very harmful or bad. A poison that will cause
you to become very ill is an example of something thatwould be described as toxic. A
relationship that is very bad for your mental health is an example
of something that would be described as toxic.
