AFFIDAVIT OF WITNESS
I, MAY ANN GUINGABAN CAMAGON, Filipino, of legal age, single,

resident of JA-319 km4 Pico, La Trinidad, Benguet, after having sworn in
accordance with law, do hereby depose and state:
That I am a member of the TEAM CANADA PNV LIVEBAIT

groupchat;
That sometime in August 2018, I was informed by my sister Joyce

Guingaban that an employer from Canada, Vong Vannavong is hiring for
farm workers. So I told her that I want to apply for the job. When I was
added in the groupchat, and Vong mentioned his terms of payment that the
first 2500CAD will be sent to him through his account that he sent though
the groupchat for the LMIA processing because he is paying a huge
amount for insurances and accommodation so if we would like to come to
Canada, we help him by sending the said amount until the LMIA is
released. That is, for a win-win solution. Then he will return the amount in
Canada if we have worked for him for minimum of one year.
That prior to the payment, there was a lot of discussion on the

groupchat about the legality of the employer to employ through direct
hiring, his capacity and ability to employ. Derek White, a contact person of
Jesse from the Canada Embassy confirmed that a quota of 40 is easier to
process if they go altogether. Derek White emailed Jesse (which was
posted on the groupchat ) that though 40 is feasible number to process,
applicants should be able to build a good defense.
That, though I heard from Nancy Doclisen about the application as
was told by me by my sister, it was through Grafton, Ymettes, and Charles
that we knew about Vong as they uploaded photos and videos about their
work, the farm, and confirmation about Vong’s updates in the groupchat.
Nancy was directly chatting with Vong for updates but Vong was included
in the groupchat and he was posting the same instructions as he was
giving to Nancy. Nancy was not an applicant but she was added by the
Admin because she was in Manila in August and she ran errands to the
POEA, Canada Embassy and registered agency so we may have options
and good assessment of the application processes. And her brother
Johnny is one of the applicant, which he is not excluded for paying the said
amount.
That everyone in the groupchat knows that the application may or

may not be successful but the fact that Grafton recommended his four
siblings (Karen Sumayao, Jett Sumayao, Harold Sumayao and Carl
Sumayao) and his ex-girlfriend Melanie Mangosan, also Charles
recommended his wife, Sandra Modawan and his relatives likewise
Ymettes gave us the courage that if case comes to worst then we all are at
the lost so those working under Vong Vannavong must also have seen that
Vong was serious and is able to fulfill his promises.
That I went together to a registered visa assistance agent with

complainant Melanie Mangosan as an option given by Nancy. Melanie
admitted on the groupchat (MAMEMI) which she created adding me and
Normita Amoy:

Canada eh, work is waiting already. Pero sa akn lng, tiwala muna
me kay boz (Vong Vannavong). Bka he has a way how to get us..
That Lolit, a non-applicant member was suggesting on the groupchat

to consider applying for permanent visa however, it was not an option that
caught the interest of applicants.
That Nancy also gave an information about a registered recruitment
agency, Staff House International Resources but the team conceded to
Vong’s plan that the team should forego with a recruitment agency.
That when Nancy went for UN Mission, she was not so active in the
groupchat. And the team were having their own separate groupchats aside
from the CANADA TEAM PNP LIVEBAIT grouped according to who
endorsed them and those who have same ideas about how to go with the
processes.
That when Vong posted on groupchat his first to pay, first to go ruling,
applicants were divided. We get advice from Nancy, Ymettes and Charles.
Some would arranged for a broker, others would just go with the individual
process and others are backing out and are being replaced by new
applicants who are being endorsed by Jesse Pacdaan. The names were
those who are being replaced are being sent to Normita for updating of
names.
That Ymettes explained the process of LMIA and why applicants

need to pay. LMIA process includes renovation of accommodation or house
division before it will be checked. Vong’s allotted budget for the housing is
400,000CAD and the actual expense for housing is 499,000CAD. The
money that will be sent to Vong will be added to the amount for the
housing. If the house is bought, renovation is made and completed then
that is the time to call someone from the Canada government to
check/inspect the accommodation. If the accommodation is inspected to
pass the housing standard that is the time the LMIA will be approved.
That complainant Margelyn Apasan Dupais did not agree with

Ymettes about his explanation. She wanted to back out from the application
together with complainant herein Sandra Modawan Songuitan among
others, all Charles Songuitan’s recommendees.
That Charles and Billy moved out of Vong Vannavong’s farm to

Grafton’s farm and most of his recommendees told they wanted to back out
from the application since they cannot get updates of LMIA from Vong
anymore.
Later, Ymettes also moved out from Vong’s farm and went to stay
with her wife who works with another employer.
That everyone is aware Nancy is not a recruiter as she was only

made part of the groupchat for updates. Like Charles and Ymettes who
were also giving updates in the groupchat because they are the firsthand
source of information about what was actually happening in the farm, they
see what Vong is doing with the papers as Charles was in charged with the
typing jobs of LMIA requirements.
I executed this affidavit to attest the truthfulness of the foregoing facts

and to support the statement of Respondent relative to the case filed
against her for Estafa and Illegal Recruitment as she has not created the
groupchat for recruitment as well as added all complainants as alleged by
them and she is not a recruiter of or for Vong Vannavong.
