V. Rationale

At the present time, environmental problems arise due to human activities such as pollution,
mismanagement of natural resources, and lack of responsiveness and social responsibility. With the
irresistible implications of the natural disasters as the nature’s way of saying that it is abused, it is of
primary importance that waste management ,knowledge on processing recyclable materials and
segregation are to useful means be taught to students, as well as community residents.

With the premium and importance placed by the Department of Education (DepED) Tarlac
Province on strengthening the implementation of solid waste management as encouraged by the LGU
Moncada’s thrust of integrating clean and green to the public schools and its community, the proponent is
inspired to spearhead the implementation of the project called Project Community Lead in
Environmental Awareness and Nature Preservation” (Project CLEAN) which, among others, aims to
strengthen school-community partnership in a shared awareness on environmental concerns in local level
in the current school year which will involve the students and parents of San Julian – Sta. Maria High
School and barangay LGU.

V. Objectives

The project dubbed as will be grounded on the following objectives:

1. To strengthen school-community partnership in a shared awareness on


environmental concerns in local level; and
2. To develop among young students and the community about heightened
understanding of their contribution in segregation and proper disposal of trash
VI. Project Description and Components

Project Community Leads in Environmental Awareness and Nature Preservation


(CLEAN) is an initiative to eliminate vector- borne disease like dengue hemorrhagic
fever and to strengthen the implementation of Ecological Solid Waste Management Act
of 2000 also known as RA 9003 in the community. The project covered three phases
which includes 1) Orientation Phase, 2) Cleaning and Segregation Phase and 3) Waste
Management Phase.
During the orientation phase, a meeting will be conducted to meet and discuss the
objectives and activities of the program to the participants, barangay council and
residents.
Each participant will be given copy of the IEC material about segregation to
understand the proper solid waste management and provisions of RA 9003. Instructional
activities are grouped into the key points to learn process, reflect and understand and
transfer stages are incorporated. Highlighting the positive effect of the program, the
CLEAN program could further support the existing Barangay Ordinance of Brgy. San
Julian where the focus is unified initiative and participations of the school, Barangay
officials and community.
During the Cleaning, Segregation and Waste Management Phase, each participant will
bring their own cleaning materials and collecting sacks. The participants will apply their
acquired knowledge about proper segregation. Afterwards, collected waste will be
classified according to its waste types and process into composting and recycling facility
of the community.
To keep a close track of the project’s progress, short assessments and feedbacks
by the participants will be done. After all skills have been covered, a post-test will be
administered to identify the level of improvement registered by the participants and
determine the effectiveness of the program. Inputs, suggestions and comments of the
proponent’s colleagues, school head, and the Education Program Supervisor (EPS) in
English will be incorporated for better implementation of the program.

IX. Implementation and Time Frame

Community Lead in Environmental Awareness and Nature Preservation (Project


CLEAN) will be implemented from September 14, 21 and 28, 2019, School Year 2019-2020.

X. Monitoring and Evaluation

To monitor and evaluate the success of the project Community Lead in Environmental
Awareness and Nature Preservation (Project CLEAN), the following evaluative techniques will
be undertaken:
1. The project will be under the close monitoring and supervision of the DepED
authorities and barangay councilor in-charge of environmental protection.
The assistance and inputs of the Municipal Environment and Natural
Resources Office (MENRO) will also be solicited.

2. Project proposal and monitoring and accomplishment reports will be submitted to


the division office for examination, inputs and approval.

3. More importantly, the project will be closely monitored by the Senior Education
Program Specialist (SEPS) in-charge of Social Mobilization and Networking
for suggestions before, during and after the implementation.

4. Accomplishment reports will be submitted to the Barangay and Municipal


LGUs through the Department of Agriculture and MENRO, and DepED Division
Office for feedback on the implementation of the program.
