1.0 PURPOSE
1.1 The purpose of this procedure is to provide the requirements of pipeline
construction systems associated with the Tinrhert Fields Development Project
– EPC 1, Inlet Separation, and Boosting Facility in Ohanet.

5.0 PROCEDURE
5.1 Survey, Setting out and Benchmark Control
5.1.1 Project specific procedure doc.no. 08572-TRHT-EGCB-QC-AP-011 shall be
used for survey, setting out and bench mark control.
5.2 Right of way
5.2.1 The ROW shall be constructed as per 08572-TRHT-EGCB-QC-AP-012 shall
be maintained during entire activities of pipeline.
5.2.2 No excavation for pipeline shall be permitted before approval of right of way.
5.3 Excavation
5.3.1 Manual Excavation
5.3.1.1 Slit trenches shall be done by hand excavation in all areas where interference
with underground utilities are detected as indicated in construction drawings.
Approval of Company shall be taken and permit shall be obtained prior to any
manual excavation. All existing services shall be recorded in the attachment
no.1.
5.3.2 Mechanical Excavation
5.3.2.1 Pipeline center line shall be staked and flag the limits of the working area.
Excavation by using machine shall be carried out only if slit trenching is
completed especially on the areas wherein underground utilities are present,
the side of trench excavation to a required depth shall be sloped in
accordance with project specification and or shown in the Standard Project
drawings. Approval of Company shall be taken and permit shall be obtained
prior to any mechanical excavation.
5.3.2.2 Excavators of suitable capacity certified by third party shall be used.

5.3.2.3 The excavation for concrete work shall be carried out with sufficient margin
(working space) to be used as access for shuttering works, finishing touches
and damp proofing as required.
5.3.2.4 Where excavation is limited to sloping, applicable shoring shall be installed,
monitored by the contractor and company in accordance with the project
specification and drawing.
5.3.2.5 The minimum width of the trench as measured at the horizontal centre line of
the pipe when in place in the trench shall be 0.4 m greater than the outside
diameter of the pipe.
5.3.2.6 Where excavation encounters unsuitable materials including hard object, large
root in the sub-grade or existing underground utilities, it shall be excavated to
depth and width in a manner specified by the Company in the areas required
to be executed. Temporary supports for underground utilities shall be installed
and if excavation will continue deeper, excavation will be done manually.
5.3.2.7 Suitable equipment and method shall be used to keep the trench to the line
established regardless the type of soil and rock encountered and regardless of
the depth of excavation necessary.
5.3.2.8 The bottom of all excavations shall be graded true to level, inspected and
approved by the Company prior to fill of sand bedding.
5.3.2.9 The minimum depth of cover shall be as shown in drawing, where not shown,
1.0m depth of cover shall be from ground level and not from top of earth berm.
5.3.2.10 All excavated areas and open holes shall be barricaded before leaving the
excavation site. The excavation work close to the traffic or along the road that
requires cautioned to the motorist shall be barricaded with cones, lights where
required, traffic barriers, and shall be approved by the Company. Precautions
shall be taken at the expose pipe/berm areas to ensure that no erosion of the
soft sand fill takes place during trenching operations.
5.3.2.11 When loader or other machine is utilized in excavation work, flagman will be
assigned to ensure that machine will not come close to the trench. The
flagman will assist the machine in crossing the road, install traffic sign and
make sure that the motorist will be cautioned.
5.3.2.12 Dewatering of excavations at location of high water level shall be maintained
and works shall be as per project specific procedure 08572-TRHT-EGCB-QC-
AP-011
5.4 Road crossing (Open Cut Method)
5.4.1 Excavation by hand on slit trenches at both sides of the road to necessary
depth to expose existing underground utilities.
5.4.2 Construct the detour road either on left side or right side portion whenever it is
free at 7.0 m width overlay with 150mm thick gatch at well compacted grade.
The diversion road shall be in accordance with approved project drawings.
The contractor shall inform Company of the starting point and end point.
5.4.3 Once the detour road is ready, close the road affected by the excavation work
by installing a traffic signboards, barricades, drums, electrically operated lights
or lanterns and assign a flagman on both end of traffic affected area. The
contractor shall place danger signs visible during dry light and red lanterns of
flame visible during night 100 m from excavated road crossing in both direction

of traffic. Danger signs are to be in English and French and must be


recognisable at 100 m
5.4.4 Prior to commencement of the excavation, the centerline of the pipeline and
the limit of road excavation will be marked up on the road surfaces, neat
straight cut of the asphalted road surface will be carried out using saw cutter.
The asphalt layer between the cuts will then be demolished and transported
away to a dump yard approved by the Company.
5.4.5 As soon the excavation work is completed, inspected and accepted, pipeline
work shall be carried out by mechanical team in accordance with relevant
drawings.
5.4.6 The backfilling of the pipe trench/road crossing shall be done as per approved
project drawings, specifications, and in accordance with project procedures.
5.4.7 Installation of reinforced concrete slabs above the top of the pipe on
compacted backfill shall be implemented only on the area where track
crossings or gatch road crossings are indicated on the drawings. Concrete
slabs shall be in accordance with project drawings and specifications.
5.4.8 As soon as the area is cleaned, restored and accepted, remove all traffic
signs, barriers, and drums etc. that are no longer required and re-open the
road for traffic.
5.4.9 Crash barriers shall be installed on both side of road crossing as per the
approved project drawing.
5.4.10 Inspection results shall be recorded in Attachment – 6.
5.4.11 Bored / Cased / Wadi Crossing
5.4.11.1 Separate Method Statement shall be submitted for the execution of Road
Crossing Activities by Bored / Cased / Wadi Crossing.
5.5 Stockpiling of Pipes
5.5.1 Coated pipe shall not be stockpiled more than permitted levels high and must
be placed on sleepers which support the ends of the pipe sections, to avoid
distortion anywhere on pipes. Sleepers shall be shaped to prevent deformation
or damage to the ends of the pipe sections or the coating and the following
shall be followed:
i) Care must be taken not to overstress or kink the pipe during loading.
ii) Suitable slings and lifting hooks shall be used and shall be approved prior
to use.
iii) All pipes shall be suitably numbered and stacked for traceability,
identification and easy removal for usage.
iv) Attached sketch (Attachment-2) shall be referred for stock piling activities.
5.6 Stringing and Hauling
5.6.1 Stringing activities shall comply with the requirements of Project Specific
procedure no.: 08572-TRHT-EGCB-QC-AP-022

5.7 Cold Bending


5.7.1 Cold bending shall comply with the requirements of Project Specific procedure
no.: 08572-TRHT-EGCB-QC-AP-026

5.8 Procedure -Welding General Requirements


5.8.1 Welding procedure shall be qualified in accordance with the requirements of
API 1104 and Company project specification 08572-TRHT-AQ-QC-00-OO-212
5.8.2 Welding Procedure qualification test shall be conducted in the presence of the
Company Representative.
5.8.3 The welding procedure and welders shall be subjected to approval of
Company before any production welding begins.
5.8.4 Welding machine shall be maintained in a condition that ensures acceptable
performance, safety of personnel and continuity of operation.
5.8.5 Storage and control of consumables shall comply with the requirements of
Project Specific Consumable Control Procedure 08572-TRHT-EGCB-QC-AP-

5.8.6 Welding procedure specifications shall be approved by the Company and shall
be qualified in accordance with the applicable welding code. Previously
approved welding procedure qualification record can be utilized after the
Company approval.
5.8.7 A welder is only allowed to execute welding for which he has been qualified.
5.8.8 Earthing connection shall not be welded to the pipe and only suitable clamps
which do not cause arcs, shall be used.
5.8.9 Separate Qualification test shall be carried out for Automatic or Semi-
Automatic Processes.
5.9 Fit-up and Main line Welding
5.9.1 Aligning and welding shall be made to form a continuous pipeline.
5.9.2 Coated pipes shall be supported on pads maintaining a ground clearance of
minimum 40 cm which is suitable for welders to perform the welding and
coating application.
5.9.3 Each pipe ends shall be thoroughly cleaned to remove all dirt from inside of
pipe before laying in position for welding.
5.9.4 Heat resistant material shall be wrapped over the entire circumference of pipe
on each side of cut back during welding to protect coating.
5.9.5 The open end of pipe shall be closed at the end of days work with an overnight
cap and long section of piping ends shall also be capped.
5.9.6 Weld joints shall not be left in a partial completed state. If this is unavoidable,
then minimum of 3 passes shall be welded, and joints shall be wrapped with
Thermal insulating material for slow and uniform cooling.
5.9.7 Adequate weather shielding shall be provided before, and during welding.
5.9.8 No dirt or debris shall be allowed inside the pipe prior to alignment. All beveled
pipe ends for each joint and the area adjacent there to, shall be thoroughly
cleaned to remove paint, rust, mill scale or dirt to avoid defects in the weld.
5.9.9 Internal line-up clamps shall be used for all pipe sizes and shall not be
removed prior to the completion of root pass. Where it is impracticable to use
internal line-up clamps (tie-in welds, pipe to fittings, golden weld etc.,) external
clamps shall be used. External Line-up clamps shall not removed until 50%

minimum of the root pass has been completed and is evenly distributed
around the pipe circumference.
5.9.10 For welding process, filler material, interpass temperature, removal of clamp
and other parameters shall be as per approved WPS.
5.9.11 An individual joint identification number shall be given and marked with
waterproof paint on the pipe surface adjacent to the joint prior to the
commencement of the welding. Hard stamping shall not be used.
5.9.12 The pipe on both sides of the joint shall not be raised lowered or otherwise
moved until both root and hot pass have been completed.
5.9.13 Daily Pipeline welding/visual inspection shall be carried out after completion of
welding as per the ITP 08572-TRHT-EGCB-QC-AQ-012. Report shall be
submitted to contractor, company for approval as per Attachment -3.
5.9.14 Proximity of welds
a) Adjacent circumferential (girth) welds in pipelines shall be separated by
a minimum distance of 500mm for pipes of outside diameter less than
450mm and 750mm for pipes of outside diameter equal to and greater
than 450mm. This is applicable for welding of straight run pipelines
which excludes piping and tubing systems.
b) The minimum separation between the branches, fittings and
attachment welds to other welds shall be greatest of :
- Diameter of branch/fitting but not less than 150mm
- Six (6) times the wall thickness of the thickest component
- 150mm

5.9.15 Weld seam orientation


a) Where longitudinal seam welded pipe is used, the pipe shall be
positioned such that the longitudinal weld is located in the upper half of
the pipe circumference. In case of bends, the longitudinal seam shall
be located in the neutral zone of bend.
b) The longitudinal or spiral welds of adjacent pipes shall be offset by
lesser of 90o or a circumferential distance of 250mm.
5.9.16 During Welding, the pipes shall be supported on pads at 2.0 meters either
sides of the weld joint by maintaining the ground clearance of minimum 0.45
meters for SMAW welding & 0.6 meters for FCAW welding to perform the
welding. After completion of welding one of the supported pads shall be
removed.
5.10 Non Destructive Examination (NDE)
5.10.1 All NDE work shall be according to API 1104, and Company project
specification 08572-TRHT-AQ-QC-00-OO-212
5.10.2 All NDE work shall be carried out by approved contractor and approved NDE
procedures.

5.11 Welding Repair


5.11.1 WPS for weld repairs shall be submitted together with corresponding WPQR
for Company approval prior to commence of the work. Welding repair shall be
performed as per the qualified and approved repair WPS.
5.11.1 Welding repair shall be performed as per the qualified & approved repair WPS.
5.11.2 Only two attempts per repair shall be permitted.
5.11.3 Final NDE for repair welding shall be performed in accordance with the NDE
requirements for the original welding.
5.11.4 All repair welding shall be recorded in Attachment -4.
5.12 External Coating using Heat Shrink Sleeve
5.12.1 Heat shrink sleeve application shall comply the requirements of Project
Specific Procedure 08572-TRHT-EGCB-QC-AP-025.
5.13 External Coating using High Build Polyurethane
5.13.1 External Coating using High Build Polyurethane Coating shall comply the
requirements of Project Specific Procedure No.: 08572-TRHT-EGCB-QC-AP-
025
5.14 Holiday test/Lowering and Laying
5.14.1 Pipe sections shall be lowered into the trench after completion of Welding,
NDT, Heat shrink sleeve application, holiday testing and necessary Trench
survey clearance. Center line of pipeline to be marked inside the trench. The
maximum welded section that can be lowered in one time shall be max.
1000mtr. Suitable capacity and sufficient number of side booms certified by
third party shall be used at the time of Lowering and Laying.
5.14.2 All coated pipe shall be handled with approved cradles spreader bars and non-
abrasive belts designed to prevent damage to the protective coating. Belts
shall have a width suitable to the pipe diameter, and all lifting equipments shall
be approved by the company prior to use.
5.14.3 When pipe is lifted off skids, immediately before lowering into the trench, a
holiday detector set at the voltage specified for the type of coating, shall be run
over the coated pipe. All defects shall be repaired in accordance with the
applicable coating repair procedures applicable to the specific type of coating.
5.14.4 The trench shall be maintained in a dry condition during the pipe lowering
operation. Depth of bedding shall be minimum 150 mm. Bedding material shall
be soft sand with a maximum particle size of 3 mm. Bedding material may be
graded desert fill, graded excavated material or dune sand and shall be free of
organic material.
5.14.5 Inspection notification shall be given 24 hour prior to start lowering with the
details of Sections to be lowered. In no case shall the bending stress
induced on the pipe during laying operations exceed the design criteria as
specified for the pipe material or 85% of the pipe SMYS

5.14.6 On completion of backfill and hydrostatic pressure test, Contractor shall


perform an over the trench Pearson Survey to confirm the integrity of the
coatings. Any section indicating holidays shall be repaired by Contractor

5.14.7 Pipeline Holiday testing and lowering shall be recorded in Attachment -5.

5.14.8 Road crossing section, casing pipe, carrier pipe, holiday test, spacer
installation, carrier pipe insertion and lowering shall be performed as per
project approved drawings, and shall be recorded as per Attachment -6.
5.15 Padding and Backfilling
5.15.1 Padding material shall be graded desert fill, graded excavated material or
dune sand but shall be free from organic matter. Depth of padding shall be
minimum 150 mm. Soft sand shall be maintained at the both sides of the pipe.
5.15.2 Backfilling shall be performed as per the approved project drawing and
Company specification. Backfill material no greater than particle size 50mm
shall be graded desert fill or graded excavated material but shall be free of
clay, coral, oil contaminated, organic or combustible materials, excessive
fines, rock and debris.
5.15.3 Backfilling shall follow the lowering operation as closely as possible so the
minimum amount of ditch will remain open but in no case more than 1,500
metres. The pipe shall be padded no later than the evening of the day that the
pipeline was laid. Complete backfilling shall follow initial backfilling by no more
than 48 hours.
5.15.4 The selected fine padding material shall be carefully placed around the
installed pipeline and carefully compacted until the level of 200 mm above the
pipeline crown at compacted state is reached. Pipeline identification/warning
tapes shall be provided approx. 200 mm above top of pipe.
5.15.5 Following padding the trench shall be back filled and compacted in layers not
exceeding 250 mm,with suitable excavated materials containing no rocks or
other objects larger than 75 mm, no stumps, large clods of dirt, carbonaceous
material or other foreign materials which could damage pipe coating or cause
voids in the back fill.
5.15.6 The density of the compacted backfill shall not be less than 95% of the
adjacent undisturbed soil at the same depth.

5.15.7 Berm shall be constructed as per the approved project drawing and Company
specification.
5.16 Tie-In Welding
5.16.1 Welding work shall be performed as per the approved welding procedure and
as per the applicable code API 1104 for tie-in welding.
5.16.2 During the line-up operation, longitudinal shall be offset as per the
requirements specified under sections 5.9.14 and 5.9.15 - “Proximity of
welds/Weld seam orientation” in this procedure.
5.16.3 Pipe number, heat number and length shall be transferred on any cut portion
of the pipe for traceability.
5.16.4 A bell hole below the joint shall be prepared to perform tie-in welding.

5.16.6 All general requirements of welding shall be maintained during tie-


in welding.
5.16.7 Heat shrink sleeve application / High Build Polyurethane Coating and holiday
test shall be performed on each tie-in locations, after approval of NDE.
5.16.8 All tie-in welding shall be recorded in Attachment – 4.

5.16.9 Soft sand Bedding, post padding and backfilling shall be carried out as
specified in Para 5.14 & 5.15 of this procedure for tie-in locations.

5.17 Pipeline Clearance and Protection Requirements


5.17.1 Clearance requirements for buried pipelines cables, underground structures
Buildings and Housing Projects shall be as per Company Standard 08572-
5.18 Weld map & Pipe book
5.18.1 All the records of welding of pipeline shall be incorporated in the form of weld
map and shall be submitted to contractor, and company for review and
approval as per Attachment -8.
5.18.2 All the records of pipeline construction shall be incorporated in the form of pipe
book and shall be submitted to contractor, and company for review and
approval as per Attachment-7.
5.19 Pipeline Marker
5.19.1 Pipeline permanent marker shall be installed at every 1000 meter location
along the pipeline above the centerline of the trench, also each point of
intersection and each existing crossing.
5.19.2 Pipeline Marker format shall be as per approved project drawing, and shall be
approved by company prior to fabrication and installation.
5.19.3 Pipeline Route Marker shall be installed as per the Specification 08572-TRHT-
SP-PL-XX-OO-XXX.
5.20 Cathodic Protection System
5.20.1 Separate procedure shall be submitted for the Cathodic Protection System as
per Company Specification 08572-TRHT-SP-MT-89-EU-201 Cathodic
Protection and design requirements.
5.21 Final Clean-up
5.21.1 All surplus and defective material lying after construction of pipe line, such as
trash, refuse and unusable spoil material shall be collected and disposed off to
a suitable location designated by the company.
5.21.2 ROW shall be maintained regularly to its original contour and condition.
5.21.3 All fencing, temporarily removed / relocated shall be reinstated to its original
location and original conditions. All areas disturbed during construction shall
be dressed up and restored to its original state.

5.22 CLEANING, GAUGING, HYDROSTATIC TESTING AND DEWATERING


5.22.1 Separate procedure shall be submitted for the cleaning,gauging, hydrostatic
and dewatering as per Company Specification 08572-TRHT-SP-PL-18-OO-
224 and shall implement the requirements.
5.23. Documentation
5.23.1 As-Built Drawings and Pipe Book shall be as per 08572-TRHT-SP-PL-18-OO-

5.24 Safety
5.24.1 Before commencement of excavation for each day relevant PTW (permit to
work) shall be obtained by all concerned authorities.
5.24.2 All safety aspects shall be in accordance with Project HSE Plan and
compliance with Company Fire and Safety Regulations.
5.24.3 At the start of each day’s work, all mechanical excavation equipments shall be
inspected by Sub Contractors qualified mechanic to avoid interruptions in the
day’s work.
5.24.4 During excavation, at the end of completion of each day’s work sufficient
mechanical barricades will be provided all around periphery of excavation with
safety warning tapes and flash lights.
5.24.5 PPE (Personnel Protective Equipment) like Safety shoes, helmets, safety
glass, safety ear plugs, coveralls and protective gloves which are mandatory
shall be worn by all the labor force during work.

5.25 PIPELINE FACILITIES


Pipeline facilities shall be completed in accordance with the following
requirements.

5.25.1 Above Ground Facilities

All above ground facilities shall be constructed in accordance with the


requirements of the alignment sheets, construction drawing and Specification
supplied with the Contract. All aboveground facilities, including pipe spans,
scraper traps, manifolds, valve assemblies, vent pipe and hoods, guard rails,
marker posts, metering facilities, and other designated facilities shall be
painted. At the transition from below ground to above ground the linepipe shall
be coated with an additional layer of heat shrink sleeve for a vertical distance
of 500 mm below and above the ground. The above ground section and 100
mm of the below ground section of the additional layer of heat shrink sleeve
shall be coated with a layer of UV resistant coating to protect the heat shrink
sleeve from the effect of UV.

5.25.2 Anchor Blocks

When specified, anchor blocks shall be installed in accordance with the


requirement of the construction drawings and alignment sheets. Foundation,
formwork, reinforcement, and concrete shall be in accordance with the
construction drawings .The anchor block shall be completed before hydrostatic
testing.
