B1. Probable Cause Statement
ON JULY 22, 2020, AT APPROXIMATELY 1830 HOURS, , , , AND CARLOS EDUARDO MORA DOB:
04/26/1993 WERE PRESENT AT 5423 WEST LEWIS AVENUE, PHOENIX, ARIZONA. DOB: WHO
IS THE MOTHER OF WAS AWARE THAT THE ABOVE-MENTIONED INDIVIDUALS WERE PLANNING TO
TRAVEL TO THE CONVENIENCE STORE TO PURCHASE CHIPS. THE ONLY AVAILABLE VEHICLE AT
THE RESIDENCE IS A GREEN FORD EXPLORER BEARING ARIZONA LICENSE PLATE OF . IT WAS
UNDER-STOOD THAT MORA WOULD NOT BE DRIVING. MORA ASKED TO DRIVE THEM TO THE
CONVENIENCE STORE.AGREED TO DRIVE THEM TO THE CONVENIENCE STORE AFTER USING THE
RESTROOM. A SHORT WHILE LATER, RUNS INTO THE RESIDENCE AND SPEAKS WITH . TELLS
THAT MORA TOOK THE VEHICLE WITH INSIDE THE VEHICLE. SAYS HE ATTEMPTED TO STOP
MORA, BUT MORA HIT HIM WITH THE VEHICLE. AT 1845 HOURS, PLACES A PHONE CALL TO A
CELL PHONE BEING UTILIZED BY AND OVERHEAR SCREAMING AND SAYING THAT MORA IS
DRIVING CRAZY BEFORE THE PHONE DISCONNECTS. AT 2119 HOURS, DPS OPERA-TIONAL
COMMUNICATION (OPCOMM) RECEIVES A CALL OF AN UNKNOWN EMERGENCY IN THE AREA OF US
60 NEAR MILEPOST 116. THE INFORMATION RECEIVED BY DPS OPCOMM IS THAT THERE IS A
PEDESTRIAN ON THE SIDE OF THE ROAD BLEEDING FROM THE HEAD. DPS TROOP-ERS RESPOND
TO THE SCENE AND LOCATE TWO FEMALES ON THE SHOULDER OF US60 AT MILE-POST 116.
MEMBERS OF THE ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT) LOCATE A BLOODY MALE
SUBJECT AT THE SHELL GAS STATION LOCATED AT 530 EAST WICKENBURG WAY, WICKENBURG,
ARIZONA. ADOT NOTIFIES DPS AND TROOPERS WITH THE HELP OF WICKENBURG PD TAKE THE
MALE SUSPECT INTO CUSTODY AT THE SHELL GAS STATION. THE MALE PROVIDES FALSE
INFORMATION TO TROOPERS AND PROVIDES A FAKE STORY AS TO HOW HE ARRIVED AT THE
SHELL AND MENTIONS A VEHICLE HE RODE IN WHICH WAS PRESENT AT THE QUALITY INN.
TROOPERS TRAVEL TO THE QUALITY INN TO ATTEMPT TO LOCATE THE VEHICLE THE MALE
DESCRIBED AND DO NOT LOCATE THE VEHICLE. TROOPERS DO LOCATE A GREEN FORD
EXPLORER BEARING ARIZONA LICENSE PLATE OFPARKED IN THE QUALITY INN PARKING LOT
LOCATED AT 850 EAST WICKENBURG WAY, WICKENBURG, ARIZONA. TROOPERS NOTICE THE
WINDOWS ARE DOWN AND THE KEYS ARE IN THE IGNITION. A WALLET WITH AN ARIZONA
DRIVER'S LICENSE WAS OBSERVED IN THE VEHICLE, DUE TO THE EXIGENT CIRCUM-STANCES
OF LOCATING THE TWO FEMALES ON THE SHOULDER, AND THE MALE PROVIDING FALSE
INFORMATION, TROOPERS OBTAIN THE WALLET FROM THE VEHICLE AND ARE ABLE TO IDENTIFY
THE SUSPECT AT THE SHELL AS CARLOS EDUARDO MORA DOB: 04/26/1993. TROOP-ERS
RECEIVE INFORMATION FROM PHOENIX POLICE DEPARTMENT PERTAINING TO A KIDNAP-PING
CALL. PHOENIX PROVIDED INFORMATION THAT MORA TOOK THE VEHICLE FROM THE RES-IDENCE
OF 5423 WEST LEWIS AVENUE, PHOENIX, WITH INSIDE. PHOENIX PROVIDES INFORMATION
THAT THE FAMILY WAS ATTEMPTING TO PING A CELL PHONE AND IT WAS LAST KNOWN TO BE
IN THE AREA OF 132ND AVENUE, AND INDIAN SCHOOL ROAD. FIRE PERSONNEL ARRIVE ON
SCENE AND PRONOUNCE DECEASED ON SCENE IS TRANSPORTED TO BANNER THUNDERBIRD AND
SUBSEQUENTLY FLOWN TO PHOENIX CHILDREN'S HOSPITAL IN CRITICAL CONDITION WITH
SIGNIFICANT HEAD TRAUMA. DURING A POST MIRANDA INTERVIEW MORA ADMITTED TO TAKING
THE VEHICLE FROM THE RESIDENCE, PARKING THE VEHICLE AT THE HOTEL, AND WALKING TO
THE SHELL STATION TO GET A DRINK BEFORE HE WAS TAKEN INTO CUSTODY. MORA ADMITTED
HE SAW PEOPLE IN THE VEHICLE AND HEARD SCREAMING FROM FEMALE VOICES BUT WHEN HE
KEPT MAKING THE VEHICLE SWERVE THE VOICES WENT AWAY. MORA REMEMBERS EVENTS OF THE
EVENING UNTIL CONFRONTED WITH DIRECT QUESTIONS BASED ON INTERVIEWS THAT THE GIRLS
WERE WITH HIM, THEN CAN'T REMEMBER AND HEARS VOICES. UPON READING THE CHARGES TO
MORA HE WAS UNAFFECTED. MORA HAD NO REACTION OR REMORSE FOR THE RESULTS OF HIS
ACTIONS.
