This document describes the GBFD-112401 Cell Frequency Scan feature, including its
technical principles and engineering guidelines.

Compared with Issue 02 (2014-03-21) of GBSS15.0, 01 (2017-01-16) of GBSS18.1 includes
the following changes.
2 Overview
2.1 Introduction
The Cell Frequency Scan feature enables the BSC to scan uplink signal levels on all
frequencies by using an idle traffic channel (TCH). This feature helps operators select proper
frequencies.
The interference of each frequency provides important references for network optimization.
The BSC performance measurement function provides statistics on the uplink interference.
Based on the statistics, operators can understand the interference in a cell. However, analyzing
only the uplink interference has the following limitations:
With this feature, the BSC scans all the frequencies on a frequency band. Users can set
parameters of specified sites, cells, and frequencies on the BSC as required.
In addition, this feature enables maintenance engineers to test the uplink interference without
any test devices and helps network planning engineers configure correct frequencies.
Furthermore, this feature enables operators to assess the current electromagnetic environment
without any test devices. According to the assessment result, operators can perform network
planning and optimization. This improves the maintenance efficiency and reduces the O&M
costs.

3 Technical Description
Cell frequency scan is the procedure to obtain the current, minimum, maximum, and mean
values of the main and diversity signal levels by periodically detecting the uplink receive
levels of a specified frequency. The scan is performed on an idle frame of a TCH in the target
cell. During TCH allocation, the BSC preferentially selects a TCH on the broadcast control
channel (BCCH) TRX to perform the cell frequency scan.
The main receive levels and diversity receive levels on the uplink are reported separately. The
results of the uplink frequency scan of each frequency contain multiple measurement values.
If the FREQSCANRLSTTYPE (BSC6900, BSC6910) parameter is set to
MainDiversity(MainDiversity), the results of the uplink frequency scan contain the current,
minimum, maximum, and mean values of the main signal levels and diversity signal levels. If
the FREQSCANRLSTTYPE (BSC6900, BSC6910) parameter is set to
MaximumMeanValue(MaximumMeanValue), the results of the uplink frequency scan
contain the maximum and mean values of the uplink receive level. Scanning 50 frequencies
takes about one minute. A maximum of 124 frequencies can be scanned in a cell frequency
scan task. Therefore, scanning all the frequencies takes about three minutes.
The actual uplink receive levels of synchronous cells cannot be obtained because the uplink
frequency scan is performed on an idle frame.
The INTERBANDSTATALGO (BSC6900, BSC6910) parameter determines the interference
band measurement algorithm used when the Cell Frequency Scan feature is enabled. The
implementation of this algorithm is relevant to counters under Interference Band
Measurement in BSC6900 GSM Performance Counter Reference or BSC6910 GSM
Performance Counter Reference.
4 Engineering Guidelines
4.1.2 Precautions
Before deploying the Cell Frequency Scan feature, pay attention to the following aspects:
l Implementing this feature occupies an idle TCHF. If the uplink frequency scan function
is enabled in multi-site cell scenarios, the occupied TCHF is displayed Faulty.
l This feature cannot be simultaneously performed with the empty frame test or radio
frequency (RF) hopping loopback test.
l Cell frequency scan logs are parsed and queried on the OMStar or Nastar. The paths are
as follows:
– "GSM Uplink Interference Detection and Recognition" in OMStar User Manual.
– "GSM Uplink Interference Analysis" in Nastar Product Documentation.
4.1.3 Activation
NOTE
During batch execution of the SET GCELLFREQSCAN command, the number of commands that can
be included in the script is not restricted. All commands in the script are executed in a top-to-bottom
sequence and 50 commands are executed per 30 seconds. Therefore, set the Duration parameter to a
large value, thereby ensuring that all commands in the script can be executed.
4.1.5 Deactivation
This feature does not need to be deactivated.
