EVALUATION AND ASSESSMENT and REVISIT OF DISASTER PROTOCOLS
- An Activity Design –
I. Rationale:
The barangay is the basic political unit in the Philippines. It serves as the primary
planning and implementing unit of government policies, plans, programs, projects, and
activities in the community, and as a forum wherein the collective views of the people
may be expressed, crystallized and considered, and where disputes may be amicably
settled.
Article X, Secion 1C of the Liga ng mga Barangay Constitution and By-Laws

states that the Liga ng Barangays shall conduct a General Membership Meeting once a
year, viz:
Article C, Section1C-National Liga or Local General
Membership Meetings. A General Membership meeting of the
National Liga called the “National Assembly” or any Liga chapter
may be called for by its President, or by a written request of a
majority of members thereof, whenever necessary.
Said General Membership Meeting will serves as a venue for the Liga to assess
their performance in terms of PPA (programs, projects and activities) implementation.
Likewise, it will also serve as an avenue for the members to meet and build
camaraderie amongst their fellow public servants. To follow this suit, the Liga ng mga
Barangay-Laguna Chapter has proposed to conduct a similar activity for the thirty (30)
Liga ng mga Barangay City and Municipal Chapter members of the Province of Laguna.
This annual congress shall provide a venue for the members of the Liga ng mga
Barangay to address issues and concerns regarding Disaster Preparedness Protocols.
With the Philippines – the fourth most disaster-prone country in the world and the
Province of Laguna being one of the vulnerable local government unit in terms of flood,
landslide, ground-shaking and possible volcanic eruption.

Thus, a need to strengthen the capacity and level of preparedness of barangays

being the forefront in the area of disaster preparedness and response must be given
priority.
Hence this design.
II. Objectives:
Generally, the activity is aimed at strengthening the camaraderie, partnerships

and networks among the Sangguniang Barangay members as well as to provide a
venue for them to evaluate and assess their respective performances as elected officials
of the barangays.
Specifically, this congress aims to strengthen the capacity and level of

preparedness of barangays being the forefront in the area of disaster preparedness and
response.
III. Methodology:
Lecture-discussions and open forum shall predominantly be used during the

activity.
IV. Participants:
The participants for this provincial congress shall be the Sangguniang Barangay
Officials, Sangguniang Kabataan Officials and other appointed Barangay Officials of the
Liga ng mga Barangay – Laguna Chapter.
V. Date and Venue:
The activity shall be held on March 15-17,2020 at La Carmela de Boracay.

VII. Budgetary Requirements:
An estimated amount of Twenty Nine Thousand Five Hundred Pesos per

participant (P29,500.00/participant) to cover registration fee, 3 days 2 nights
accommodation, full board meals and snacks, roundtrip airfare from Manila to Boracay,
seminar kits/tokens, seminar materials, honoraria of speakers, benchmarking expenses
and other logistic necessities/operational expenses of the participants shall be required
to cover the expenses for the conduct of the activity from barangay fund subject to
usual accounting and auditing rules and regulations.
VIII. Responsibility
The Activity shall be spearheaded by the Liga ng mga Barangay – Laguna

Chapter.
IX. Output/ Outcome
Improved and corrective policy measures to enhance implementation of

barangay programs, projects and activities for the succeeding term of office.
