A Training Design
RATIONALE
Legislation as a function of local government is a basic action in creating a peaceful and orderly
community and a very cardinal element in local governance. The economic and social development of a local
government unit begins with the right laws and policies that can them to a higher level of development-laws
and policies that are responsive to the needs of the constituents and the community as a whole.
For this reason, the Sanggunian, together with the local executive branch must be well- equipped
with the knowledge and skills necessary to exercise and perform such power and functions. The above titled
seminar will be focusing on the fundamental concept and importance of local legislation, the powers duties
and responsibilities of the Sanggunian as well as the legislative process and the skills and strategies
necessary in formulating ordinances and resolutions.
Decentralization conveyed by the enactment of Republic Act 7160, otherwise known as the Local
Government Code of 1991, paved way for the institutionalization of the Katarungang Pambarangay or the
Barangay Justice System as a compulsory alternative venue to formal settlement of disputes. The system is
designed not merely to decongest the courts of cases but to address inequalities in access to justice,
particularly experienced by marginalized communities; and to perpetuate the Filipino time-honored means of
settling disputes amicably for the maintenance of peace and harmony. The barangays, being the basic
political unit in the country, is the most strategic position to facilitate resolution of cases in the community,
alongside its mandate to deliver basic services.
The Philippines is one of the most hazard-prone countries in the world. Based on past experiences,
the locals (family members, neighbours, barangay officials) are the first, and sometimes, the only ones who
are able to provide immediate aid and assistance. People often have no one else to turn to because it could
take hours, even days, for outside help to arrive. Thus, it is always best to rely on community members and
resources to prepare for hazards and respond to disasters. Such an approach is called Community-Based
Disaster Risk Reduction and Management (CBDRRM).
CBDRRM is a process in which at-risk communities are actively engaged in the identification,
analysis, treatment, monitoring, and evaluation of disaster risks to reduce their vulnerabilities and enhance
their capacities. Through CBDRRM, community members are able to collectively reduce and manage
disaster risks on their own even without depending on external help. As differentiated from other DRRM
approaches, CBDRRM focuses on the operationalization of DRRM at the grassroots level.
OBJECTIVE
At the end of the training, the participants will be able to obtain the knowledge, skills and attitude on
local legislation that will contribute to the formulation and enactment of legislative measures that translate
local development goals and priorities into responsive and meaningful development and the improved quality
of lives of our local communities.
On CBDRRM, they will gain required capabilities in implementing DRRM approaches that are
applicable for communities before, during and after disasters.
On Gender sensitive KP; enhance their knowledge on the duties and responsibilities of the Lupong
Tagapamayapa specifically the Punong Barangays in the mediation process of on Gender-responsive KP
cases; Understand the salient features on various laws on women as guide in performing the function of the
Lupong Tagapamayapa and as a basis in managing conflicts and disputes reported at the barangay level;
familiarize the conduct of mediation, conciliation and arbitration.
PARTICIPANTS / FACILITATORS
The participants for this Municipal Congress shall be the Sangguniang Barangay Officials,
Sangguniang Kabataan Officials and other appointed Barangay Officials of the Liga ng mga Barangay-
Kalayaan Chapter.
The MLGOO, DILG Cluster Head, Field Officer and Sangguniang Bayan representative shall be the resource
speakers and render technical support.
METHOLOGY
To maximize learning, the program will utilize participants-centered learning experiences such as
lecture, discussions, open forum and action planning.
BUDGETARY REQUIREMENTS
An estimated amount of Twenty-Four Thousand Pesos per participant (₱24,000.00/participant) to
cover the registration fee, 3 days and 2 nights accommodation, full board meals and snacks, roundtrip airfare
from Manila to Cebu, seminar kits/token, seminar materials, honoraria of speakers, and other logistic
necessities/operational expenses of the participants shall be required to cover the expenses for the conduct
of the activity from barangay /sk fund subject to usual accounting and auditing rules and regulations.
