INTRODUCTION

A. Historical Background

BACKGROUND OF THE STUDY

Based on Great British Chefs (2017), Walk into any restaurant

in the country these days, and there’s a good chance that they
find bottle of chili oil sitting on the table, ready for them to
dip or sprinkle or pour at its leisure. Although chili oil first
arrived on these shores courtesy of Chinese cuisine, it’s become
a universally loved condiment, and as a nation, every people eat
it with absolutely anything.

Not all chili oils are created equal, though. Their average
chili oil tends to be a simple combination of chili and oil, with
the oil heated up, then poured over dried chili and left to steep
resulting in that classic scarlet hue and the dried chili usually
discarded. That’s all well and good if they have a after extra
hit of heat and color, but if they want something that has a real
depth of flavor and plenty of punch, there’s one oil that rises
above the rest.

Chiu Chow chili oil originated in southern China,

specifically Chiu Chow (also known as Chaozhou) a city in east
Guangdong. The local cuisine is influenced by both Cantonese food
(which is all about getting as much umami flavors out of
ingredients as possible and what almost all Chinese food in the
UK is based around) and the food of Fujian. Chiu Chow cuisine is
often assumed to be the same as Cantonese due to the city’s
proximity to Hong Kong, but it’s actually quite unique. Most
foods are steamed or braised rather than fried, and the most
popular dishes from the region include an oyster omelet and a

5

goose dish made with a lu shui master broth, which is often

kept bubbling away in a pot for months at a time. It’s also one
of the few parts of China to use fish sauce something tends to
associate more with places like Vietnam and Thailand.

Based on Jordan Charbonneau (2017), Garlic’s easy

cultivation and powerful flavor has made it a favorite for
farmers and chefs alike. It is an unbelievably common ingredient
in food today worldwide but few people realize that garlic is one
of the oldest known horticultural crops. Evidence from historical
records suggests that garlic has been cultivated for at least
5000 years! There are references to its use found from ancient
Egypt, India, and China.

Garlic is believed to be originally native to Central Asia

as this is where it can currently be found growing wild. Many
plants referred to as “wild garlic” worldwide are members of the
Allium family (leeks, onions, shallots, chives) but are not in
fact true garlic or Allium Sativum. All cultivated garlic comes
from two subspecies A. sativum var. ophioscorodon and A. sativum
var. sativum. Like many “wild garlics”, elephant garlic, though
tasty, is not a “true garlic” but is instead a member of the
onion genus.

As explained by Love Laugh Mirch (2018), Making Homemade

Chili Garlic Oil may seem intimidating at first, but they won’t
believe how easy it is once they try it. It only takes 15
minutes to prepare the best-tasting chili garlic oil that tastes

6
Philippine College of Criminology
Academic Department
641 Sales Street, Sta. Cruz Manila

even better than the one’s found in restaurants. This recipe is

the perfect balance of red chili heat and aromatic garlic.

This recipe fell into my lap as a result of an experiment.

While in Florida, my dad asked me to make something with the
abundance of Thai chili’s he had grown, preferably pickled so
they wouldn’t spoil. I saw he already had a few jars of pickled
peppers and decided to try something different. She browsed the
internet and found a few recipes that had the addition of
peppercorns and a variety of spices. Inspired by those homemade
oils, she decided to simplify the recipe and create an easy but
flavorful chili oil that tastes ten times better than the store-
bought product, lasts just as long if they store it in the
fridge, and does not contain additives or MSG.

There is a fresh aromatic nuttiness that can only be

captured in homemade chili garlic oil. She only wishes she had
tried to make this recipe earlier; She much prefer homemade
condiments. She can’t wait to make another batch of this in my
kitchen to add in noodles, stir fry’s, salad dressings, marinades
& more!

B. Trends

According to Roderick T. Dela Cruz (2020), Gerome Panlilio

quit his job as a pharmacist a decade ago to venture into chili
garlic sauce business.  After attending a seminar administered by
Google in 2017, he learned how to use digital technologies to
develop his brand and promote it not only in the Philippines but
also in other countries.

Today, his chili oil products under the brand Germano’s

Chilli are available in leading supermarkets in Metro Manila.

“Prior to starting the business, I was a pharmacy assistant

at a drugstore.  It came to a point that I just could not see
myself retiring. I ventured into this business that my brother
started in 2005.  During that time, chili garlic sauces were only
available in Chinese restaurants. The idea was to bring the
bottled chili garlic sauce products to homes,” says the 47-year-
old entrepreneur from Quezon City.

Panlilio had to attend seminars on sales, accounting and

marketing to learn how to promote his products. “I did not come
from a family with businesses. I also did not have friends who
knew about business, so I had to learn everything by myself. I
had to read books and attend seminars about marketing and
accounting,” he says.

A seminar administered by Google Philippines customer

solutions lead Samuel Jean blanc in 2017 proved to be
enlightening for Panlilio.

“I learned about Google My Business through a seminar led by

Sam. When Sam taught Google My Business and how easy it was to
set up and it was free, I was hooked. Google My Business helped
me with the branding of my product. I was amazed at how many
views and interest that came with it,” says Panlilio.

Google helped the branding of Germano’s Chilli in terms of

boosting searches online. Panlilio says he is surprised by the
many monthly views and the multiple inquiries he receives each
day.

“In spite of our limited resources, I have been able to

supply major supermarkets like SM, Robinsons, Puregold, Rustans
and Shopwise. I have had a little bit of success also in
exporting my product,” says Panlilio.

Germano’s Chili now produces about 400 bottles a day and

distributes the products to Metro Manila supermarkets. With such
success, Panlilio was able to transfer his production site from a
small space in their vacant lot to a bigger space.

Google, one of the world’s largest technology companies, is

now helping micro, small and medium enterprises in the
Philippines like Germano’s Chili discover larger markets with the
use of digital technologies.

Google My Business is a free online listing on Google Maps

and Search to help MSMEs connect with more customers in the
digital space. It also helps businesses build their online
presence, control their business information and create a free
website and posts. It has bookings, direct contact, reviews and
Q&A pages as well as an insight feature which helps businesses
understand their customers better.

Other entrepreneurs who saw the benefits of Google My

Business include Michelle Mariano, a former accountant from
Quirino province who established Qmansi (Quirino calamansi)
business and Beltran Almendral, an Igorot who sells dried pork
under the brand Anito’s Dried Pork.

To encourage more MSMEs tap digital technologies, Google

teamed up with the Department of Trade and Industry to launch the
MSME Caravan. The caravan will tour around the country to
conduct training sessions among MSME owners on digital tools such
as Google My Business and the Primer app which can help create a
positive impact on their business.

“The intent is to bring all these small businesses online,”

says Google Philippines country director Bernadette Nacario.

“In the Philippines, 99.5 percent of the businesses are

actually MSMEs. In fact, 63 percent of our workforce are hired
by all these small businesses. They are contributing 25 percent
to our export revenue. However, one important data that we have
to be aware of is that only 1 percent of them are actually
online,” says Nacario.

According to Charlene J. Owen (2019), “The small businesses,

as much as they want to go massive, cannot because they don’t
understand how technology can help them. For that, Google feels
that it is an important and urgent priority. We hope that
through this campaign, we will be able to teach them the needed
digital skills for them to scale and become globally competitive.
We want these local entrepreneurs to be able to get a global
exposure. It is not just here in the Philippines that we want

10
Philippine College of Criminology
Academic Department
641 Sales Street, Sta. Cruz Manila

them to go, but we also want them to become globally

competitive,” says Nacario.

Jeanblanc, a French national, is leading the training across

the country. “When we looked at the readiness of small
businesses in this country, only 1 percent had websites and were
fully digital and were able to export. The programs that we
launched are really focused on helping those small businesses
grow,” he says.

“We have been to more than 20 cities in eight regions. We

have trained over 2,700 MSMEs already and that number keeps on
increasing. We are very proud to be contributing to the
objective of training hundreds of thousands of small businesses
and bringing them online,” says Jeanblanc.

Small businesses start with something you enjoy, or with

something you need to change or improve on, and for nurse Sthony
"Isto" M. Ramos, it was both his love for spicy food and the
medical background that urged him to shift to his passion, which
was entrepreneurship.

This idea came up three years ago. Mahilig din po ako sa mga
spicy food, so nakita ko po ‘yong chili garlic na business,
nakita ko sa internet. And then I was curious na bakit nila
sinusunog ang chili garlic sauce, ginagawang toasted."

Noting the nutritional value of garlic, he shares how

toasting, and sometimes, even burning it cancels out the good
that it can do to one’s body. “Nasasayangan po ako. So, I decided
to make my own chili garlic sauce. ‘Yon po ‘yong non-toasted
chili garlic sauce. At least po, pag non-toasted po siya, you can
still use it for pang gisa, pang prito, pang sabaw, so that

11
Philippine College of Criminology
Academic Department
641 Sales Street, Sta. Cruz Manila

nagiging versatile product na siya. Hindi lang siya for dipping…

you can use it for cooking as well.”

The Zamboanga native reveals that when he started, he didn’t

really know how to cook, and he only had P5,000 as his first
investment and his parents’ kitchen to cook in.

“I practiced po talaga, kasi ang hirap magbalat ng maraming

garlic. It takes a really long time. ‘Yong starting ko po sa
isang kilo… it [would take] me two hours, three hours. Pero… nag-
research ako, mayroon palang mga technique na puwedeng magbalat
ng garlic na much faster.

“At first mahirap kasi first luto ko, sunog siya.

Intolerable taste. Trial and error until nakuha ko po ‘yong exact
taste, the exact texture of my product.”

He then started testing his products with family and

friends, and then he noticed how word about Mang Isto Chili
Garlic Sauce spread fast in his locale. “Napansin ko po na
nagiging word of mouth na siya sa lugar namin sa Zamboanga City.

So, doon po nag-start na po na nagbenta na sa mga city, sa

mga offices, and then nag-decide na po na gawin na talaga as
full-time business.”

He sought the help of the Department of Trade and Industry,

and attended their Mentor Me Program at the Negosyo Center. “Doon
po talaga ako mas na-enhance sa pag-bi-business,” he shares.

“Malaking tulong din sa akin ‘yong OTOP (One Town, One

Product Program), nakatulong din po sa packaging at labeling ko.”

The Kapatid Mentor ME Project is a DTI and Philippine Center

for Entrepreneurship (PCE) initiative that aims to help business-
minded Pinoys through mentoring, offering shared service
facilities, and connecting micro entrepreneurs to large companies
and including them in their value chains. OTOP Philippines, on
the other hand, is an international project that started in
Japan. The idea is to support micro entrepreneurs in their
hometowns and help them grow the economy in their locales through
educational programs on supply, demand, marketing, packaging, and
production, among others.

It was these that helped Sthony get his business off the
ground. Now, he has his own production area and his non-toasted
chili garlic sauce are now on the shelves of groceries in
Zamboanga.“Now I’m trying to penetrate Manila,” he reveals. “I’m
trying to penetrate the mainstream… and para sa international
market din.”

For those just starting up their own enterprises, he has a

simple piece of advice: “There’s always a way.”
