Effects of Day Care Center

A. Child care – Early childhood education and care

Increasingly common, early childhood care plays an important


role in children’s development and provides a valuable support to
families with young children. It is therefore important to understand
the impact of these services and to ensure their quality and
accessibility.

Several studies have found positive associations between child


care quality and children’s cognitive development and social
competence during the preschool years. These studies suggest that
children who attend better quality child care during the preschool
years demonstrate better cognitive and social skills during this time
period, after accounting for differences in family background
characteristics that are also related to children’s development.

High-quality child care helps children develop skills they will


need for success in school and in their lives outside of school:

 Prepares child for elementary school


 Children learn structure and routine
 Learn social skills
 Social, emotional and communication skills
 Pre-literacy and basic mathematical skills and concepts
 An awareness of their environment and the roles of the
people in it

B. Importance of Day Care Center Exposure and Activities

1. Helps in managing their emotions and behaviour better


2. Boosts their communication skills and language development
3. Helps in their personal growth and development
4. Helps improving physical health later on

High quality child care can have a positive influence on children’s


development and school readiness by providing valuable educational and
social experiences. High quality child care is characterized as:

1. Having well-qualified, well-paid, stable staff, low child-adult ratios,


and efficient management.
2. Offering a program that covers all aspects of child development
(physical, motor, emotional, social, language and cognitive
development).

Research shows also that only high quality provision can deliver well-
being and appropriate development to young children. As an increasing
number of mothers are in the workforce and most children ages 3 and
older now attend a child care facility on a regular basis, it has become
critical that young children from all backgrounds should have access to
high-quality child care and early education.

C. Early Childhood Care and Development (ECCD)

The Early Childhood Care and Development (ECCD) Council is a


government agency mandated by Republic Act 10410, or the Early Years
Act of 2013, to act as the primary agency supporting the government’s
ECCD programs that covers health, nutrition, early education, and social
services for children ages 0-4 years. It is responsible in developing policies
and programs, providing technical assistance and support to ECCD service
providers, and monitoring ECCD service benefits and outcomes.

Mandate

To implement the National Early Childhood Care and Development System


of the Philippines by:

 Promulgating policies and implementing guidelines for ECCD programs.


 Establishing ECCD program standards that reflect developmentally appropriate
practices for ECCD programs.
 Developing a national system for the recruitment, registration, accreditation,
continuing education and equivalency,and credential system of ECCD service
providers, supervisors, and administrators to improve and professionalize the
ECCD sector.
 Upgrading quality standards of public and private ECCD programs
 Developing a national system of awards and recognition to deserving ECCD
programs implementers and service providers.
 Promoting,encouraging, and coordinating the various ECCD programs of the
Department of Education,the Department of Social Welfare and Development,
the Department of Health, and the National Nutrition Council.
 Monitoring the delivery of services to the ECCD program beneficiaries
nationwide.
 Evaluating and assessing the impact and outcome of various ECCD programs
nationwide through an effective information system.
 Developing a nationa lsystem for early identification, screening, and surveillance
of young children from age zero (0) to four (4) years.
 Developing various support mechanisms that maximize public and private
resources for implementing ECCD programs – giving high priority to the needy
and high risk children from poor communities.
 Providing funds to poor and disadvantaged community’s for the establishment
and expansion of public ECCD programs, improvement of physical facilities, and
for hiring ECCD service providers.
 Promoting and encouraging private sector initiatives for the establishment of
ECCD programs.
 Providing guidelines for the conduct of solicitations from local and international
civic organizations, and request private foundations to supplement available
resources.
 Performing other functions as the ECCD Council may deem necessary.
