ROAD SAFETY AUDIT

Road Accident Characteristics
• Accident severity increases day by day.
• Mostly accident on unregulated intersection ( on
priority intersection).
• Mostly deaths at minor intersection.
• VRUs ( Vulnerable Road users) die frequently.
• VRUs – Motorcyclist, bicyclist, pedestrian etc.
• More than 1.5 lac people die annually in our
country.
• No. of injured people annually in accidents are
more than 3 times of fatalities.

• Dinesh Mohan ( IIT professor) wrote a paper
named as “Politics of Mobility”.
• 78% accidents are due to road user fault as
per govt data as per FIR. ( FIRs are subjected
to misleading)

• More than 3% of GDP losses annually due to accidents
in India.
• Budget of higher education is around 1-2% in India. If
somehow govt can reduce or minimize accidents,
increase in higher education budget is possible.
• Audit at planning phase – it does not involve any major
cost.
• Forgiving Roads
• Visualisation of road user and to check design of road
keeping in view needs of different road user and their
safety is the duty of auditor
Intersection Safety
• Depends on –
1. Sign
2. Sight distance
3. Layout should be clear
4. Turning radius
5. Lighting
6. Extra widening
7. Enforcement
8. Pedestrian safety

• Round about is designed on the basis of weaving
conflict.
• Influence of an intersection on each side is 75 m
• Crash barrier provision if embankment is 3 m or
more than 3 m high at curves.
• Ghost Island – only island marking is there.
• Height of Island on Intersection –
1. 15 – 20 cm accordingly. Generally 15 cm at public
places.
2. Provision of ramp or cut for wheel chaired person at
island at location of hospital.

• At rotary intersection –
entry radius is less than exit radius
• At signalised intersection - rear end collision. To reduce these accidents
– overhead light or signal is provided.
– Stop line should be there.
– Pedestrian crossing should be ahead of stop line.
• Flyover-
– Minimum clearance of 5.5 m from overhead wires.
– Gradient
– Sight distance
– No footpath should be there.
• Table top or raised cross walk - . To ensure safety of pedestrian.
. To reduce the speed.
Gradient at minor road merging to major road or highway should not be more than
2%. Higher gradient will lead to increased number of casualties.
Left turn is never a problem. Right turning always cause problem. Case 1 is better for right
turning traffic because in case of 2nd case, conflict area will be much more
Safety of Segments
It depends on the following factors –
• Sight distance at curves
• Encroachment / road side development
• Median opening
• Shoulder – 1. Paved ( preferable) 2. unpaved
• Crash barriers
• Embankment side slops
• Road side hazards
• Signs –
Stretch between two intersection is
1. Size
2. Colourisation
called segment.
3. Night visibility
4. Definition plate
5. Multiplicity of signs
6. Variable message sign.

• Road side environment – monotony should not be there


Speed
Higher speed factors-
• Impact energy and momentum at the time of
impact
• Control of vehicle
• Pot holes...etc
• Skidding of curves
• Vision
• Friction
• Sight distance
• Assessment of gap in traffic.
