Program / Department Summary

Mercy Corps has been present in Uganda since 2006, focusing its interventions on

economic and agricultural development, maternal child health and nutrition,

governance, conflict management and humanitarian response. With funding from


USAID, DFID, BPRM, MasterCard Foundation and other donors Mercy Corps has been

able to work together with communities in Uganda to respond to the needs of our

target population, which is focused on women, youth and more specifically adolescent

girls. In 2018, Mercy Corps had an impact on almost 1 million beneficiaries in Uganda

through our work focusing on building resilience and enabling economic growth,

improving opportunities to attain better health and nutrition, and improving governance

and conflict management. Common themes include social behavior change, inclusive

development, gender, and working in partnership with local government, the private

sector and civil society actors.

General Position Summary

The Senior Community Accountability Reporting Mechanism (CARM) Officer will lead

CARM implementation within the Uganda portfolio, dividing his/her time between the

continued establishment, maintenance, management, and adaptation of CARM

implementation in existing programs and the roll-out of CARM into additional programs.

Working with the program and MEL teams, in coordination as needed with different

supporting departments, s/he would manage and support the adaptation of CARM

strategy and work plans, focusing on CARM roll-out and maintenance. This includes the

creation and regular updating of program-specific CARM plans and country-level

standard operating procedures (SOPs), the management of the central CARM database

and follow up to ensure appropriate response and close out of all cases, production of

country-level bimonthly analysis reports and program-level donor reports on CARM, and

the production and development of training plans and awareness materials for staff

from both programs and supporting departments on administering Mercy Corps’

accountability framework in communities.

Essential Job Responsibilities


COMMUNITY ACCOUNTABILITY AND REPORTING MECHANISM

● Ensure the Uganda CARM Standard Operating Procedures are updated on a

regular basis, and include all new programs which are initiated, as well as

updates based on learning and best practices in deploying CARM in our

programs

● Support Program Managers, COPs and Senior MEL staff on each program to

develop a CARM plan for their program, using best practices and learning

from our implementation of CARM in similar contexts, and integrate the

relevant sections in to the overall CARM SOP for MC Uganda;

● Write and support the creation and circulation of a bi-monthly country-level

CARM report for relevant stakeholders, that presents CARM findings,

successes, programmatic adaptation, trends, tweaks, to implementation

processes, and adaptation as a result of feedback received;

● Together with program teams, conduct CARM assessments and evaluations,

and develop processes to ensure integration of feedback and evidence-based

learning into program implementation;

● Work with relevant service providers (graphic designers, translators etc) to

develop context appropriate and visually appealing Information, Education

and Communication (IEC) materials for community members and other

relevant stakeholders (partners, service providers, government officials etc)

that includes Mercy Corps commitments on staff conduct, program operations

and how to provide feedback;

● Work with teams on establishing internal and external referral mechanisms,

including working with teams to identify and map local support services

available to survivors, and ensure that these are kept up to date at all times

● Ensure maintenance and organization of CARM country-level database, and

work with relevant team members to make sure all cases are closed in a

timely manner (following guidance on this in the SOP)


● Carry out regular spot checks on all program specific CARM databases for

lower level complaints (feedback and minor dissatisfaction with the program)

and ensure that the program teams are responding appropriately and closing

these out in the agreed timelines

● Comply with and ensure compliance of global data protection and privacy

standards such as the GDPR while confidentially receiving, following up on,

and reporting on CARM feedback received.

CAPACITY BUILDING

● Conduct orientation sessions for staff and field partners/CBOs and other CARM

stakeholders;

● Together with HR, support integration of CARM training into new employee

on-boarding;

● Training of staff on receiving complaints and feedback and on community

sensitization, particularly on informing communities and handling feedback on

sensitive subjects of potential staff misconduct.

● Refresher training for all staff on CARM as required

SAFEGUARDING AND PREVENTION OF SEXUAL MISCONDUCT, SEXUAL EXPLOITATION

AND ABUSE (PSEA)

● Support the Safeguarding Focal Point in championing Safeguarding policies

and accompanying policy guidance support materials;

● Assist the Safeguarding Focal Point and HR team members as required in

training for MC staff on safeguarding and promotion of prevention of sexual

misconduct, sexual exploitation and abuse

● Assist program teams in facilitating Safeguarding awareness-raising in local

communities;
● Work with teams to help ensure that programs and operations are integrating

Safeguarding measures;

● Communicate observations and experiences and make recommendations to

appropriate individuals and teams to enhance local Safeguarding strategies;

● Help to support partner capacity building in the area of Safeguarding,

● Work with global safeguarding advisors to support compliance efforts by

reviewing partners policies on safeguarding when requested.

ORGANISATIONAL LEARNING

● As part of our commitment to organizational learning and in support of our

understanding that learning organizations are more effective, efficient and

relevant to the communities they serve, we expect all team members to

commit 5% of their time to learning activities that benefit Mercy Corps as well

as themselves.

Accountability to Beneficiaries

● Mercy Corps team members are expected to support all efforts towards

accountability, specifically

to our beneficiaries and to international standards guiding international relief

and development work, while actively engaging beneficiary communities as

equal partners in the design, monitoring and evaluation of our field projects.

Supervisory Responsibility – NONE

Accountability

Reports Directly To: Internal Risk Manager


Works Directly With: Program Managers, MEL Advisor, Senior MEL staff on

each program, Program Teams, global CARM advisor and global Safeguarding

Advisors

Knowledge and Experience

● Bachelor degree or equivalent in relevant field

● At least 3 years of related work experience, preferably with an international or

local Non- Governmental Organization (NGO)

● Proven experience in data collection, data-entry, data/information

management and analysis

● Proven experience in developing or contributing to accountability frameworks,

standard operating procedures (SOPs) for feedback mechanisms

● Experience with misconduct investigations procedures, best practices and

approaches

● Strong organizational, capacity building, and communication skills

● The ability to work closely in a team, be patient, adaptable, flexible, able to

improvise and work in an environment that is often stressful and potentially

volatile.

● Good interpersonal skills with the ability to communicate and negotiate clearly

and effectively at all levels, taking into account cultural and language

difficulties. Tact and diplomacy are essential.
