2. TSCDS PROCESS
The TSCDS as shown in the flow chart above, is explained below in a step-by-step
approach:-

a) Training Need Analysis


The first step in the process is the analysis (conducted by R & D team) which
provides the data acting as the basis for the development activity. This part of
the process deals with:-

 Conducting need analysis


 Conducting job analysis
 Select tasks for relevant trades
 Conduct task analysis

This analysis results in establishment of industry needs alongwith occupational


profiling:-

a. Skill Competencies / Skill Matrix


b. Learning outcomes
c. Technical knowledge
d. Employable Skills
The skill competencies form the basis of all technical training. With
continuous research and technological development, new processes are being
introduced in the industry. Therefore, occupational competencies need to be
revised and updated regularly. To keep up with the fast progress in
technologies, skill competencies must be available before actual adoption of
the scientific advancement. This helps in ensuring that trained manpower is
available well in time to understand and utilize new processes, effectively.
However, due to some urgent nature courses, tasked by top management, this
lengthy step has to be skipped sometimes and process starts from constitution
of Curriculum Development Committee (CDC).

b) Design & Development


The major component of TSCDS is the design & development of curriculum
with the involvement of industry and / OR academia. The curriculum is based
on occupational profiling, determination of training objectives subject

knowledge & skills. During the phase of design & development, following are
supposed to be undertaken:-

• Occupational nomenclature by committee

• Curriculum Salients & Objectives

• Basic Subject Knowledge & Skills

• Detailed course contents & Sub-Contents in light of Scheme of studies

• Tools, Equipment & Machinery as per list of Practical

c) Implementation
The third step in TSCDS is the implementation of the system as designed. This

standard methods including instructional document and formats, for effective
results, encompassing following:-
• Conduct training delivery as per approved curricula
• Books/manuals development and approval
• Lesson Plans by the teachers at institute level

d) Feed Back & Revision process


The Revision aspects are meant for continuous improvement by market
feedback for employable skills and include verifying suitability of the training
materials and facilities by identifying the deficiencies and planned corrective /
preventive actions. Normally, the revision process takes place for value
addition, once the training cycle is complete or when any technological change
occurs as reflected in Fig-A. Tentative Periodic revision usually is mentioned in
the table mentioned below, but depends on other factors, also :-

Continuous evaluation is carried out through feedback from all stake holders.
Training effectiveness is reviewed through surveys, interviews, discussions. The
outcomes of these studies result in information relating to market demand, cost and
employment. The input providers are employers, employees, students, teachers from

both industry and academia. All incoming data is analyzed statistically to bring out
areas of high concern which need to be tackled on priority to make the skilled work
force for better employment.
The TSCDS requires a set of documents inclusive of work instructions and formats
for effective implementation. These are reviewed from time to time with focus on
continuous improvement. The ownership of TSCDS rests with Curriculum Section,
Academics Wing, TEVTA.

Competency Based Training & Assessment (CBT&A)

Introduction to CBT&A:-
CBT in TVET is being introduced through the establishment and
implementation of the National Vocational Qualifications Framework
(NVQF). The new system involves conduction labor market demand
analysis, development of job profiles in selected priority occupations
using the DACUM method of job analysis, development of standards
and modular curricula based on the job profiles, development of
assessment guides, and the training of technical teachers.

CBT courses meeting the needs of the enterprises and ensuring the
employability of the graduates are very important resource in order to
ensure the relevance and quality of TVET deliver.

CBC (Competency Based Curriculum)


Definition:-
• A competency based curriculum is a framework or guide for the
subsequent detailed development of competencies, associated
methodologies, training and assessment resources.
• Competency Based training is performance based training
• Focuses on learning what a worker is expected to do at workplace

Competency based Curricula Development Process


Step 1
• Labour Market Demand Analysis
 Labour Market Intelligence is data concerning employment,
that focuses on the supply and demand of labour
 Predicting where jobs will be in future
 Predicting what standards and qualifications will be required
by the industry in future
Step 2
• Job Analysis/ DACUM
 Conducting Job analysis using the DACUM approach
 DACUM stands for (Developing A Curriculum)
 1 or 2 days process that provides a picture of what the worker
is expected to do at workplace in terms of Duties &Tasks
 Output of DACUM workshop is a DACUM chart
Step 3
• Standardization of Competencies
 Occupational competencies will specify the standard of
performance a worker must achieve when carrying out a
function at workplace

1. Development of National Vocational Qualifications (NVQ’s)

1.1. Development of Competency Standards and Assessment Guides

The process for development of a new National Vocational Qualification (NVQ) shall
start with undertaking a labour market demand analysis, which shall provide justification
and rationale for development of the qualification. A Qualification Development
Committee (QDC) shall then be constituted in consultations and approval with NAVTTC
and respective TEVTAs to develop and finalize the Competency Standards (CS) and
Assessment Evidence Guides for that qualification. The Figure 1 below shows processes
for development and finalization of competency standards and assessment evidence guides
for a new national vocational qualification.

Competency Standards approved and notified make the NVQ eligible for its registration in
the NVQ Registry System

The NVQF manual by NAVTTC provides detailed procedures, guidelines and templates
on undertaking labour market demand analysis, submission of intent, constitution of the
Qualification Development Committee, procedures for conducting DACUM, development
of competency standards, assessment evidence guides and registration of the qualification
in NVQ Registry System.

1.2. Development of Competency Based Curriculum

Competency units, performance criteria and knowledge & understanding developed under
the competency standards document provides basis for development of competency-based
curriculum. The Figure 2 below shows processes for development of competency-based
curriculum.

1.3. Development of Trainers and Learner’s (Trainee) Guides

The Trainers and Learner’s guides are developed on the basis of modules, learning units,
learning outcomes and learning elements described in the curriculum document. The
Instructor’s guide provides guidelines and instructions to the trainers on the approaches
that are required for the effective training program and delivery of the competency-based
curriculum contents. The Learner’s Guide enables the trainees to achieve the competency
standards that have been set by the relevant industry group with the content-wise detail.
The Figure 3 below shows processes for development of Trainers and Learner’s guides.

Relevant NVQF manual provides procedures, guidelines and templates for developing the
competency-based curriculum and trainers and learner’s guides.

2.1 The Curriculum Development/ Revision Committee (CDC/CRC) has to be
approved by Competent Authority, i.e. D.G (Acad.)

4. Submission of Initial Draft:

4.1 CDC / CRC will submit the initial draft, to Curriculum Section for approval as
per verbally agreed upon schedule.
4.2 The draft curriculum must be proof read & checked and verification
certificate must be signed by convener to possibly confirm that Standard
Curriculum ingredients and requirements have been met as desired.
5. Submission of Final Draft:
5.1 Final Draft will be submitted along with “Curriculum Check Report” to
Curriculum Section on or before due date of final draft submission for approval
of the Competent Authority.

6. Final submission of Curriculum:


6.1 CDC/ CRC will finally submit the curriculum after necessary amendments
suggested (if still any).
6.2 The submission will preferably be fully composed / printed curriculum (1 hard copy
OR/and one CD/ soft copy).
7. Procedure for Approval of curriculum:
7.1 Diploma courses: These 3-years’ Diploma courses are National curricula, with same
uniform contents for all provinces, so in the light of minutes of 53 rd meeting of Committee

of Chairmen & Directors of Technical Education (CCDTE) on 22 nd March, 2018, a


resolution has been passed that in future, DAE courses developed / revised by any
provincial TEVTA shall be submitted to CCDTE, for final approval.

8.2 Vocational Trade Certificate Courses : These courses can be termed as provincial
trade courses and hence their approval can be accorded by the competent authority at
respective provincial TEVTAs, except those requiring equivalency with any SSC or
HSSC.

INSTRUCTIONS ON MANUAL OR TEXT BOOK DEVELOPMENT /


REVISION

Teaching Learning Material (TLM), i.e. Textbook / Manuals Practical Workbook on


provided templates based on Training Programs’ curricula, mostly in consultation with
TEVTA academia and occasionally including Non-TEVTA expert. The TLM include
Textbook and/or Practical Manual Workbook that will help in teaching and learning
activities.

In order to facilitate the implementation of curricula, it is necessary to develop TLM


which would elaborate the theoretical and practical learning outcomes to be achieved.
The aim of TLM is to facilitate the training delivery of the trainer and to support the
learning journey of the learner. The curricula document would form the basis of the
TLM’s and from which to detail the theory content and the competencies to be acquired
by the learner.

The TLM development committee responsible for assignment will conduct a thorough
background research to find existing and supporting material available on the internet and
other publications related to the vocational trade/s listed. The TLM will follow a specified
template along with a sample which will be provided upon the commencement of the
assignment together with an orientation. The TLM Developer should take feedback on
his/her developed material from a trainer and learner in practice.

 The TLM development committee, comprising of two or more participants is


expected to design the textbook on the detailed Learning Elements related to each
unit/ topic. Every learning element should be covered.
 Conform to the TLM templates provided by the Academics wing.
 Ensure that practical activities suggested in the manuals are realistic for most of
the training providers in Pakistan, especially in relation to the cost factor and the
available equipment.
 Each topic would preferably correspond to a chapter in the Teaching Learning
Material thereby creating clear linkages to each chapter.
 Ensure that each Learning Element covers the theoretical and practical learning
that is required to take place.

 Ensure that the language of the content should be simple and concise.
 Ensure the appropriate level of information is available in the TLM keeping in
mind the duration and job occupation that is being covered.

1. Selection Criteria for Convener & Member of Manual OR Book


Development / Revision / Evaluation Committee (MDC/MRC):-
1.1Criteria for the selection of convener / Chief Writer:

 Minimum 03 years’ experience for Masters and 05 years’ experience for


Bachelor in relevant field OR 08 Years’ experience for DAE/ Relevant
vocational trade skill certificate.

 Experience must be of Teaching / Developing curricula / Manual / Book /


Industrial / Related Special Project / R & D department.

1.2Criteria for the selection of members/ Authors:

 Minimum 2 years’ experience for Masters, 3 years’ experience for BE and 05


years’ experience for DAE / Relevant vocational trade skill certificate.

 Experience must be of Teaching / Developing curricula / Manual / Book /


Industrial / Related Special Project / R & D department.

1.3General Criteria for constituting TLM development committees:-

 Good writing skills


 Good communication and organization skills
 Thorough subject knowledge
 Working on computer and internet
 Prior experience of designing TLMs will be an added advantage.

2. Approval of Committees:
2.1 Manual Development/ Revision/ Evaluation Committee (MDC/ MRC/ MEC)
is to be constituted consisting of one convener/ chief writer and one or more
members/ authors.
2.2 The committee has to be approved by the Competent Authority.
3. TEVTA Standard Manual / Book Details:(Study & preparation of course
material)
3.1 Detailed analysis of curriculum with particular reference to the extent/ depth of each
topic / article (to which the instruction required to be imparted) viz a viz knowledge
requirement spelled out in curriculum.

3.2 Selection of all relevant text and reference books to be used from libraries or procured
from market should be according to the knowledge level of entrants.
3.3 Selection of relevant chapters / articles from aforesaid books should be according to
the contents of curriculum, ensuring that selected material is comprehensive and
concise.
3.4 The Manual/ Text Book development committee is expected to design the textbook on
the detailed Learning Elements related to each unit/ topic. Every learning element
should be covered.
3.4.1 Conform to the TLM templates agreed through discussion.
3.4.2 Ensure that practical activities suggested in the manuals are realistic for
most of the training providers in Pakistan, especially in relation to the cost factor
and the available equipment.
3.4.3 Ensure the appropriate level of information is available in the TLM keeping
in mind the duration and job occupation that is being covered.
3.4.4 Figures and graphs manually drawn, computer composed or photocopied
from books should be pasted in relevant chapters.
3.4.5 All relevant text should be arranged in the manual, after due considerations
of :-
a. Logical integration / cohesion
b. Subject progression
c. Conciseness with desired comprehension
d. Re-paraphrasing of chapter and / or selection (where necessary) to
remove disharmony occurring as a result of compiling section from books
of diverse authors.
3.4.6 Attend TLM review meetings and make any amendments after expert
feedback, if required.
4. Manual writing.
4.1 Page formatting shall be as per following details:
a. In case of Urdu page, 25 or more lines will be
considered one page, less then 25 lines will be considered
half page.
b. Page containing diagrams / Figures, and less than 15
lines of text will be considered half page, while with more
than 15 lines will be considered Full page.

c. In case of English page, 30 or more lines will be


considered one page, less than 30 lines will be considered
half page.
d. Page containing diagrams / Figures, and less than 20
lines of text will be considered half page, while with more
than 20 lines will be considered Full page.
e. Font Size
f. Font Style For English & Urdu

g. Line spacing

h. Page Size (Text Area)

4.2 Prescribed ingredients of Manual, will include the following:

4.2.1 A list of reference books will be given at the end.

4.2.2 An elaborate index is made separately for theory and practical and it
should replicate the Article / sub articles of syllabus given in the
curriculum.

4.2.3 The sequential material of the manual / book shall strictly be in line
with the index.

4.2.4 Question bank has to be included at the end of each chapter.

4.2.5 List of consumable items for exercises may preferably be


accompany each practical.

4.2.6 Manual should preferably be submitted in composed form; however


payment rates will be different for composed and non composed
manuscript.

4.2.7 Chief author / Convener will ensure that manual is in logical


sequence as the details of the curriculum. He/she will also edit /
review the manuscript before submitting it to curriculum section.

5. Hardcopies / Softcopies of curricula shall be provided to the MDC/ MRC/MEC by


Curriculum Section staff for the development of manuals / books.

Expected outputs/deliverables
 Textbook and Practical Manual covers all competencies conforming to the
essentials of the template.
6. Submission of Initial Draft:

6.1 MDC / MRC will submit the initial draft duly verified by the convener from
Curriculum Section for approval.

6.2 The draft manual must have been proof read & checked and verification
certificate must be signed by convener to confirm the Standards.

7. Submission of Final Draft :-

7.1 MDC/ MRC will finally submit the manual after necessary amendments.

7.2 Final Draft fully composed / printed manual one hard copy OR one CD, (soft
copy) will be submitted to Curriculum Section on or before due date.

Course Coding Description:

This scheme has been developed by conducting an exercise of designing & developing the
course codes for courses processed in this office, whether for development, revision or
evaluation. In order to confirm the uniqueness and authenticity, such format for allocation
of codes for courses of various stream has been chalked-out especially. The format and
description of 13- digit informative course code is elaborated in below mentioned example
of DAE Mechanical Tech :-
Digit 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th 11th 12th 13th

 1st & 2nd digit indicate duration of course in Month, i.e. 36 Month (3-Yrs.)
 3rd digit specifies duration stream (“A” for Annual (in this case), S for
semester, “B” for Bi-Annual, “Q” for quarterly)
 4th , 5th , 6th & 7th digits represent the four letter short / abbreviation for
complete nomenclature of any course.
 8th , 9th , 10th & 11th digits reflect the four digit respective year of revision /
development / evaluation.
 12th digit symbolize the function/ process performed for any curriculum, “R”
for revision, “D” for development and “E” for evaluation.
 13th (last) digit is meant for number of times of processing of any curriculum,
i.e. revising for 3rd time in this case)

EVALUATION OF CURRICULA

TEVTA is in continuous process of evaluation of curricula of various duration &


streams for different Public & Pvt. Sector Non-TEVTA organizations.
In this context, these organizations initially prepare a draft curriculum on their own
and submit the same to Curriculum section, Academics wing for approval purpose
through evaluation by a Curriculum Evaluation Committee (CEC) according to
TEVTA standard curriculum template / format.

5.1 Final Draft will be submitted along with “Curriculum Check Report” to
Curriculum Section on or before due date of final draft submission for
approval of the Competent Authority.

conformance with TSCDS.

Responsibilities

1. Curriculum Development / Revision Committee (CDC/CRC) after signing the agreement


takes full responsibility to complete the task as per agreement. TEVTA after signing the
agreement has given the authority to the Curriculum Development / Revision Committee
(CDC/CRC) to complete the task as per agreement.

2. The Curriculum Development / Revision Committee (CDC/CRC) has the following


responsibilities:

2.1 The Curriculum Development / Revision Committee (CDC/CRC) will develop /


revise Curriculum strictly in conformance with TSCDS provided by the Curriculum
Section.

2.2 The Curriculum Development / Revision Committee (CDC/CRC) will submit


curriculum complete in all respects (typed / composed form), Hard & Soft Copy.

2.3 The Curriculum Development / Revision Committee (CDC/CRC) will arrange


reference material inclusive of books, CD’s, Magazines etc at their own cost &
expense.

2.4 Curriculum Development / Revision Committee (CDC/CRC) is responsible to


conduct / arrange proof read / correction, ensure quality etc. duly signed before
submission to Curriculum Section.

2.5 The written text should be in the following format

2.5.1 Font type should be Times New Roman


2.5.2 Font size should be 12
2.5.3 Page size should be A4

3. The Curriculum Development / Revision Committee (CDC/CRC) takes the


responsibility to complete the development / revision not later than _ _ _ _ _ _ _
_(date). In case of delay, TEVTA has the right to either cancel the agreement or deduct
late submission damages with the rate of 10 % per month from the total amount.

4. Curriculum Development / Revision Committee (CDC/CRC) is bound to have a


verification check from Curriculum Section before submission, so that all corrections /
amendments identified by Curriculum Section are made prior to submission of the task.
The time required for these amendments should not cross the submission deadline;
otherwise delay penalty (Clause 3) will be imposed.
5. The Curriculum Development / Revision Committee (CDC/CRC) agreed for payment of all
taxes, levies, duties and other charges existing or to be imposed by the Government of
Pakistan, any of its entities and any other local provincial authority on the payments made
by TEVTA to the Curriculum Development / Revision Committee (CDC/CRC).

6. The Curriculum Development / Revision Committee (CDC/CRC) will be paid remuneration


by TEVTA as per prescribed rates notified vide _________________________ dated
_________________.

7. The Curriculum Development / Revision Committee (CDC/CRC) has to get the completion
certificate from Manager (Curriculum) before submission of bill for final payment. All
deductions / fines towards the Curriculum Development / Revision Committee

Settlement of Disputes

connection with this agreement.

2. Any dispute between the parties as to matters arising pursuant to this contract which
cannot be settled amicably then the Chairperson TEVTA will be the sole Authority to
decide the dispute.
