REQUEST FOR PROPOSAL

The Tourism Promotions Board (TPB), thru the Bids & Awards Committee (BAC),
invites interested bidders to submit proposals for the hereunder project:

ASEAN Tourism Forum 2016


18-25 January 2016, Manila, Philippines

TERMS OF REFERENCE
Services of a Professional Videographer for
Video Production and Video Documentation

I. BACKGROUND

The Department of Tourism, through the Tourism Promotions Board, is organizing


the 35th ASEAN Tourism Forum (ATF) on18-25 January 2016 in Manila.

The ATF aims to promote the ASEAN region as an attractive and multi-faceted
single tourist destination, to stimulate greater intra-ASEAN travel and strengthen
cooperation between and among various sectors of the ASEAN tourism industry.
ATF consists of National Tourism Organization (NTO) meetings, business-to-
business event called Travel Exchange (TRAVEX), and the ASEAN Tourism
Conference. The ATF event expects the participation of approximately 1,800
delegates consisting of ASEAN tourism ministers, senior tourism officials, officials
from leading travel and tourism organizations such as the World Tourism
Organization (UNWTO), World Travel and Tourism Council (WTTC) and the Pacific
Asia Travel Association (PATA), international buyers of tourism products and
services, and members of the travel trade media.

Other activities lined up during the ATF 2015 include the ASEAN Green Hotel and
Homestay Awards, launch of the ASEAN Tourism Strategic Plan 2016-2025 and the
unveiling of the Southeast Asia Cruise Brand.

In view of the above, the ATF 2016 Philippine Host Committee is in need of the
services of a professional videographer responsible for the video production and
video documentation of the various programme components of ATF 2016.

I. SPECIFICATIONS

Video Production and Video Documentation

1. Production of the following videos with musical score:

- A 30-minute full length edited video of ATF 2016


- A 10-minute summary video covering the highlights of the various
components of ATF 2016 (to be shown during the Closing
Ceremonies on 22 Jan 2016, 6:30PM)

2. Event components to be covered:

- Airport arrivals (18 Jan)

- City tours (18 Jan)

- Hosted Dinners by the Philippines (18-19 Jan)

- Golf game (19 Jan)

- NTOs’ Meetings (19-20 Jan)

- Opening Ceremony (20 Jan)

- ASEAN Tourism Conference (21 Jan)

- TRAVEX (business appointments) (21-22 Jan)

- Press Conference (22 Jan)

II. ELIGIBILITY REQUIREMENTS

 Must be Filipino owned, operated and legally registered company under


Philippine laws;

 Must have provided similar technical services to public and private offices
within the last five (5) years

 Must be accredited with the Philippine Government Electronic


Procurement System (PHILGEPS)

III. TECHNICAL/LEGAL ELIGIBILITY DOCUMENTS

 DTI Business Registration/SEC Certificate

 Mayor’s Permit or Permit / License to Operate

 BIR Registration with TIN

 PhilGEPS Certificate

 Company Profile
Approved Budget for the Contract (ABC):

Three Hundred Ninety Thousand Pesos & 00/100 Only (Php390,000.00) inclusive
of all applicable taxes.

Bids exceeding the budget shall be disqualified.

INSTRUCTION TO BIDDERS:

The last day of submission of quotation and legal eligibility documents is not later
than 10:00 a.m. of 13 January 2016, personally in a sealed envelope, subject to the
Terms and Conditions attached herewith, duly signed by your representative to the
Procurement and General Services Division (c/o Roselle D. Romero), Administrative
Department, 4th Floor, Legaspi Towers 300, Roxas Blvd., Manila.

Eligible suppliers are required to make presentation of their Creative Concept and
Plan of Approach for the project and will be given a maximum of 30 minutes to
present. They will be informed for the schedule of the bid presentation.

The Tourism Promotions Board assumes no obligation whatsoever to compensate or


indemnify the bidders for any expense that they may incur in the preparation of their
bids. The Tourism Promotions Board also reserves the right the reject any or all bids,
to waive any defects found therein and to accept the bid most advantageous to the
government.
