Motor Vehicle Safety Standard Compliance
 To regulate the safety features of motor
vehicle & reduce pollution; will reduce technical

Implementation of Standard Compliance in Malaysia
 Implement through Vehicle Type Approval (VTA) system – involve new model type of vehicle;
 Roadmap is based on mutual domestic consultation with automotive industry;
 Apply concept 2+2 years of preparatory and readiness period for automotive industry
 Strengthening the mechanism of compliance for existing gazette UNR / MS under type
approval procedure (complete and in-complete vehicle);
 Review / gazette on new UNR as incline current demand and technology of mobility;

Vehicle Type Approval System (VTA) in Malaysia
 Based on section 66(1)pp, Road Transport Act 1987.
 JPJ is lead agency as Type Approval Authority which is responsible on the implementation of Vehicle Type
Approval (VTA) in Malaysia.
 VTA procedure is to confirm the production sample of a vehicle design to comply with specified standards
or UN Regulations before a vehicle registration is allowed in Malaysia.
 Regulations with regard the safety of vehicle are under jurisdiction by JPJ.
 Regarding with regulations of Exhaust Emission and Noise for the motor vehicle are under jurisdiction
Department of Environmental (DOE).

Three revisions VTA Guideline have been

issued so far:
1. VTA Guideline (Amendment) 2013;
4. VTA Guideline (Amendament) 20XX –
target release by 2021.

 Update / review on mandatory standard compliance;

 Review the monitoring mechanism of type approval.

Summary
 JPJ as Regulator or Approval Authority in Malaysia for regulate the technical

specification of motor vehicle, enforcement body on motor vehicle & driver and
registration of motor vehicle & driver
 Malaysia is a Contracting Party under Forum WP29 and adopt the UNR as
mandatory standard and as main benchmark for motor vehicle requirement.
 UNR & MS compliance are implemented through Vehicle Type Approval (VTA)
system for each new model of vehicle type.
 VTA procedure to confirm the vehicle design have comply with specified
standards or UN Regulations before a vehicle registration is allowed in Malaysia
