Introduction
JOB SITE
The works covered by the specifications attached herewith shall be performed in the Company's Alamein
Oil fields, Egypt, for
Execution maintenance and repair for Tanks 3000 bbl, including mechanical (cleaning, Inspection, Repair
and Painting), electrical and civil works (concrete foundation).
GENERAL
- The work consists of furnishing all labours, supervision, and engineering as required (as per belew
scope of work). materials, and equipment which are not supplied by COMPANY, all services necessary
for and reasonably incidental to the completion of the project as further described below, all in
accordance with COMPANY specifications and other contract documents included herein.
- CONTRACTOR shall perform a site visit to collect and verify anymore necessary data information and
suggestions from COMPANY to the detailed engineering works. CONTRACTOR shall produce the
construction drawings based on his visit results and his engineering calculations and in case of any
construction work is not identical with the constructions drawings and the scope of work,
CONTRACTOR will be the alone responsible and the work will be done as COMPANY required
without extra cost whatever the reason.
The CONTRACTOR'S responsibilities shall include but are not limited to all investigation of the actual
distance ,the rout requirement, the topographic , location….etc.
- CONTRACTOR shall observe company regulations and rules during the execution of the work, and
shall take necessary precautions to prevent damage to any COMPANY facilities during the execution of
works.
- The Contractor shall receive and activate the site handover document within the commencement date on
site.
- CONTRACTOR shall make every effort to minimize the shutdown of COMPANY facilities for
completion of works.
The work schedule regarding engineering , installation construction activities and work procedures shall
be submitted to COMPANY ahead of time for approval before commencement.
- The Payment for works shall be based on actual quantity with support documents after approval .
- if mentioned , The works should be on "Turn Key "basis as per COMPANYs scope of work, site
investigation during the bid stage & tender drawings. Your bid price shall be based on the actual work
execution and measured on site.
- The technical offer should consist of the following:
- Technical clarification (if any) for the project execution shall be based on site visit report and the actual
situation.
- COMPANY'S scope of work shall be stamped by the CONTRACTOR'S stamp.
- Any official fax or meeting related to scope should be attached to technical offer.
- SI derived metric units shall be used for all measurement, calculation & drawings except nominal pipe
size (NPS diameters) which shall be in inches.
- Submission of price to supply of all materials specification should be submitted for COMPANY
review and approval before placing the order, as per enclosed scope of supply (if including).
- Submission of the offer shall be separate for each steps and includes one original and three copies.

- All material test certification according to EN10204/3.1 or EN10204/3.2 must be supplied also; the
countries of origin must be mentioned.
- The CONTRACMR shall carried out the work and in case obstructionist or site not ready due to any
reason provisional completion certificate will be issued with punch list (for minor item not effect on
startup in safe operations), and when the site ready for work the CONTRACTOR should remobilize to
complete all work without any extra charged.
Scope of work
General
The company intends to protect the said tanks through the maintenance and repair required to renewal works.
This scope of work for repair works of Tanks 3000 bbls
Contractor to carry out all related, required and requested works to execute the repair . (Including and not
limited to calculation, MTO, schedule, work package, drawings, As built, reports, design, consultation,
mechanical works (cleaning, Inspection, Repair and Painting), electrical works and civil works (concrete
foundation) …Etc.).

o Prepare and approve reports if any.
- Repair work will implementation through the following:
o Tanks internal cleaning by De-sludge and Sand sweep
o Tank evaluation and Inspection internal and external (API certified)
o Tank repair works (contractor to submit fully details scope )
▪ Internal Sand blasting and painting (with suitable system to protect the internal surface)
▪ external Sand blasting and painting (with suitable system for external surface)
▪ tank plates repair (replace and repair and welding any steel works required)
▪ civil works (inspect and Renewal tank pad/ concrete slab through concrete repair
according to civil consultant report) also Repair all ring beam and concrete slab
o Replacement defect plates for tank (bottom , shell ,roof , attachments…etc) ,the works
including Removing and demolished the old plates of tank and Replacement by new one with
underneath painting for bottom and external , internal painting for shell and roof ) according to
standard codes API 650, API 653 …etc. and company specifications.
o The scope including dismantling and assembling or any mechanical works
o The scope including, Supply and apply for tank renewal and repair, ASTM 283 GR C (or
equivalent) according to API 650/653 with NDT (RT,VT, Vacuum box, thickness gauge and
zero welds Leak test….Etc.) and hydro test including any required scaffolding , heavy
equipment, ….Etc. and materials. (Including Replacement with new steel material….Etc.).
o The scope including Replacement/ reinstallment all tank attachment (reinstallment nozzles,
manholes ,ladders, handrail, name plate cleanout doors …etc. which attached to the bottom
plates , shell course plates and roof ) in additional to change any defected attachments.
o The scope including the tank pad repair (civil works) :
▪ For Annular plate seal to be Applied elastic adhesive strip(bitumen mix /cold asphalt )
to seal the gap between plates and soil surface with 20cm wide
▪ For bottom soil side and the sand base underneath the bottom plates , to be replacement
the oily sand layer and adjust the gaps under the bottom plates floors on tank pads
which consisting of thick layers of bituminous (oily sand) distribute throughout the
tank floor plate surface.
▪ For Concrete Ring beam to be inspected and carryout the required repair.
▪ Repair works according to construction Egyptian code including demolishing old RC ,
inserting and fixing steel dowels and bars in old RC by using sika Dur 31 LP or similar
as per design approved by company , casting new RC as per approved design including
supply and place reinforced concrete with shuttering (PLAY WOOD, for formwork fair
face) steel up to 100kg , 350kg sea water cement (Including insulation Supply and
apply two coats of water proofing of cold bitumen applied ceroplaste or similar
approved by company).

- contractors response for any drawing , design and inspection required for execute the scope.
- Hydro test and submit certificate.
- Handed over the tank and Housekeeping work area
General requirements
- Submit full sets of all required civil design and, painting and welding procedures, mechanical design, &
protection design, electrical & instrumentation work design ,all supported with copies from the relevant
standards & literature.
- Submit a detailed drawings, construction drawings…etc.
- Engineering drawings: All drawings will be numbered strictly in accordance with COMPANY’s and
including coordinate (Engineering drafting procedure). Engineering is required to be done strictly in
accordance with latest edition of applicable standard & COMPANY provided specifications (if any).
- Consultation with all potential affected company stakeholders.
- All Detailed design, drawings and shop drawings (3soft copy and 3 hard copy).
- Submit stamped AS built after complete project (one AutoCAD file saved on labelled R/W CD and
three sets of as built drawings hard copies submitted to the Company).
- Submit Break Down cost estimates for engineering itemized (including and not limited to engineering
work per hour, site visit per day, consultation per day and discipline……Etc.)
- Submit Break Down cost estimates are required for the all activities , equipment and materials …Etc.(
pipeline ,fitting, piping wiled, steel sign, excavations, backfilling with clean sand, backfilling with
excavation result, pumps, RC blocks ,corrugated sheet shield for pumps ,transportations and the Truck
Water Loading Station……Etc.) .
- Submit separate MTO for all required materials and equipment must be clearly stated i.e.
- Submit tendering package.
- Time schedule and plan.
- Consultation during all project duration till handed over to operations.
- Consultation during Commissioning and start up.
- Submit Any engineering required and not mentioned here according to local and international standard.
- All drawings will be numbered strictly in accordance with COMPANY’s (Engineering drafting
procedure). Engineering is required to be done strictly in accordance with latest edition of applicable
standard & COMPANY provided specifications.
- + 5% tolerances from the total quantity shall be considered for materials.
Site survey
- The CONTRACTOR shall execute a site survey to collect and verify ail the necessary data, information
and suggestions from the COMPANY and the CONTRACTOR shall submit a detailed offer based on
the project scope of work,.

- The CONTRACTOR not performing a detailed site survey prior to submitting his bid shall be the
responsibility of the CONTRACTOR and all resultant costs shall be borne by the CONTRACTOR. Any
queries that cannot be clarified on site shall be submitted to COMPANY prior to the CONTRACTOR
submitting his offer.
- The CONTRACTOR shall base the quantities of equipment and materials required to complete the
project on his observations and measurements as carried out during the CONTRACTOR site survey.
General Instructions
- The contractor shall visit the site and get clarity on mentioned on BoQs and drawings of rehabilitation
works before pricing and submitting RFQs to make sure the access and geographical of site locations in
comparing with drawings and BoQs.
- All items mentioned in BoQs should be implemented with all necessary to finish the work to the fullest
and according to the drawings and specifications and instructions of the supervisor engineer.
- All materials to be installed on site need to be supervised, checked and verified by company engineer
before installation; especially, the contractor needs to obtain written approval from the company
engineer.
- - Quality certificates, certificates of origin and inspection certificates to conform to the specifications of
the product from the manufacturer of the product, including all components of panels, switching device
and pump , plates , pipes and fittings …etc.
- The warranty period is 12 months starting from the date of testing, installation and operation with the
certificate of an engineer from the organization and the period of the shipment shall not be taken into
consideration. The repair, installation and operation process
- The works including reconnect the tank to the system.
- The operating period of the Tank test to the main system not be less than 48hours.
➢ The scope including all related, required and requested engineering works. for all Project scope of
works as per contactor submitted compensation tables.
➢ The scope Include Mobilization & Demobilization without extra cost.
➢ The scope include any require site visit without extra cost.
➢ Before start the works activities contractor shall submit the following document for company approval
prior start the repair activities.
• Deliverable in details
• Work procedures.
• Work plan
➢ contractor shall entrepreneur with the following:
• Before site visit to submit All personal and equipment documents required for company HSE
Dept. and security Dept.

• To submit all drawing ( 3 hard copies and 3 soft copies )
• Follow out all company HSE instruction and requirements.
• All transportation equipment to be supported with VDO as per company HSE requirements.
• Crew transportation to site.
• All needed work tools and equipment.
• transportation inside fields .
• Accommodation and messing of crew
• Power and water source and utilities).
• The CONTRACTOR shall be responsible to provide PPE for his staff if the work involves
contamination in the work area by H2S or NORM (if required) .
• Comply with company procedure & precautions concerning with protection from COVID-19.
Schedule
• The works execution duration shall be within maximum 3Weeks per tank from date of signed award or
service order or site receiving (excluding any delay days due to company instruction).
• Within seven (3) days after the award of the job, CONTRACTOR shall submit a detailed project work
schedule including all required works, for COMPANY approval. After obtaining approval from
COMPANY, the CONTRACTOR will put in his best efforts to meet the project schedule.
Compensation Terms
• Compensation of the services specified in this service order shall be subject attached compensation tables
(Annex I attached)
• Reimbursable rates based on actual approved quantities by company as per the rates of compensation
tables according to the service agreement (Annex I attached).
• Work survey to be in accordance to the actual quantities for the execution and completion of the work.
• The scope include any require related works and target final costs not to exceed the approved budget as
detailed below, without authorization (company prior approval).
Terms of Payment
• The payment will be according to company policy (Finance Department).
• The Payment shall be against actual execution quantities approved by company.
• Deduct 10 % from total project cost (or against L/G Letter of Guarantee) holding for one year after final
handover without punch list and deduction will release after Warrantee period.
• Payment currency for services shall be 100% in Egyptian Pounds.
• Invoices to be attached with the supported documents.
• Company is exempted from value added taxes.

Scope of Work
• The Contractor’s guarantees for the work scope are 12 months from the provisional acceptance certificate
(After final handover without any punch list).
• If during the guarantee period, deficiencies or discrepancies are discovered in the works or if they prove to
be defective or not in conformity with the work scope, without prejudice to know if these deficiencies,
discrepancies , or lack of conformity could have been noted during the tests of the Contractor or those of
its sub-contractors, the Contractor shall be obliged, at Company written request, to remedy the defects
discovered , by repairing or replacing or modifying the defective works without Company being required
to make any supplementary payment ,also to submit investigation report for the troubleshoot .
Penalties
• Delay Penalties: Contractor shall be subject to a penalty in case of not completing the “work scope” as
quoted and fulfilled within agreed dates. The penalty shall not exceed 5 % per week delayed with a
maximum of up to 10% of the total work value.
• All penalties, claims and safety breach applied by Company shall be deducted from Contractor’s invoices
or from any other dues on Contractor’s account.
Suspension/Termination of Service
• Suspension or termination of services specified in this service order due to force majeure, contractor
default or company convenience shall be subject agreement service.
• In the case of the inability of the contractor on the implementation of the required work by the
requirements and conditions then the company has the right to implement works on their own and the
contractor shall bear any increase in costs (at Contractor expense plus a 15% overhead charge) and dues
deducted from the company without any objection from the contractor.
• Contractor should note that the Company reserves the right to reject any labor or equipment that does not
meet requirements skilled and experience or for operation under Hazardous Areas safety constraints or not
in good condition.
General Conditions
1. Contractor Obligation
The Contractor will be responsible for the complete performance of the work as per mentioned in service
order, which shall include, but not necessarily be limited to, the following:
• Contractor shall Commitment and Comply with all company scope of work and HSE /security
requirements.
• Contractor shall fully comply with company HSE Management system
• Contractor responsible to apply all security required permits before entry field.
• Contractor responsible for issue all work permits at site.
• conforming all scope of work with terms and condition
• Performing all service activities according to standard, codes and Company specification.
• To match and apply HSE policies and required permits for vehicles, equipment and manpower.
• Contractors must equipped the vehicles with VDO before start working in the field and VDO
report must submit to company HSE in regular.
• The drivers must be have defensive driving certificates.
• To provide organization chart for performing the job and details time schedule with work plan.
• Contractor shall submit project schedule, Manpower & Equipment histogram, organization chart
and personals’ CVs for Company approval after seven days from receiving the service order.
• Contractor shall submit a daily report covering the work progress, percentage completion.
• Contractor shall submit all detailed reports; repairs procedures and all deliverables required.

• To provide method of instatement for the job prior to start of any activity and to be accepted by
Projects and HSE Depts.
• Contractor shall be responsible of supplying all labors, workers , professional and technical
services, equipment, materials, consumables, inspection, testing equipment, transportation including
the provision of all fixtures, fittings and utilities required to complete the project scope of work
stated here in to the company satisfactory .
• The supply, at the Contractors own expense, of all required manpower ,materials , equipment and
facilities which necessary to complete the work including but not limited to; Cranes, Loader,
forklift, Scaffolding, Welding Machines, Steel structure supports, etc.
o Supply material for mechanical works (Bottom plate - Shell plate - Manholes flange and blind
...etc.)
o The submission of material accepted to the related Standard, to be used according to the
requirements set out both in this Scope of Work and in the Standards, for Company approval
prior to use.
o Supply painting material for painting works (bottom plate underneath, shell external …etc.)
o Supply All needed work tools and equipment and facilities (Power source, water source ,
Cranes, Loader, forklift, Scaffolding, Welding Machines, Steel structure supports cutting torch,
heater, EX IP66 lighting, EX IP66 exhaust fan, etc... ...)
o The supply and erection of all scaffolding as necessary (certified and according to OSHA
standard) and according to company HSE policy.
o Dismantling and installation of mechanical work.
o Reinstatement to the "as found" condition of all above shall be the Contractors obligation.
o Responsible for Material transportation to site (Supply) and installation.
o Supply qualified staff (engineering, inspectors, supervisor, welder, fitter, grinder man,
scaffolder, painters, riggers, etc....)
o Supply PPE for his personal during the entire project’s duration.
o Responsible for Crew transportation to site.
o Responsible for Any transportation inside fields and Commitment as driving policy at PD and
WB HSE requirements.
o Responsible for Accommodation and messing of crew.
o Personal H2S detectors for their crew (if required).
o Contractor shall supply Fuels, Lubrications, Water, Vehicles, site caravan, food,
Accommodation, laundry and PPE for his personals and heavy equipment (cranes, truck, etc...)
required for project execution.
o Service provided through on cost plus basis 10% will be subject to three offers as minimum
required and after company approval.
o In case of the contractor need heavy equipment from fields (crane - loader) it will be subject to
field manger approval and on cost plus from company (after field manager approval).
• Contractor will observe the standard working hours on site, which is 11 hours per day, 7 days per week.
It should be noted that only daylight operation is allowed. The Contractor can work during night only
with Company permission.
• Contractor shall supply all required lighting and take all HSE precaution in case work at night for two
shifts.
• To provide organization chart and manpower CV for approvals.
• To provide plan and schedule for the job, also daily report to show the actual progress to the planned.
• Contractor to clear the job Site from all rubbish, debris etc. during and after completion of the Works in
daily bases.
• Secure and Housekeeping storage area are Contractors responsibility.
• Housekeeping overall site is mandatory after finalizing work to handover the tank (including transport
the scrap material from work site to a waste area or junk area).
2. Company Obligations

The Company will provide only the following services:
• Off-loading of all Contractors equipment and materials required to perform the Scope of work.
• A suitable area within the site boundary for storage of materials. The provision of sheltering or housing
to maintain such materials will not be provided by the Company, and without any responsibility for the
company concerning of contractor's materials (security are Contractor responsibility).

The following document is a part of this Service Order (Annex I):
• Compensation tables / price tables, List of estimated quantity and pricing breakdown…. (Attached).

Notes:-
• The decision to proceed with or omit the work as whole or any part of it, for which the CONTRACTOR has
submitted above table, shall be at the option of the COMPANY, as decided after internal review and
request.
• Overhead 10% contingency for total works subject to company approval and according to the same prices
and rates based on company request.
• Work survey to be in accordance to the actual quantities for the execution and completion of the work.
• Contractor will be compensated in reimbursable bases against actual value of work done for all services
listed above.
• Target Final Costs (not to be exceeded without authorization).
