Rationale
Article XV, Section 3.1 and Article II, Section 12. in the 1987 Constitution says
that “The State shall defend the right of the spouses to found a family in accordance
with their religious convictions and the demands of responsible parenthood. “The
State recognizes the sanctity of family life and shall protect and strengthen the family
as a basic autonomous social institution. It shall protect the life of the mother and
the life of the unborn from conception. The natural and primary duty of parents in
the rearing of the youth for civic efficiency and development of moral character shall
receive the support of the Government.”
Department of Education Order No. 32, s. 2017 issues the enclosed Gender-
Responsive Basic Education Policy in line with its Gender and Development (GAD)
mandate as stipulated in the 1987 Philippines Constitution. Through this policy, the
DepEd commits to integrate the principles of gender equality, gender equity and non-
discrimination of human rights in the provision of and governance of basic education.
This is in line with DepEd’s mandate to ensure access quality basic education for all.
Gender and Development (GAD) Section 24: Right to education and Training
includes gender and sensitivity training and seminar issue specifically broken families,
irresponsible parenting and capacity to facilitate distance learning at home.
During the training, valuable inputs and notable practices will be shared,
workshops will be conducted and presentation of outputs/performance and feed
backing will be given in order to achieve the goals and objectives set for this training.
