1 Scope
This G u ide defi n es procedures for th e preparation of en erg y effici ency (EE) pu bl ications an d
descri bes th e rel ation sh i p between tech nical com m ittees (TCs) wi th grou p EE fu nctions.

In th e context of th is G u ide, “EE” refers to energ y efficiency of products, system s an d


org an izations.

It uses the bou ndary con cept to address energ y efficiency aspects (see I EC G uide 1 1 8) in the
context of a system s approach.

This G u ide is relevant to every TC wh ich wou ld l ike to pu bl ish a docum en t deal in g with EE.

4 Systems approach
4.1 General considerations
Energ y efficiency sh ou ld be a requ irem ent for products, system s and org an i zations.

Con versel y, it can be n ecessary to accept th e hi g her l osses of on e product if th ey are off-set
by an overal l im provem ent of en erg y effi ciency i n the en ti re system , consideri ng its
en vironm ent, econ om y and appl icati on. Clause 4 explains h ow tech n ical com m ittees sh oul d
consi der th e system s approach i n th eir work where several TCs have to col laborate. Th is
Gu ide proposes a way of collaboration between TCs on th e bases of th e bou n dari es between
th eir respecti ve responsi bil ities.

The m ai n part of th is approach is a stan dardi zed description of th is bou n dary wh ich defi n es
th e obj ect of energ y efficiency evalu ati on and im provem ent as wel l as th e interfaces between

bou ndary descripti on (see exam pl es i n Ann ex A) .

5 Assignment of horizontal energ y efficiency functions and of group EE


functions
The assi gnm en t of h ori zon tal EE fu nctions and g rou p EE functions is th e responsibi l ity of th e
Advisory Com m ittee on En erg y Efficiency (ACEE) , su bj ect to confirm ation by th e SM B
(Stan dardization M anag em ent Board) . Assignm en ts are peri odi call y reviewed by ACEE. For
th e structu re of I EC EE publicati ons an d function assig nm en t, see Fi g u re 3.

The EEA retained from I EC G u ide 1 1 8 shal l be l isted i n basic EE publicati ons.

Basic EE publ icati ons sh all explain th e principl es on wh ich th ey are based i n order to assist
TCs. G u idance sh all be g i ven to TCs on how to appl y a basic EE pu bl icati on . Standardi zed
m ethods for representi ng com m on characteristics wh ich are used for evalu ation and
im provem ent of overal l energ y efficiency cou ld be an exam ple of a basic EE publ icati on.

The focus of basic EE publicati ons is the g en eral tools an d agreed m eth ods for descri bi ng or
ach i evin g EE im provem ent i n a defin ed bou n dary. These pu blications sh al l th erefore descri be
EEA l ike m easurem ent, calcu l ati on and fu rther m eth ods l ike benchm arkin g , KPI calcu l ati on for
EE as described i n I EC Gu ide 1 1 8.

A basic EE pu bl ication shal l i ncl ude i n i ts scope the essence of th e text g iven below:

A TC with a h orizon tal EE fu ncti on or a g rou p EE fu ncti on sh all respon d to requ ests for liaison
from TCs (see 8. 1 ) , an d keep i nform ed about the progress of relevant work.

7.2 Requests from TCs for new work


A TC wi th a h ori zon tal or g rou p EE fu ncti on shall consi der an y requ est from an i n iti ating TC
(see 8. 4) wi thin an appropri ate tim e. I t m ay be n ecessary to han dl e such requ ests by
correspondence.

8 Responsibilities of TCs
8.1 General

relevant to th eir work, an d establ ish an d m ain tai n l i aison with th e TCs responsibl e for
preparin g those pu blications.

TCs sh al l in dicate their in terest in N Ps relati n g to a basic EE publ icati on or grou p EE


pu bl ication to th e TC wi th th e EE function an d be encourag ed to contri bu te to th e
devel opm en t of th e N P by, for exam pl e, partici patin g i n workin g groups and su bm itti n g
com m ents on drafts.

8.2 Application of basic EE publications


TCs, wh en prepari ng , am endin g , or revisin g EE pu bl ications, sh all m ake use of an y relevant
basic EE pu bl ications. They m ay select from su ch pu bl ications rel evant requi rem en ts, test
m ethods an d test con diti ons specific to th eir product area, but sh all n ot m odify them except as
specified i n 8. 4.

Where a TC i ncorporates i n its pu bl ication an am ended version of a requ irem ent, test m eth od
or test con diti on of a basi c EE pu bl ication , in accordance wi th 8. 4, a n ote i n th e foreword shal l

EE pu blicati ons. I n this case, th e TC sh al l su bm it proposals, i nclu di ng a date for com pletion,
for th e developm en t of a n ew basic EE pu bl ication or a grou p EE pu bl ication , or for
am endm ents to an existi ng pu bl ication. I f appropriate, th is can be in th e form of an N P.

The proposals wi ll be consi dered by th e TC with a h ori zon tal EE fu ncti on or a group EE
functi on, as detai led in 7. 2.

I n som e cases, a TC wi th a h ori zontal EE fu ncti on or a grou p EE function m ay n ot accept a


proposal for n ew work or m ay accept it but be u nable to offer com pletion by a date acceptabl e
to the TC. I n other cases, a TC m ay n ot consider th at th e text provi ded by the TC with a
hori zon tal EE function or a grou p EE fu ncti on is su itable for incorporation i n its publicati on .

I n the above ci rcum stances, the m atter shal l be referred to ACEE, who m ay au th orize the TC
