1 Scope
This G u ide defi n es procedures for th e preparation of en erg y effici ency (EE) pu bl ications an d
descri bes th e rel ation sh i p between tech nical com m ittees (TCs) wi th grou p EE fu nctions.
It uses the bou ndary con cept to address energ y efficiency aspects (see I EC G uide 1 1 8) in the
context of a system s approach.
This G u ide is relevant to every TC wh ich wou ld l ike to pu bl ish a docum en t deal in g with EE.

4 Systems approach
4.1 General considerations
Energ y efficiency sh ou ld be a requ irem ent for products, system s and org an i zations.
EE m easures sh all not com prom ise safety n or affect th e l evel of services.
Con versel y, it can be n ecessary to accept th e hi g her l osses of on e product if th ey are off-set
by an overal l im provem ent of en erg y effi ciency i n the en ti re system , consideri ng its
en vironm ent, econ om y and appl icati on. Clause 4 explains h ow tech n ical com m ittees sh oul d
consi der th e system s approach i n th eir work where several TCs have to col laborate. Th is
Gu ide proposes a way of collaboration between TCs on th e bases of th e bou n dari es between
th eir respecti ve responsi bil ities.
The m ai n part of th is approach is a stan dardi zed description of th is bou n dary wh ich defi n es
th e obj ect of energ y efficiency evalu ati on and im provem ent as wel l as th e interfaces between
th e TCs.

The boun dary descripti on m ay in cl u de a list of services (conceptu al boun dary) or a list of th e
tech nical elem ents and th eir relation (tech n ical i m plem en tation) that are with in th e chosen
bou ndary. Th e fu rther el em ents of th e bou n dary description are g i ven in 4. 2. 3 to 4. 2. 6.
4.2.3 Input(s)

The choice of th e bou ndary is cen tral for th e possi bl e EE im provem ents. The en erg y
effici ency of a com pl ex system n eeds to be an al ysed using a system s approach instead by
seeki n g to optim i ze th e perform ances of each sin g le com ponen t. Th is m eans that i t is
advisabl e to consider wi der bou n dary descri pti ons i ncl udi n g several services and com pon ents
i n order to ach ieve furth er im provem en ts. An exam ple of th is approach is shown in Ann ex A.
I n th ese cases several TCs wi ll n eed to collaborate i n order to sufficien tl y deal with th e
product (i ncl uding system s, processes) u nder consideration . I deal l y th i s inclu des al l TCs
wh ich deal with sig n ificant en erg y u se com pon en ts th at are part of th e boun dary description.
Togeth er the TCs need to develop th e in divi du al bou ndary descri ptions of all elem en ts of th e
wider bou ndary description . Th is incl u des the services an d elem ents, inpu ts, outpu ts an d
bou ndary conditions to perform th e in ten ded servi ce. Al l inputs an d ou tpu ts, incl udin g en erg y

bou ndary descri pti on are also im portant to be exchan ged so that a system atic sol ution can be
assessed.
The bou n dary wil l also g i ve an indicati on wh eth er a sin g le TC is abl e to deal with an al ysin g
th e bou n dary th em selves or wh ether collaboration with oth er TCs is n ecessary.
If an i ndivi du al TC is abl e to develop a bou n dary description for a product in its own scope,
th is sh oul d be don e i n th e produ ct pu bl ication .

The assi gnm en t of a h orizon tal EE fu nction or grou p EE function to a TC is m ade with the
purpose of:
• ensu ri ng th e consistency of I EC pu bl icati ons relati ng to EEA com m on to a n um ber of TCs
by avoiding du pl ication of work and con tradictory requ irem ents;
• reduci ng th e size of I EC pu bl ications by avoidin g du pl ication of texts;
• im provi ng m utu al u nderstan di ng am ong m em bers.
A hori zon tal EE function or a group EE pu bl ication m ay be assign ed to a TC for th e wh ole or
for a specific part of i ts acti viti es. An nex B descri bes th e extended product approach as a
collaborati ve exam pl e.

Basic EE publ icati ons sh all explain th e principl es on wh ich th ey are based i n order to assist
TCs. G u idance sh all be g i ven to TCs on how to appl y a basic EE pu bl icati on . Standardi zed
m ethods for representi ng com m on characteristics wh ich are used for evalu ation and
im provem ent of overal l energ y efficiency cou ld be an exam ple of a basic EE publ icati on.
The focus of basic EE publicati ons is the g en eral tools an d agreed m eth ods for descri bi ng or
ach i evin g EE im provem ent i n a defin ed bou n dary. These pu blications sh al l th erefore descri be
EEA l ike m easurem ent, calcu l ati on and fu rther m eth ods l ike benchm arkin g , KPI calcu l ati on for
EE as described i n I EC Gu ide 1 1 8.
A basic EE pu bl ication shal l i ncl ude i n i ts scope the essence of th e text g iven below:

A TC with a h orizon tal EE fu ncti on or a g rou p EE fu ncti on sh all respon d to requ ests for liaison
from TCs (see 8. 1 ) , an d keep i nform ed about the progress of relevant work.
If, after consu ltation, agreem en t sti l l cann ot be reach ed between the TCs in volved, th e m atter
shal l be referred to ACEE wi th th e necessary techn ical expl anation. I f th e m atter can not be
resol ved by ACEE, i t wi ll be referred to the Standardi zation M anag em ent Board for resolu tion .
8 Responsibilities of TCs
8.1 General
TCs sh al l determ in e wh ich existin g basic EE publ icati ons and grou p EE pu blications are
relevant to th eir work, an d establ ish an d m ain tai n l i aison with th e TCs responsibl e for
preparin g those pu blications.
Where a TC i ncorporates i n its pu bl ication an am ended version of a requ irem ent, test m eth od
or test con diti on of a basi c EE pu bl ication , in accordance wi th 8. 4, a n ote i n th e foreword shal l
indicate th e ch ang es wh ich h ave been m ade. I n addition, th ere sh al l be references to th e
foreword at th e pl aces where ch ang es h ave been m ade.
The proposals wi ll be consi dered by th e TC with a h ori zon tal EE fu ncti on or a group EE
functi on, as detai led in 7. 2.
I n the above ci rcum stances, the m atter shal l be referred to ACEE, who m ay au th orize the TC
to un dertake th e task i tself. Relevan t docum ents gen erated in th e course of th e developm ent
of these requ irem ents, test m eth ods or test conditions shal l be sen t to th e TC wi th the
hori zon tal EE fu nction or grou p EE function .
If relevan t requ irem ents, test m eth ods or test con diti ons are l ater inclu ded in a basic EE
