3RD MULAT

MEDIA AND INFORMATION LITERACY FILM FESTIVAL 2023

Theme: Strengthening Media and Information Literacy among students thru
Advocating the Sustainable Development Goals

The digital short film competition in Pantukan National High School – Senior High School department for all Grade 11 students
showcasing students’ ability in filmmaking, editing, script writing, acting, and Advocating the Sustainable Development Goals. An
application in all the knowledge they had on this course.

Please read carefully the details for the 3rd MULAT: MIL Film Festival 2022 before submitting the
film.

GENERAL RULES AND GUIDELINES:


● 3rd MULAT: MIL Film Festival 2022 is open to all Grade 11 students of Pantukan National High
School – Senior High School department enrolled this school year.
● Each section must have one (1) entry.
● Each section will select at least 1 Sustainable Development Goal and will incorporate Media and
Information Literacy subject matter.

● Each film must have their own title and movie poster relevant to the content of the film. The
movie poster will be the film’s representation.
● The films may be in different views as long as it may not cause trouble. The management is not
liable for the safety of the participants.
● Entries may use any language. However, subtitling in English is required. Subtitles must be
provided for the convenience of the viewers and to have greater impact on the viewers. The
participants must refrain from using obscene and violent words.
● Ensure all the contents in the film (especially the story) are original. Visual effects (in opening)
must be credited if not original.
● Each section will have a respective classroom which will serve as the Cinema house to air their
crafted film. Film viewing is allowed twice a day from 4:00-5:00 pm only. You are not allowed to
collect any amount from the viewers but permitted to collect donations if there’s any.
● Viewing day will be on January 16 – 20, 2023.
● Cost expenses of making the film is charged to each group or team or class.
● Shooting location and schedules are of the groups’ discretion as long as there is proper permission
from the teacher if it is class hours. You can shoot inside the school premise during classes hours
only with permission and supervision of your MIL teacher. You are not allowed to film during
holiday season. The school is not liable for any untoward incident during shoots done beyond
classes and outside the school. However, students are highly encouraged to observe utmost
precaution.

FILM GUIDELINES
● Each film must have a minimum of 10 minutes and maximum of 15 minutes including opening and
the credits. A deduction of 1 point to the overall score will be deducted in every 1-minute
overtime.
● The film may use any editing app as long as it has no watermark in the film. Each film must be in
HD (MP4 format) file and saved in flash drive.
● The film is an HD file (MP4 or MOV with bit rate not more than 15mbps) with English subtitles if
the film is in another dialect. Aspect ratio is 16:9.
● The film will be judged in two categories: (1) Content & (2) Technicalities. Further details will be
explained in the Judging and Criteria section.
● Deadline of submission will be on January 10, 2023 (4:30Pm). If there will be revisions given by the
committee, students are allowed to revise it according to the corrections given. After the
revisions, January 6, 2023 (4:30 PM) will be the Final submission. A deduction of 1 pt per judge will
be given if films and posters are given beyond the allotted dates.

MOVIE POSTER GUIDELINES


● Each film must have 1 movie poster only.
● Each poster must be 2 feet in width and 3 feet in length and must be printed (Tarpaulin).
● The soft copy of the movie poster must be submitted together with the film for some reviews on
or before January 6, 2023 @ exactly or before 4:30 PM

JUDGES and CRITERIA for JUDGING


● There are two sets in judging the film; (1) Content & (2) technicalities
● There are three Judges who will judge the content and story and the technicalities. 60% for the
content and 40% for the technicalities for a total of 100%

o Audio/Sound Effects & Subtitle 5%

Awards will be given however has no bearing in judging the best short film as such awards will be
given for: Best Actor, Best Actress, Best Supporting Actor & Best Supporting Actress

Outstanding Actor/Actress in a Lead Role


This category should be judged solely on the merits of the individual performance and the
effective use of the craft of acting to portray the character and serve the overall production. Scores
should be based on the following criteria:
o Understanding of and commitment to the script
o Embodying the character
o Giving a performance that is conducive to the production
o Overall effectiveness of the performance

Outstanding Supporting Actor/Actress in a Featured Role


This category should be judged solely on the merits of the individual performance and the
effective use of the craft of acting to portray the character and serve the overall production and
has great impact to the lead role. Scores should be based on the following criteria:
o Understanding of and commitment to the script
o Embodying the character (including physical and vocal traits where appropriate)
o Giving a performance that is conducive to the production
o Overall effectiveness of the performance
● The judges’ decision is final and irrevocable

*All main casts must wear formal attire on the Awarding Day (January 24, 2023). Highly requested
all the Main Casts and the Director of the film.
