Climate change effects represent already a serious challenge, they threaten to increase vulnerabilities, reduce the
availability of natural resources and weaken ecosystems functioning, limit citizen’s security, decrease business, hinder
social and economic development, and much more. Thus, adapting to climate change and building resilience is
increasingly becoming a priority for the municipality. Besides mitigation initiatives, to which municipalities have
been committed since many years, Sablayan may play today a larger role in adaptation and focus on strengthening our
capacity to assess vulnerability to climate change impacts and to identify corresponding plans and investments to
increase the community resilience.
