Incidences of VAWC are either reported but also not and oftentimes undocumented;
Absence of/or Lack of facilities during emergency situations to provide comfort to VAWC victims

This results in abuse amongst women children, due to absence of victim’s knowledge on their rights and
unawareness of what the BLGU VAWC desk for. The overall impact is less VAWC reported cases, insecurity
as well as trust to the concern authorities are reduced.
This problem is observed in the community itself, BLGU facilities as well as ultimately in the field with victim
complaints. The problem affects the victims of violence and women and children, and as overall the whole
community.
The problem is observed in the variation in constant complaint from the VAWC victims. Also, based from the
observations in the community that some victims were frightened to report such case. Based from the gathered
2019-2020 VAWC and BCPC reported cases done by the LGU coordinators, it is noticeable that there is
reported and recorded VAWC-related incidences. This is an indicator that there is actually existing violence to
women and children, but some victims are not able to seek help from the concern authorities.
In response to this, the BLGU of Cacao find ways to alleviate the problems encountered by VAWC focal/s in
handling cases of violence against women. The VAWC officers may conduct seminar, forum and consultation
with female residents of their community about the Anti-Violence against Women and Children Act of 2004.
Also, improve their VAWC facility in order to accommodate the victims/survivors well. The Punong Barangay
is encouraged to use their power to issue Barangay Protection Order as immediate relief to victims of VAWC.
And also, to increase the VAWC desk functionality in their barangay.
Based on the VAWC logbook of Barangay San Jose Gusu, there were a total of 17 reported cases from January
2019 to June 2020.
Cases filed are as follows;
VAW focal person of San Jose Gusu was trained with complete knowledge on handling cases, with experiences
implementing the laws protecting women and children's rights. But Barangay San Jose Gusu needs additional
VAW staff that will be properly trained to accommodate and help the VAW focal person in responding to the
immediate needs of the VAW victims and to provide manpower in sustaining the VAWC room. Also, Barangay
San Jose Gusu lacks equipment and materials for the victims to feel comfortable and safe.
The VAW functionality of Barangay San Jose Gusu was qualified as Ideal (94%) during the conduct of VAWC
functionality baselining last 2019 spearhead by the Zamboanga-Basilan integrated Development Alliance Inc.
ideal rate indicates a good rating for VAW desk functionality which means that it is functional. Also, based on
the Baseline done on Gender Responsive LGU ka ba (GeRL ka ba?), Barangay San Jose Gusu has a rating of
1.72 on organizational competencies and 1.51 on Basic Services and facilities. With an overall rating of 1.614
(GENDER NUETRAL).
The problem is whether this ranking does not accurately reflect the VAWC Desk's functionality or the
effectiveness of its VAWC interventions. VAWCs continue to occur, with the majority of instances going
unreported or unaddressed. So much so that advocacy for women's and children's protection must be
strengthened. The Barangay must explore more into the causes of the VAWC.
PROJECT DISCRIPTION:
The San Jose Gusu Barangay Council, as the smallest unit of government closest to the community, is
contributing to the community's aim of a VAWC-free community. The barangay's VAWC desk is a facility that
provides frontline services to victims and survivors of physical, sexual, psychological, economic, and other
forms of abuse. It is governed by a Punong Barangay-designated VAW Desk Officer or VAWC focal person.
As a frontline service provider, it is one of the mandates of the barangay to provide assistance to marginalized
members especially to those who have special needs such as women and children. But due to poor
understanding of the BLGU on how to allocate budget for GAD-PPA (project, program, and activity) and
implement activities and projects related to VAWC, the barangay still finds difficulties on improving their
assistance to the victims/survivors as well as the strengthening of the functionality of the VAWC facility.
Given the number of reported cases recorded in Barangay San Jose Gusu, advocacy and facilities for the women
and children's sectors are a must. The need for more improved services and knowledge to help resolve the
various Violence Against Women and Their Children related problems, as well as an increase of at least 25%-
30% in the attended cases in the women and children protection structures of Barangay San Jose Gusu,
necessarily requires holding seminars/trainings and addressing the need for additional facilities.
The barangay sees an opportunity to create local systems and build on the capabilities of barangay officials in
dealing with VAW/GBV-related issues. This not only trains VAW Desk Officers and other barangay officials
on how to handle VAW/GBC cases, but it also underlines everyone's commitment to eliminating VAW and
urges the general public to make an individual commitment to end violence against women and children. In
addressing VAWC as a peace and governance concern, it is apparent that the barangay seeks to foster peace and
social cohesion through these efforts.
The implementation of the project, the VAWC Room will be situated at the San Jose Gusu Barangay Hall.
Project Beneficiaries:
As the project's holder, the Barangay Council of San Jose Gusu is dedicated to addressing the community's
vulnerabilities to violence against women and their children (VAWC) through increased awareness and
participation in preventive actions, as well as providing quality response and services to the beneficiaries.

Co-Proponent Organization:
San Jose Gusu Women Association, the sectoral co-proponent, is a DOLE-registered organization with a total of
26 members.
The association was identified as a co-proponent of the project because the barangay recognizes their
involvement in community decision-making, and some of the association's members are members of the
Barangay Technical Working Group, which contributes to the identification of issues and concerns related to
VAWC, as well as the crafting of the proposal.

MANAGEMENT PLAN
The Project management team shall compose of knowledgeable and skilled VAWC Focal Person, staff and
community volunteer watchers from solo parent organization who are capable of responding and sensitively
assisting survivors or witnesses.
VAWC Focal Person, staff and community volunteer watchers should be properly and thoroughly educated on
Gender-Based Violence especially handling cases and undergo Gender Sensitivity Training (GST) and should
render 24/7 services if needed.
VAWC staff and community volunteer watchers are designated to assist the VAW focal person in monitoring
and reporting VAWC cases. In this way, Gender-Based laws will be fully enforced and implemented and many
women and children will be rescued from this kind of violence.
The Barangay Peace and Order Committee through the barangay tanods is in collaboration with the community
volunteer watchers in monitoring VAWC cases in the entire barangay.
VAW FOCAL PERSON

both women, children, LGBT, and the like.

A VAWC room is a physical facility that addresses VAWC cases in a manner that is Gender-sensitive and
responsive. Managed by a person assigned by the Punong Barangay, it is where the victim-survivor can
immediately go seek help.
It must be equipped with items and equipment necessary to make it fully functional. It is very important to
preserve the right to privacy and security of the victim/survivor is being respected, and the following must be
maintained;
- Assurance of confidentiality throughout the engagement with the victim/survivor and the VAW staff, facility
worker and the community volunteer worker.

comfortable and safe to express her feelings/insights without fear.
The VAWC room should be located within the barangay hall, if there is no barangay hall, the VAWC room may
be put near or where the Punong Barangay holds office. As prescribed in the functionality of Barangay VAWC
Desk monitoring. Its location must be situated in a place where the confidentiality, privacy and safety of the
client will be guaranteed.
Women’s groups and community-based organizations can provide important links between security
personnel and local communities. Establishing mechanisms for consultation and collaboration with these
groups can help improve the response of police to violence against women, with specific contributions of
community organizations including:
- Providing the first response to survivors of violence (such as immediate social support, protection,
shelter, basic medical assistance and trauma counselling), and subsequently assisting women to contact
police or accompanying them to the local police station.
- Sharing information to communities about VAWC and other related laws to prevent violence against
women and their children
- Conduct outreach and communications activities regarding VAWC with communities, especially men
and boys
- Local campaigns with other civil society organizations on different forms of violence (such as domestic
violence, trafficking, sexual assault/ rape, sexual harassment in public spaces
1. Punong Barangay/Barangay Officials—who will always oversee that the VAWC shelter exercises its
function;
2. VAWC Focal Person and BCPC Chairperson—these are trained and educated social workers who knows the
Do’s and Dont’s to help solve the victim’s problem, both women, children, LGBT and the like, as well to
delegate functions to PNP, tanods, social workers, barangay SK, and health workers;
3. Social Worker —a well-trained and educated social worker who is knowledgeable in the technical and social
know how in dealings with family, women problems, and who keeps records of victims with confidentiality;
4. PNP/Tanods—these peace officers help in promoting peace and security to women, families, and children
who are confronted with insecurities, danger or harm;
5. Health Worker—these workers are designated for both women and children to give health assistance, as the
case needed;
6. SK/Volunteer—are persons who are willing to volunteer themselves to do the tasking such as cleaning,
washing, curing, repair and the like of the facilities used in catering the needs of the victims.
SUSTAINABILITY:
VAWC focal should be equipped with knowledge on how to handle cases of victims. Assists on their needs and
bring proper authority if needed. Focal person assists victims in their cases and provide necessities. The
community volunteers are designated to assist. The VAWC desk officers in monitoring and reporting VAWC
cases per zones which comprise the barangay proper. This way the gender-based laws will be fully enforced and
many women and children will be resulted from violence and abuses.
The tanods/peace and order officers are in collaboration with the community, volunteer watchers in monitoring
VAWC cases in the communities/zone barangay.
Every change of administration, the barangay council should develop a local barangay ordinance for the proper
turn-over of VAWC facilities. This barangay ordinance ensures that the project will continue to be supported
even if a new government takes office. As a result, the new VAWC and BCPC focal points will get automatic
trainings, orientations, and seminars from the incoming administration. In addition, appointing a permanent
VAWC focal person will be considered.
