The document proposes a project to establish a VAWC shelter in Barangay San Jose Gusu. It notes that 17 cases of violence against women and children were reported between 2019-2020. Currently, there is a lack of facilities and equipment to support victims. The proposed project would procure materials and equipment for a VAWC room in the barangay hall to provide assistance to victims. Direct beneficiaries would be women and child victims of abuse, with barangay officials and women's groups also benefiting from increased training and awareness of violence issues. The goal is to better help the community's vulnerable groups and create a violence-free environment.

GAD PROJECT PROPOSAL

Barangay San Jose Gusu

Functionality)

Project Holder: Barangay Council/BLGU
Number of Beneficiaries: 100 families
Project Beneficiaries: VAWC Victims of Barangay San Jose Gusu
Location of Beneficiaries: Barangay San Jose Gusu
Date of Implementation: October-November 2021
Areas of Project Implementation: Barangay Hall
Budget Requirements: 108,200.00
Budget Requested: 40,000.00
Local Counterpart: 68,000.00

BACKGROUND AND RATIONALE:

San Jose Gusu was once a sitio of Baliwasan, and this sitio was called "Gozo" in Spanish meaning "happy",
referring to the then inhabitants thereat who were mostly farmers and were living happily and contentedly in
their farm life. Then this sitio Gozo was separated from Barrio Baliwasan and was created into a Barrio now
known as Barangay. It was subsequently renamed after the Patron Del Barrio "San Jose" and the word Gozo was
affixed after the word San Jose so as not to lose its original name when it was still a sitio of Barrio Baliwasan.
With the influx of migrants during and after the Spanish era to this Barrio from different parts of the country
who speak different dialects and languages in their communication, the word Gozu was finally accepted in all
writings and communications, hence this Barangay is presently called and known as Barangay San Jose Gusu.
The Barangay Council of Cacao together with its sectoral associations have identified issues and concerns
regarding Violence against Women and their Children during the GAD and VAWC Functionality Assessments
conducted by ZABIDA in 2019 led by its Governance Team. The following were among the insights and
feelings regarding the assessment result:

 Incidences of VAWC are either reported but also not and oftentimes undocumented;
 Absence of/or Lack of facilities during emergency situations to provide comfort to VAWC victims
(Inadequate Gender-responsive services and facilities)
 Lack of capability of VAWC Focal to handle VAWC cases (lacks/no Capability-building seminar on
VAW and GAD for Barangay VAW Desk Officers; lacks/no Trained service provider on handling
gender-responsive cases management)
 Absence of awareness and consciousness of gender issues among constituents (IEC materials)
 poor/low on budget allocated to implement GAD Programs, Activities, and Projects; poor
understanding of annual GAD Plan and Budget (GPB)

This results in abuse amongst women children, due to absence of victim’s knowledge on their rights and
unawareness of what the BLGU VAWC desk for. The overall impact is less VAWC reported cases, insecurity
as well as trust to the concern authorities are reduced.
This problem is observed in the community itself, BLGU facilities as well as ultimately in the field with victim
complaints. The problem affects the victims of violence and women and children, and as overall the whole
community.

The problem is observed in the variation in constant complaint from the VAWC victims. Also, based from the
observations in the community that some victims were frightened to report such case. Based from the gathered
2019-2020 VAWC and BCPC reported cases done by the LGU coordinators, it is noticeable that there is
reported and recorded VAWC-related incidences. This is an indicator that there is actually existing violence to
women and children, but some victims are not able to seek help from the concern authorities.

In response to this, the BLGU of Cacao find ways to alleviate the problems encountered by VAWC focal/s in
handling cases of violence against women. The VAWC officers may conduct seminar, forum and consultation
with female residents of their community about the Anti-Violence against Women and Children Act of 2004.
Also, improve their VAWC facility in order to accommodate the victims/survivors well. The Punong Barangay
is encouraged to use their power to issue Barangay Protection Order as immediate relief to victims of VAWC.
And also, to increase the VAWC desk functionality in their barangay.

Based on the VAWC logbook of Barangay San Jose Gusu, there were a total of 17 reported cases from January
2019 to June 2020.

Cases filed are as follows;

Year Number of reported cases recorded

2019 10
2020 7
TOTAL: 17

VAW focal person of San Jose Gusu was trained with complete knowledge on handling cases, with experiences
implementing the laws protecting women and children's rights. But Barangay San Jose Gusu needs additional
VAW staff that will be properly trained to accommodate and help the VAW focal person in responding to the
immediate needs of the VAW victims and to provide manpower in sustaining the VAWC room. Also, Barangay
San Jose Gusu lacks equipment and materials for the victims to feel comfortable and safe.

The VAW functionality of Barangay San Jose Gusu was qualified as Ideal (94%) during the conduct of VAWC
functionality baselining last 2019 spearhead by the Zamboanga-Basilan integrated Development Alliance Inc.
ideal rate indicates a good rating for VAW desk functionality which means that it is functional. Also, based on
the Baseline done on Gender Responsive LGU ka ba (GeRL ka ba?), Barangay San Jose Gusu has a rating of
1.72 on organizational competencies and 1.51 on Basic Services and facilities. With an overall rating of 1.614
(GENDER NUETRAL).

The problem is whether this ranking does not accurately reflect the VAWC Desk's functionality or the
effectiveness of its VAWC interventions. VAWCs continue to occur, with the majority of instances going
unreported or unaddressed. So much so that advocacy for women's and children's protection must be
strengthened. The Barangay must explore more into the causes of the VAWC.

PROJECT DISCRIPTION:

The San Jose Gusu Barangay Council, as the smallest unit of government closest to the community, is
contributing to the community's aim of a VAWC-free community. The barangay's VAWC desk is a facility that
provides frontline services to victims and survivors of physical, sexual, psychological, economic, and other
forms of abuse. It is governed by a Punong Barangay-designated VAW Desk Officer or VAWC focal person.
As a frontline service provider, it is one of the mandates of the barangay to provide assistance to marginalized
members especially to those who have special needs such as women and children. But due to poor
understanding of the BLGU on how to allocate budget for GAD-PPA (project, program, and activity) and
implement activities and projects related to VAWC, the barangay still finds difficulties on improving their
assistance to the victims/survivors as well as the strengthening of the functionality of the VAWC facility.
Given the number of reported cases recorded in Barangay San Jose Gusu, advocacy and facilities for the women
and children's sectors are a must. The need for more improved services and knowledge to help resolve the
various Violence Against Women and Their Children related problems, as well as an increase of at least 25%-
30% in the attended cases in the women and children protection structures of Barangay San Jose Gusu,
necessarily requires holding seminars/trainings and addressing the need for additional facilities.

The barangay sees an opportunity to create local systems and build on the capabilities of barangay officials in
dealing with VAW/GBV-related issues. This not only trains VAW Desk Officers and other barangay officials
on how to handle VAW/GBC cases, but it also underlines everyone's commitment to eliminating VAW and
urges the general public to make an individual commitment to end violence against women and children. In
addressing VAWC as a peace and governance concern, it is apparent that the barangay seeks to foster peace and
social cohesion through these efforts.

The implementation of the project, the VAWC Room will be situated at the San Jose Gusu Barangay Hall.

Project Beneficiaries:

As the project's holder, the Barangay Council of San Jose Gusu is dedicated to addressing the community's
vulnerabilities to violence against women and their children (VAWC) through increased awareness and
participation in preventive actions, as well as providing quality response and services to the beneficiaries.

The direct beneficiaries are:

-the women and their children who are victims of physical, sexual, psychological, economic and other
forms of abuse.
-the children of women who are survivors of different forms of abuse.

On the other hand, the indirect beneficiaries are the following:

1. Those who receive particular training

-barangay local government officials/staffs
-members of the women associations and other existing civil society organization in the barangay.
-VAWC focal person and BCPC chairperson as beneficiaries of the project through the capacity
building that they will be engaging. Procured equipment such as laptop will be used for the proper
documentation and report of the incidences.

2. Those who receive increased awareness

-solo parents,
-youth
-organized civil society organization
-the family
-the community in general

Co-Proponent Organization:

San Jose Gusu Women Association, the sectoral co-proponent, is a DOLE-registered organization with a total of
26 members.

The association was identified as a co-proponent of the project because the barangay recognizes their
involvement in community decision-making, and some of the association's members are members of the
Barangay Technical Working Group, which contributes to the identification of issues and concerns related to
VAWC, as well as the crafting of the proposal.
