Method Statement For Scaffolding Installation and Dismantling
1. SCOPE / OBJECTIVES
1. This method statement shall provide BQA of minimum guidelines to carry out
Scaffolding Works to allow safe means of access to work and accident-free
environment for GMCP SITE in accordance with the Project Specification.
2. This method statement will cover the following:
a) Installation of required safety working platform and temporary scaffolding
supports.
b) Proper control and utilization of scaffolding materials to avoid dismantling
and re-installation.
c) All system scaffolding erected, pipe and coupler scaffolding dismantling
and any alteration/modification on project as required.

3. RESPONSIBILITIES
1. Project Engineer /Construction Foreman shall be responsible for the implementation
of this method statement.
2. Safety In-charge shall be fully responsible to ensure that the all works carried out at
the site shall meet the Safety, Environment (HSE) and Security Standards.
3. Scaffolding Supervisor/Foreman shall be responsible for the supervision and
implementation at site to ensure of the following:
a) All workers are conforming to project safety procedures /regulations.
b) There is a safe access provided for scaffolders to work.
c) All scaffolds are erected in accordance with project scaffolding procedure.
d) Materials and workers are sufficient to meet site scaffolding requirements.
e) Proper housekeeping is maintained within his control area.
f) All documents needed are discussed and disseminate to “pre-talk” (PPE’s
inspection, work request, safety report, etc).
4. Scaffolding Foreman to ensure of the following: Direct supervision of any scaffold
erection, and dismantling, alteration or modification.
a) To oversee scaffolding activities under his areas of responsibility.
b) Sufficient scaffolding materials required for the job.
c) Scaffolders are trained for their assigned task.
d) Erected scaffolds are complete and in safe manner.
5. Scaffolding Inspector
a) Inspection of scaffolding at all working level upon notification from
supervisor that scaffold is safe and complete.
b) Update as required, modification work or adverse weather conditions.
c) Erected scaffold structures shall be inspected daily prior to use for
stability and safety.
6. Safety Supervisor shall be responsible in monitoring safety aspects and ensuring that
the work is done. He/She shall discuss to the workers the characteristics of related
materials and status of work area giving reminders as an additional point to injury and
incident free environment.
4. PROCEDURE
4.1 General Requirements
1. Scaffolding materials shall be inspected prior to delivery at site. All scaffolding
materials should be examined by scaffolding supervisor/Safety Officer and be fit to
use. Any material found to be in bad condition shall not be delivered to site.
2. Temporary lay-down yard shall be made available at site with proper signage and
barricade. If necessary, Mobile Crane shall be used for lifting of scaffolding materials
during loading and unloading.
3. Scaffolding materials should be properly segregated and arranged to maintain
cleanliness around work areas. All scaffold materials shall be stacked on wooden
pallets.
4. Required tools should be inspected and ready for use prior to erection / installation.
5. Scaffolding hand tools shall be secured by nylon rope attached to scaffolder`s body
harness to prevent from falling.
6. Static towers should have a metal base plate and be erected on a leveled foundation.
7. Vertical members on system towers are placed on a base plate that are placed on sole
boards.
8. During scaffolding erection, all horizontal and vertical members shall be checked for
levelness using spirit level. Unleveled member to be corrected before continuing with
erection.
