1. INTRODUCTION
JOB Pertamina - Medco E&P Simenggaris, hereafter known as COMPANY, is the operator of
South Sembakung Field located at Simenggaris Block, North Kalimantan. The South Sembakung
Field has a South Sembakung Gas Plant was designed to produce 30 MMscfd gas for 20 years.
Currently, there are 4 (four) wells which have been drilled; namely SSB-2 as production well and
three development wells namely SSB-4, SSB 5 and SSB-7, which are currently under temporary
suspension.
Based on the Gas Sales and Purchase Agreement (PJBG) to PT. PLN 8 MMSCFD and PT.
Kayan LNG 22 MMSCFD, the addition of 3 (three) development wells will be required, namely
SSB-8, SSB-9 and SSB-10.
COMPANY has initiated the new Project to accommodate produced gas from the new wells. The
project will consist of installation of : new wellsite facilities and its flowlines, LLP production
manifold and LLP production separator, new condensate handling system (heater, tanks,
pumps, custody meter and export line), new (future) compressor package during wells pressure
depletion and other repair and modifications required.

PT. Meindo Elang Indah has been awarded the Engineering, Procurement, Construction,
Installation & Commissioning of South Sembakung Gas Development.

1.1 PURPOSE
This document outlines reinstatement/ bolt tightening and methodology that CONTRACTOR intend to
perform on Simenggaris Project to ensure the correctness and proper assembly of each flange joint.

2. DEFINITION AND ABBREVIATION

4. SCOPE OF WORK

The scope of work covers by this procedure is reinstatement of piping line or network, its method
that will ensure the correctness and proper assembly of each flange joint to achieve the required and
satisfaction of the COMPANY.

5. GENERAL REQUIREMENTS AND PREPARATION

a. The installation of all critical valves will only takes place during the re-instatement of the piping
network in the system or sub-system where such critical valves are installed.

b. Before implementing this procedure, ensure that the flange management has already been
performed including the bolts and studs tightening are properly documented witnessed and
accepted by CPY (TMX27). Note that the re-instatement activities stipulated on this document
is generally the overall piping line or network final inspection, test package has been closed
meaning CLX02B has been signed by CPY and have the network or system ready for the
gross leak test.

c. A notification letter with at least 24hrs period shall be sent to CPY for witnessing the re-
instatement activity. This activity shall not be performed without the witness of the CPY
representative.

d. Ensure to provide some paint marker to each flange joint that has been inspected or wrap
each with cellophane plastic to emphasize that the joint has been inspected and accepted by
CPY. This will provide additional protection to the flange joints from any debris while waiting for
the gross leak test.

e. No flange joint/s can be opened or disturbed by CTR without a consent/authority from CPY.

f. For the vessel internal cleanliness inspection, ensure all dirt/debris have been removed from
the vessel and the entire internal surface is dry.

g. Ensure that all nozzles are already been sealed tight and no other activity are outstanding.

h. Ensure that the manhole door surface is clean and the gasket is properly in place prior to the
final closure.

i. Ensure to provide proper marker or label in front of the manhole door for each vessel which
has been inspected and accepted by CPY

6. RE-INSTATEMENT EXECUTION

6.1 PIPING RE-INSTATEMENT


a. Check the markings on each flange joint which signifies that it has been inspected previous by
CPY during the installation and install new proper gasket with correct material and bolt
tightening.
b. Once inspected, wrap each flange joint with cellophane plastic.
c. Check and ensure that all temporary supports are remove and that the piping line are properly
rested on the permanent supports.
d. Ensure that all instrument connections to the piping are properly restored and tightened.
e. After completing above, fill up corresponding check list CLX02B and obtain CPY signature as a
sign of acceptance.
f. Ensure the valves operation are free to operate and the orientation including direction of valves
are as per P & ID AFC status.
g. Prepare the piping network or system for the gross air leak test.

6.2 VESSEL FINAL CLOSURE


a. Check that all piping and instruments connected to the vessel are already in place and all spare
nozzles are blinded properly.
b. Clean the vessel internal by removing all dirt using cotton rags, steel brush or vacuum pump, if
necessary.
c. Ensure that the surface of vessel internal are dry and free of any corrosion especially for the
stainless steel vessel/tank.
d. Should a need for the touch up on some surfaces of the vessel internal it will be CPY will decide
and approve for the required action plan.
e. It is CPY discretion and confirmation for the desired vessel cleanliness prior to final closure.
f. Proceed to close the manhole door. Ensure that the gasket are properly installed and no
scratch or worn out.
g. Insert all new bolts on the holes and hand tight each.
h. Once the bolts tightening are complete, provide some marker on the front side of the door
stating that the vessel has been inspected by CPY
i. After completing above, fill up corresponding check list CCX03 and obtain CPY signature as a
sign of acceptance.

1 Check that the pipework and equipment are drained as per procedure.
2 Before definitive closure, insure that all flanges has been painted (internal side).
3 Check that the pipework and equipment (re)installation conforms to the specifications, drawings and to the P&ID's.
4 Check that the pipework does not anyway load and stress the equipment it is serving.
5 Check that new gasket have been installed after pipework and equipment reinstallation.
6 All plugs installed on vents and drains for test have been removed.
7 Check that all removed fragile devices and critical valves have been re-installed.
8 Check if all temporary equipment (test spades, filters, spool pieces…etc) have been removed.
9 All specific blinds and/or spectacle blinds have been correctly installed as per PID.
10 Check that the pipework, valves, check valves are undamaged. Also check the ancillaries and any other components.
11 After the (re)installation of a valve check that it operates freely.
12 Check that the flow direction of the valves and ckeck-valve is in the correct sense/direction.
13 Check that the valves have been correctly lubricated and that they have the correct spindle packing.
14 Check that all the bolts and fasteners are suitably lubricated.
15 Check that the bolts have been retensioned at opened joints.
16 Check that all golden welds (final tie-ins without hydrotest) have been performed as per procedure.
17 Produce a set of marked-up drawings in accordance with the installation.
18 Produce a defects list for issue in the Punch List.
