Problem Statement:

Research tells that when education is interrupted not only does learning stop but learner
also begin to lose hard-earned skills acquired when in school. Likewise, reading skills among
learners of grades 1 to 6 of Sison Central Integrated School seem to have been stalled during the
pandemic as shown in the reading assessment given by their teachers once the school opened its
face to face classes in March 2022.

Alarmed by the result of the reading assessment, the school head and the teachers aim to
improve the reading level of all these learners by the end of the School year with the help of
stakeholders in the community.
Proposed Solution:

As to the reading materials to be used in this program, the teachers will make an inventory
of all the available reading resources in the school. These will be used depending on the reading
level of the learner. Each teacher will make a list of their learners according to their reading level
and make a propose schedule of their face to face reading time with the teacher. If reading
materials is insufficient, teachers will be soliciting additional reading materials from the outside
stakeholders including the Local Government Unit (LGU).

In consonance to the Brigada Pagbasa as stipulated in DepEd Memorandum 48 S. 2021,


teachers will look for possible stakeholders in the community as partners in this endeavor. The
stakeholders could donate reading materials or they could help the teachers conduct the remedial
reading activity. A memorandum of agreement will be signed by the teacher, the school head and
the concerned stakeholder.

At this time of pandemic, there is always a risks. Some learners and even parents will be
hesitant to bring their children back to school in the afternoon for remedial reading. They will be
meet by the teachers, explain the urgency of the activity and make arrangement on the schedule
of the learner. Online platforms could also be used in case face to face is not possible.

Stakeholders and partners in this program will be given due recognition for their
contribution to this particular project.

III. Project Background

Reading is a kind of gateway to the development of academic skills across all discipline
according to Ben Domingue, a professor in the Stanford University. Reading is a key that opens
all doors. If a kid can’t read effectively by third grade or so, they’re unlikely to be able to access
content in their other courses. When children read, they continue learning. However, the
unprecedented occurrence of the pandemic hampered the students learning. Reports said that
91% of the world’s student population has been affected by the pandemic. Research tells that
when education is interrupted, not only does learning stop but learner also begin to lose their
hard-earned skills acquired when in school.
Having complied with the requirement stipulated in DM030 s. 2022, and DEPED-DOH
JMC No. 001-s. 2022, the Sison Central Integrated School opened the expanded face to face
classes. Part of the teacher’s job is to teach the essentials in which reading is one of the most
basic skill that a learner must have. To assess the reading development of the pupils, the
Functional Literacy Assessment Tool (FLAT) was used.

Table 1 shows the result of the assessment conducted using the Functional Literacy
Assessment Tool (FLAT). The 9 pupils under the level of nothing are assessed with learning
disabilities together with several pupils under the level of letter. However, the result is still very
alarming that 22.94% pupils are under the level of letter, 14.72% under the level words.

It is the aim of this innovative project to level up the reading level of at least 50% of
learners under each of the reading level in the assessment tool.
IV. Project Objectives

This innovative work plan aimed to improve the teaching skills of the Secondary
Teachers of Bantay Insik Integrated School, Bantay Insik, Sison, Pangasinan. Specifically, it
aimed to:

1. Establish good working relationship relative to classroom observation.


2. Assist teachers in improving their teaching strategies.
3. Make assessment of own teaching styles through the use of video.
4. Improve educational outcomes.
