ABSTRACT

Zhejiang Jingxing Paper Co., Ltd is Jinxing Holding (m) sdn bhd parent
company which from China. The factory still under construction and estimated
time to complete Phase 1 is around December 2022. Phase 2 will start
construction after one year of production. JXM factory got it own river water
pump house, water treatment plant, thermal power plant, warehouse,
production plant, waste water treatment plant, hostel and office. The
production line mainly producing high quality products like corrugated medium,
pulpboard and kraft liner.

From the CePSWaM course, I have learned how to identify and classify of SW
base on the type of activity/process and the physical and chemical properties.
Moreover, the knowledge on choosing a proper container to store SW, the
proper method to do labelling and how to design a SW storage which follows
the guidelines of the Direct General. In JXM, there are 6 types of SW. Five of
it already generated which is SW 305, SW 307, SW 408, SW 409 and SW 410.
The SW 306 yet to generated in near future.

The SW management data also presented in Chapter 3.2. However, the


September inventory was not able to upload into the e-SWIS as the online
system down end of September. Thus, JXM only manage to upload the
September inventory on early of October. Moreover, the actual date of JXM
SW disposal is supposed to be on 23 October 2022. But JXM already applied
for a 6 months extension and got the approval from Director General as JXM
SW generation for 1 year will not be more than 20 metric tonnes and
construction is expected to complete in few more months.

There is some improvement that I have made after I attended the course which
mainly on scheduled waste storage, packaging & labelling and housekeeping.
There are some future efforts as well which is to increase awareness or
knowledge of company workers, enhance operation phase SW storage and
enhance the accuracy of data.

CHAPTER 1: INTRODUCTION TO COMPANY BACKGROUND

1.1 Background of Company or Industry

Jinxing Holding (m) sdn bhd parent company is Zhejiang Jingxing Paper Co.,
Ltd. It is origin from China, near Shanghai area. It started on 1984, a very small
paper factory and become large enterprises with many of subsidiaries
company through continuous innovation. The company was listed on
Shenzhen Stock Exchange on 15 September 2006. As the company
continuously growing bigger, they planned to open up oversea business. Thus,
JXM is incorporated on 22 March 2019 in Malaysia and a wholly-owned
subsidiary of Zhejiang Jingxing Paper Co., Ltd.

JXM is located at Lot 50188, Mukim Tanjung Dua Belas 42700 Kuala Langat
Selangor Darul Ehsan or search Banting paper mill in google. The factory
layout will be shown in Appendix 1.1. The company working hours for Monday
to Friday is from 8am to 5pm and Saturday is from 8am to 12pm alternative
week. JXM current employees are mainly focus on construction phase but
during testing commissioning and operational phase JXM will hire more
workers.

The factory of JXM is currently under construction. But in near future, it will be
an advanced and highly automated paper mill with integrated water treatment
and thermal plant. It using waste paper as the raw materials to manufacture
high quality products like corrugated medium, pulpboard and kraft liner.

The company construction started on last year January 2020 until now. There
are some sections in our site which are river water pump house, water
treatment plant, thermal power plant, warehouse, production plant, waste
water treatment plant, hostel and office. The estimated completion for phase
one is on December 2022 and start construct phase two after one year of
production. There are around 800 workers in construction right now.

Since the factory still until construction, thus, the scheduled waste usually
produced from heavy machinery maintenance, some emergency event occurs
on those heavy machines and paint wastes.

1.2 Situation before course attendance

As a worker that given the opportunity to attend CePSWaM course on 14th –


18th March 2022, I’m responsible to use my knowledge on scheduled waste
management to help our main contractor improve any non-compliance for their
current management. There is some non-compliance on proper management
of SW that requires a competent person to educate the workers. The lists of
non-compliance items show in Table 1.2.1 below and photos attached in
Appendix 1.2.

CHAPTER 2: ENVIRONMENT MAINSTREAMING TOOLS

2.1 Organization’s Environmental Commitment

2.1.1 Environmental Policy (EP)

JXM environmental policy was made on 1 st October 2019. In order to


protect the local and global environment, our company is complying with
applicable legal requirements and other requirements that relevant to
the protection of the environment. Moreover, our company is minimizing
the resources consumption, reducing waste produce and preventing
pollution during construction to minimize environmental impact cause
by our activities, products and services.

JXM management also responsible in educate, train and motivate it


employees to be environmental responsible whenever doing tasks and
will ensure that a continuous environmental protection strategy remain
core to our business goals. The environmental policy form is attached
on Appendix 2.1.1 below.

2.1.2 Environmental Budgeting (EB)

The total environmental budgeting for construction phase in year of


2021 to 2022 is RM 533,700. This amount of budget only for
construction phase since JXM project site still under construction. Thus,
the environmental budget for operation phase is not plan yet. Below lists
show the budget for each category. The environmental budgeting form
is attached on Appendix 2.1.2.

2.1.3 Environmental Competency (EC)

A competent person is the one who take responsible to prevent or


protect the environment from been contaminated or polluted by human
activity. Under EQA 1974 section 49A, each specific competent person
is required to responsible on either operation equipment, scheduled
wastes or preparation and submission of reports. As a scheduled waste
competent person, I’m responsible to supervise the main contractor
whether they comply with EQSWR 2005 for the construction phase.
Moreover, I’m responsible to notify DOE whenever new scheduled
waste was generated on JXM construction site, checking the inventory
of SW before submission on E-SWIS and create awareness by
providing training to contractor workers and JXM workers to ensure all
workers compliance toward DOE requirements.

Some PIC or competent person of Environment are also listed in the


table 2.1.3.1 below. The overall organization chart, JD, certification of
attendance CePSWaM course and Certificate of Competent are shown
in Appendix 2.1.3.

2.1.4 Environmental Monitoring Committee (EMC)

There are two environmental monitoring committees that set up by JXM


which is ERCMC and EPMC. ERCMC chaired by executive director is
conduct once every year and EPMC chaired by project executive is
conduct once every three months.

In the organization chart, I’m PIC on scheduled waste management


which supervise JXM main contractor and make sure they always
comply with regulation during the construction phase. The ERCMC and
EPMC organization charts were shown in Appendix 2.1.4.

2.2 Operational Environmental Commitment

2.2.1 Environmental Facility (EF)

JXM scheduled waste storage is far away from the construction area
and employee office which is under a safe area. The scheduled waste
storage is fully covered by fence, roof, door with lock and sump at the
corner. Only authorized personnel who hold the key is allowed to enter
it.

In JXM most of the wastes are SW408, SW409, SW410, SW307,
SW305 and SW306 as JXM company still under construction phase.
Therefore, no chemical was used during this period. Those scheduled
wastes like SW408, SW409 and SW410 that in solid form were using
open top bunghole steel drums to store it and SW305, SW306 and SW
307 were using closed top bunghole steel drums to store it as there are
in liquid form. In case of having chemical or acid wastes, I will use
jerricans or bunghole plastic drums to store it depend on the volume.

Moreover, there is ample aisle space between each container for easier
waste filling and housekeeping. Those incompatible scheduled wastes
were separate with each other to avoid reaction happen when event like
spillage or leakage happen.

For emergency response preparation, JXM scheduled waste storage


got full set of spill kit and fire extinguisher for standby in case there is
massive spillage or burning occur. The scheduled waste storage layout
location, layout plan of SW storage and photo of SW storage facility
were shown in Appendix 2.2.1.

2.2.2 Environmental Reporting and Communication (ERC)

JXM environmental meeting for EPMC and ERCMC were involving all
parties which include main and sub-contractor for installation and
construction and third parties’ consultants that report to JXM. During the
meeting, all the environmental issues will be raised up and discuss on
mitigation measure. Then the issues will be followed up on next meeting.
In Appendix 2.2.2 shows the minute meeting sample of EPMC and
ERCMC.

2.2.3 Environmental Transparency (ET)

Before entering JXM temporary office, there is an environmental notice


board that shows the scheduled waste management in the company.
Information like common SW that generated during current construction
phase, type of containers to be used to store SW and also some basic
knowledge on scheduled waste management as DOE requirements.
This is to educate all JXM employees and showing environmental
transparency to the public and visitors that come to JXM site. In
Appendix 2.2.3 shows the photo of the notice board in JXM site.

CHAPTER 3: THE MANAGEMENT OF SCHEDULED WASTES

3.1 Description of scheduled wastes

3.1.1 Identification and classification of SW

Whenever found out any waste, firstly, I will find the source of waste.
Then base on source, I can identify whether the waste is hazardous
waste or not. A hazardous waste is a waste with properties that make it
dangerous or capable of having harmful effect on human health or the
environment. It also known as scheduled waste.

During construction phase, most of the scheduled wastes that produce
by my company was when doing maintenance or spillage of heavy
vehicles. Therefore, waste that produce was mainly hydraulic oil and
lubricant oil. Oil is a hazardous waste as it harmful to the environment.
Used container of oil and chemical also produced during construction
are scheduled waste as it likely reactive and harmful to the environment.

In total, there are 77 types of scheduled wastes and it can be


categorized into 5 groups: Metal and metal bearing wastes (SW1),
Waste containing principally inorganic constituents which may contain
metals and organic materials (SW2), Waste containing principally
organic constituents which may contain metals and inorganic materials
(SW3), waste which may contain either inorganic or organic
constituents (SW4) and other wastes (SW5). Base on waste
characteristic, the waste can be classified into group and choose for the
most suitable code for it.

However, there is also an easier way to choose a code. Which is


sending the unknown waste sample to the lab. Based on the lab result
MSDS, the waste characteristic can be easily determined, then choose
it group and its specific code.

Appendix 3.1.1 shows the SW process flow chart and SW generated in


JXM.

3.1.2 Packaging and Labelling of SW

In my site, I usually used open and closed top steel drum to store
construction site scheduled waste. Open top steel drum for SW 408,
SW 409 and SW 410. Closed top steel drum for SW 305, SW 306 and
SW 307.

The labelling for all of the scheduled wastes is following the picture
shown in Appendix 3.1.2. With toxic substances (waste) labelling,

scheduled waste code, name of waste, first produced date, company
name (producer), company address and phone number.

3.1.3 Storage of SW

JXM temporary scheduled waste storage area was designed to store


construction scheduled waste for at least 180 days, accommodate
abnormal waste production or late waste disposal and sufficient space
for segregation between tanks. Moreover, the entire storage was using
welded fence panel with signage in-front of it. Like no smoking sign,
PPE needed to handle scheduled waste, keep out and authorized
personnel only.

Furthermore, the storage roof top was covered by metal corrugated


roofing sheet and floor was covered by concrete slab without cracks
and gaps. The entire storage area was surrounded by the concrete dike
wall which able to capture 110% of the steel drum volume. Last but not
least, one of the storage corners has a sump pit for surface run-off water
channel toward it to void water accumulate in storage area and easier
housekeeping. Appendix 3.1.3 shows the interior and exterior of current
JXM scheduled waste storage room.

JXM future scheduled waste storage will have a parameter drain


underground surrounding the whole storage and sump bit connect with
parameter drain to has a better housekeeping during leaking or
emergency events. Furthermore, JXM will add a three-tier rack which
able to place three pallets for each layer. The compatible scheduled
waste will be separate using spill tray. The sliding door type will be used
in scheduled waste storage to allow forklift entering it. The rest of the
design will be similar with the temporary design with well fencing and
top cover to prevent exposure to rain. All whole storage was design
accordance with legal requirement and guideline issued by DOE. The
Auto CAD drawing also shown in Appendix 3.1.3.

3.1.4 Transportation of SW

Whenever Jingxing Holdings (Malaysia) scheduled waste storage


almost exceeding 180 days or 20 metric tonnes, I will contact a licensed
transporter that found on e-SWIS website for disposal. Before collecting
of scheduled waste, the contractor will provide his /her driver details like
name, IC number and vehicle number. During disposal of scheduled
wastes, consignment note will be provided by competent person to
transporter to fill in driver’s details. From the consignment note, I will be
able to double check the driver’s details is it tally with the information
provided by the contactor before hand over the scheduled wastes.
Moreover, the waste card with all the waste details like properties,
handling of waste and action to be taken when spillage happen during
transportation will also be hand over to transporter.

3.1.5 Disposal of SW

The scheduled wastes in Jingxing Holding Malaysia during construction


phase are usually send for recovery and disposal. This is because
scheduled wastes that generate are mainly oil contaminants and some
chemical contaminants. Thus, the scheduled wastes were first sent for
recovery then only disposal to landfill. The oil is a recoverable resource,
by recovering it able to reduce the amount of waste direct dispose into
landfill.

The contractor I picked was a prescribed premises with facilities license


that able to treat and dispose Jingxing Holding Malaysia scheduled
wastes which listed in e-SWIS DOE.

3.1.6 Training of SW

Since JXM still under construction phase, most of JXM workers are not
aware on SW management. Thus, JXM is conducting theoretical
training for each department. However, in near future, JXM will also
conducts hand on training to each department especially JXM
maintenance team who will be handling JXM SW during operational
phase.

Moreover, every time new joiners joining JXM, SW competent person


will be responsible to conduct the theoretical and hand on training. JXM
also plans to conduct consistent training for every 6 months period. So
that every employee in JXM is aware on SW management all the time.
Appendix 3.1.6 shows the list of people who attended the SW
management training class.

3.2 SW management data

3.2.1 SW record keeping data

The scheduled wastes record keeping data in JingXIng Holding (m) sdn
bhd during construction phase are collected by our main contractor.
Every month they will provide a manual monthly inventory form to us for
review and approve by JXM competent person. If new scheduled waste
generated on site, the main contractor shall notify JXM then JXM
competent person will notify DOE using e-SWIS.

Record documents like notification, inventory, consignment note and


waste card shall be prepared properly before disposal. Below Table 3.2
shows summary of scheduled waste management data.

However, the consignment note that attached in Appendix 3.2.1 is for


March SW disposal. This is due to reason that JXM will extend the
disposal date until 30 April 2023 which already get approval from

Jabatan Alam Sekitar Negeri Selangor. The approval for extension also

Moreover, the September e-SWIS inventory form is empty as the


system down by the time JXM uploaded the inventory at the end of
September. Thus, the data for September is bring forward to October
inventory.

3.3 Change in management of SW

3.3.1 Situation before course attendance

Before attending the course, Jingxing Holding Malaysia already practice


the notification and inventory requirements of DOE. The newly
generated scheduled waste and quantities will be notified to the Director
General within 30 days from the first date of generation through DOE’s
on-line system called electronic scheduled wastes information system
(e-SWIS).

Every time the scheduled wastes generated, the quantity, date, waste
category code and waste name of that particular scheduled waste will
be recorded in fifth schedule (inventory of scheduled wastes) manually

for internal recording purposes. Moreover, before the end of every
month, the manual inventory data will be updated through DOE’s on-
line system e-SWIS.

Whenever the scheduled wastes are going to exceeding 180 days of it


first date of generation or 20 metric tonnes, Jingxing Holding Malysia
will contact license transporter to collect the scheduled waste then
dispose or recovery on prescribe premise. Consignment note will also
be provided to transporter to keep track the movement of scheduled
wastes and waste card for action to be taken when spillage happen.

3.3.2 Situation after course attendance

After attending the CePSWaM course, I have introduced new and


improved work in scheduled waste management mentioned below.

Every month before submission of inventory through DOE’s on-line


system e-SWIS, I will weigh the scheduled waste’s containers again to
double check the quantity of current is it the same with the quantity listed
in the manual inventory. This is to make sure the quantity in Jingxing
Holding Malaysia scheduled waste storage is same as the quantity
uploaded online.

Perimeter drain is suggested in Jinxing Holding Malaysia new


scheduled waste storage which connect with a sump during operational
phase. To make sure scheduled waste that spill can be channel to one
point for easier handling.

Furthermore, I also suggest to add an eye wash and spill kit for
emergency cases and basic PPE like glove, mask and goggles when
handling scheduled wastes in new scheduled waste storage.

Implement weekly inspection on scheduled waste storage to make sure


storage always following regulation 9 in Environmental Quality
(Scheduled Wastes) Regulations 2005.

3.3.3 Area of improvement

As a scheduled waste competent person in JXM, whenever there are


non-compliance items been found out, I will try my best to resolve it as
soon as possible by doing improvement that follows legal requirement.

Table 3.3 below shows the area of improvement that I have made during
my field training period on scheduled waste management. All the proof
were shown in Appendix 3.3.3.

3.3.4 Future efforts

For future efforts, I really need the upper management to support my


proposed improvement. Therefore, I will try my best to convince and
sharing my point of view and knowledge as a competent person to the
upper management which helps company to be more compliance with
the DOE requirements. Table 3.3.4.1 below shows the subject that
required to improve in near future.

CHAPTER 4: CONCLUSIONS

During this field training, it helps to enhance my knowledge on SW


management and really benefit me a lot. I learned that every new SW
generated must be notify to DOE, the proper method to store and label SW,
the format of inventory record, the flow of consignment notes, how to find a
lessen SW transporter and prescribe premise and the proper storage design
that fulfil DOE requirements.

From improving JXM company SW management, it protecting the environment


from being contaminated and helps to build company reputation toward the
public. Moreover, it a good practise during construction phase which allow all
JXM workers to be familiar with SW management and able to implement it
during operation phase easily.

There is some limitation encounter during field training which is main


contractor problem. It a bit difficult to ask them to follow exactly what needed
and always get delayed. Other than that, it all good and JXM will have a better
SW management during operational phase as it will be all manage back by
JXM company.

For the CePSWaM course, I hope the lecturer can provide a FTR pdf sample
and having more details explanation on FTR. In order to encourage company
to dispose SW to prescribe premise, I think government side should reduce
the disposal cost by allowing company to deduct partial of disposal cost from
the tax.

• Responsible to manage and implement scheduled waste in compliance with Environmental Quality

• To ensure EIA approval condition and Environmental Management Plan (EMP) comply in accordance to
DOE requirements.

Part 2 : Detail duties


• Responsible to handle e-SWIS system on notification and reporting to DOE.
• Responsible to ensure inspect and update the scheduled waste inventory.
• Responsible to ensure that the scheduled waste management (storage area, identification,
labelling, packaging and storage period) to comply with EQ(SW)R 2005.
• Responsible to conduct weekly inspection at scheduled waste storage area.
• To work closely and cooperate with Environmental Officer competent person on the eMAINS system for
Scheduled waste Environmental Mainstreaming Tools (EMT).
• Responsible to advise the top management on best practices, equipment, upgrades and other
operational aspects to contribute to ecology friendly, cost-reflective impacts of scheduled waste
management.
• To participate and report scheduled waste management in the EPMC meeting.
• To involve in the Internal and external Environmental Audit together with the environmental officer in
regards to the scheduled waste management.
• Responsible to arrange for the waste acceptance criteria and prepare waste card for each type of
scheduled waste generated and assist on the scheduled waste disposal.
• Responsible to provide training and create awareness on scheduled waste management
compliance with the Environmental Quality (Scheduled Wastes) Regulation 2005.
