METHOD STATEMENT
1. SCOPE

This method statement is limited to all works associated with the Non-Structural Metal Works such
as Handrail, Cat Ladder and Access Hatch, Grating, Wire Mesh, Cages, Entrance Canopy, Bollard
and Steel Doors
With respect to Approved drawings, Material submittal, method statements & Contract
Requirements.
Paint systems for different structures/elements as regards the colour and type shall be subject to
Engineer/Client selection and approval.

2.2. ABBREVIATIONS

QA - QUALITY ASSURANCE is the planning and organizing of a system or program to maintain a


required level of quality or reliability. This includes auditing the system’s operation and related
controls to assure that they are being executed properly and functioning as expected. Quality shall
be assured by China state Int. Tr. LLC
QC – QUALITY CONTROL is a part of Quality Assurance, implements the latter by examining physical
characteristics and comparing them to established and acceptable Quality Documents as stated in
the quality assurance program or plan
Quality shall be controlled by China state Int. Tr. LLC in accordance with the Quality Documents.
ITP - INSPECTION & TEST PLAN means the document which contains sequence of activities in a
process, highlights the applicable Quality Documents, and inspection criticalities.
PAR - PREVENTIVE ACTION REQUEST means to eliminate the causes of a potential nonconformity or
other potentially undesirable situation
CAR - CORRECTIVE ACTIONmeans to eliminate the causes of a detected non-conformity or other
undesirable situation.

QUALITY DOCUMENTS means drawings specification, procedure, record formats, codes and
standards specified in the documents issued by the Contractor/Company to the Subcontractor.
SITE means the place, designated by Client for further development, where the construction
activities shall be carried out by China state Int. Tr. LLC

5. Preparation Work

5.1. General Requirements

 Shop Drawings will be prepared and approved before the start of work.
 Submittals will be submitted before the start of work.
 Fabrication & Delivery of Long Lead Items.
 Existing hardware material which are already fixed must be covered/protected appropriately
by dust sheets with the help of masking tape before surface preparation and painting
commencement
 Work Clearance must be released prior to start of work.
 Clean and prepare concrete or cement plaster surfaces to be painted. Efflorescence, chalk,
dust, dirt, grease and oils shall be removed.

5.2. Material Receiving & Checking

Upon receiving the material on site Engineer will check all the required material and all the Delivery
Notes are submitted by the supplier of all the factory fabricated sections prior to installation.

5.3. Material Delivery & Storage

Deliver materials to project site on the specific area allotted for the contractor in proper package
and delivery notes containing the following details

• Product name or title of material.


• Product description
• Contents by volume, for pigment and vehicle constituents.
• Application instructions.
Store products in manufacturer's unopened packaging until installation. Storage of material should
be away from sunlight & heat sources. The storage place should be dry & as per the site safety
standards.

6. Work Sequence

6.1. Staircase Handrails:

6.1.1. Material Offloading, Manual Handling & Storage:

▪ The Staircase handrails consist of railing flights, fitting material, Base plates, & Base
plates covers.

▪ The material will arrive by 3-ton pickup and will be offloaded using Boom Loader or
Forklift provided by main contractor where access is available and allowed by

construction team. Each staircase flight will be shifted manually to the desired
location.

▪ Materials to be palette and wrapped wherever possible.

▪ The workforce will be trained to observe safe lifting techniques, and safely handle
loads for materials of regular shape or size.

▪ Any heavy or bulk loads should be moved using a Boom Loader/Crane.

▪ All operatives must wear the correct PPE for the job as noted in the Risk Assessment.

▪ Material Inspection Report shall be raised to get material approved prior to get
installation at site.

6.1.2.Installation & Execution of Works:

▪ This method of statement is applicable for all locations of installations where materials
need to be installed:

▪ Upon receiving the approval for material inspection, we shall start the installation of
the material.

▪ Materials will be offloaded by the Forklift or Boom Loader from the vehicle, and will
be shifted to the desired location. Lucky Eng. Services workers along with Contractor
riggers will perform the rigging activity in order to shift the materials on exact location
of installation. Contractors scaffolders will remove the temporary handrails and
scaffolding pipes (wherever needed) to provide proper access for materials during
shifting.

▪ All the workers involved in the shifting of materials will use the safety harness as a
fall protection which will be hooked with the temporary handrails already provided if
materials are to be fixed into a certain height.

▪ Grinders and welding plant could be used for adjusting flights as per site situations.

▪ Welding work shall be carried out by experienced fabricators of Lucky Engineering


Services.

▪ Grinding will be done by trained labour of Lucky Engineering Services.

▪ Fabricators and grinding staff will wear proper suit for welding work along with safety
shoes and gloves as well as eye protective goggles.

▪ After fixation of railings into concrete, the fit up (splicing/ jolting) works will be carried
out inside the staircase. Therefore during the fixation, splicing and painting activities
the staircase will be temporally closed for any access.

▪ Final paint/touch up will be applied after the completion of fixing and splicing works

6.2. Cat Ladder and Access Hatch

Cat ladder material consists of ladder, cage, access hatch, base plates and anchor bolts:

6.2.1.Transportation and Delivery:

 Ladder and all relevant materials will come in 3-ton pickup and will be offloaded to
desired location using tower crane.

 Once material received, inspection will raise for all material confirming the quantity
by the help of delivery order.

▪ All operatives must wear the correct PPE for the job as noted in the Risk Assessment.

▪ For Ladder inside tank proper training was provided to labor to work in confined
space.

6.2.2.Installation & execution of works:

▪ Ladder will be fixed to concrete and tank using anchor bolt through attached plates.

▪ Ladder will be bolted to tank or concrete as per the approved shop drawing.

▪ For Ladder inside tank proper training was provided to labor to work in confined
space.

6.3. Grating:

6.3.1.Transportation and Delivery:

 Shipping the pre-fabricated material (Gratings) to the location

6.3.2.Installation & execution of works:

 Confirm and mark levels with the contractor using approved shop drawing for all the
steel angles.

 No welding work is involved.

 Grinding work could be done for fixing grating on curves or turns.

 Lay gratings max weight 30-40 kg as per approved shop drawing

 Wherever required approved Angles will be welded underneath gratings in


approved position and location as supports (As per shop drawing).

 Anchor Bolt will be used to fix angle in concrete if required.

6.4. Wire Mesh:

6.4.1.Transportation and Delivery:

▪ Shipping the pre-fabricated material to the location

6.4.2.Installation & execution of works:

▪ This method of statement is applicable for all locations of installations where Mesh need to
be installed:

▪ Upon receiving the approval for material inspection, we shall start the installation of the
material.

▪ Mesh will be offloaded by the fork lifter or hand lift by workers of Lucky Engineering from
the trailer, and will be shifted to the desired location. Lucky Eng.

▪ Posts will be fixed on the specified concrete columns.

▪ Level of the Mesh Railing to be checked prior to tightening of bolts.

6.5. Entrance Canopy:

6.5.1.Transportation and Delivery:

 Canopy and all relevant materials will come in 3-ton pickup and will be offloaded to
desired location using fork lift.

 Once material received, inspection will raise for all material confirming the quantity
by the help of delivery order.

▪ All operatives must wear the correct PPE for the job as noted in the Risk Assessment.

6.5.2.Installation & execution of works:

▪ Bicycle Rack will be fixed to concrete using anchor bolt through attached plates.

▪ Bicycle Rack will be bolted concrete as per the approved shop drawing.

6.6. Bollard:

6.6.1.Transportation and Delivery:

 Bollard and all relevant materials will come in 3-ton pickup and will be offloaded to
desired location using fork lift.

 Once material received, inspection will raise for all material confirming the quantity
by the help of delivery order.

▪ All operatives must wear the correct PPE for the job as noted in the Risk Assessment.

6.6.2.Installation & execution of works:

▪ Bollard will be fixed to concrete using anchor bolt through attached plates.

▪ Bollard will be bolted concrete as per the approved shop drawing.

6.7. Doors and Gates:

6.7.1.Transportation and Delivery:

 Fabricated Gates and Doors with complete accessories and anchorage systems to be
delivered at site at once.

 Once material received, inspection will raise for all material confirming the quantity
by the help of delivery order.

▪ All operatives must wear the correct PPE for the job as noted in the Risk Assessment.

6.7.2.Installation & execution of works:

▪ Gates are to be installed on proper area as per door/gate schedule.

▪ Bolts are to be fixed temporarily first in order to correct the alignment of the doors
and gates.

▪ Once all the alignments and elevations are confirmed, bolts are to be fixed properly
and tightly.

▪ Accessories such as locks will be fixed only upon requirement but must be made
available at store at all times.

▪ After installation, proper housekeeping and protection to be observed.

7. Quality control

The LES hot works and site installation will be carried out in accordance with the Project Specification
and associated documentation, the Project QA/QC Plan and the Inspection and Test Plan specific for hot
works of metal works

8. Inspection and Testing

QC Engineer shall monitor all these stages as per ITP.

9. Health, Safety and Environment:

9.1 General

 Proper scaffolding shall be used and Safety harness to be used and secured, if required.
 All personal protective equipment shall be used as appropriate according to the nature of
the job.
 The painting Materials shall be stored as per manufacturer's recommendations& Site Safety
Standards.
 Housekeeping shall be of good standards and all off cuts and spills shall be removed.
 The working area shall be ventilated all the times.
 Refer to the product data sheets& MSDS for the safety precautions to be taken during
application of the products and on certain circumstances.

All works will be carried out in accordance with the environmental code of practice implemented
by A China state Construction Engineering Corporation. All specific environmental issues are
addressed below.

I. Noise, Dust, Smoke & Vapour

The noise level anticipated will generally be low. During these operations, the operative involved in
the works will wear suitable ear protection. There is no risk to local residents as the works are
located well away from any residential areas. Dust levels will be low to moderate

II. Waste Storage & Disposal

All waste generated by these works will be collected and disposed of in a suitable manner, the
burning of waste / debris is strictly forbidden.

III. Fuels, Oils etc. – Storage & Containment

IV. Ecological

Care will be taken to avoid unnecessary damage / disturbance to wildlife habitats during the works.
Site operatives will be made aware of the sensitivity of the location within which they are working

9.2 Emergency Arrangements

 A main committee, known as the Emergency Planning Committee, (mainly comprises of Project
Manager, Construction Manager, HSE Manager) which shall be responsible for all decisions,
connected with the handling of the emergency. Depending on the type of emergency, this
committee may be called upon to make one or more or a combination of the following decisions: -
I. Shut down the whole site and evacuate all workers

II. Shut down affected part of the site and / or evacuate designated group(s) of workers.
III. Adequate fire extinguishers will be provided at the work places and should ensure that the
access towards it is always maintained. A first aid station with full time male nurse and first
aiders should be provided at the site entrance.
IV. Depending on the situation, the committee shall keep in close communication and liaise
with one or more of the parties detailed in the Emergency Numbers. (Police, Ambulance
and Civil Defence)
V. Actions to be taken in the event of an emergency are also posted on the site notice board.

9.3 Hazardous Faced:

 See Risks Assessment in Appendix B.

10. Responsibilities

Project Manager / Construction Manager:


 The Project Manager / Construction Manager is responsible for the implementation of
Method Statement.
 The Project Manager / Construction Manager shall ensure that the key personnel are well
aware of the Specification and Method Statement.

 The Project Manager / Construction Manager shall ensure that all resources like
Manpower, Material and Equipment are available to carry out the work as planned and
without any delay or confusions.
 Coordinate with the QC and HSE team for proper execution of work in a safe environment.
 Implement and monitor effectiveness of the risk assessment program.
 Regularly discuss OSH at periodic meetings.
 Ensure allocation of budget and resources to execute the activities as per the legal and local
requirements.
 Ensure availability of welfare facility for the workforce.
Project Engineer:
 The Project Engineer is responsible to carry out the work as per the Method Statement,
Specification and Approved Drawings.
 The Project Engineer shall ensure that the resources are available to carry out the works as
scheduled.
 The Project Engineer shall be available at site full time for the execution of works as per
schedule and specification.
 Ensure that MSRA trained to site supervisors upon approval and prior to work executions, in
additional to periodic training for the MSRA.
 Ensure reporting of any new hazard/incidents/ unplanned events to HSE team to review of
the MSRA.
 Ensure that all workforces are fully aware about the emergency response and evacuation
procedure.
 Ensure full compliance with HSE recommendations during ejection of the activity.
QA/QC Manager:
 Manage the planning, preparation and implementation and maintenance of the Method of
Statement
 Ensure that the work is carried out as per the approved MS, shop drawing, specification and
project quality plan.
 Ensure that the method of statement is communicated to the workforce before doing the
activity.
 Take immediate action if there is any non-conformity observed at site.
QA/QC Engineer:
 The QA/QC Engineer is responsible for the effective monitoring, implementation &
documentation of QA/QC Procedures.
 The QA/QC Engineer shall ensure the implementation of ITP and Method Statements etc.
 The QA/QC Engineer shall ensure that all the activities are proceeding by the submission
and approval of IR and Check list.

 The QA/QC Engineer shall ensure that all the approvals are available for the safe
movements of works.
Foreman:
 The Foreman is responsible to carry out the work as per the Method Statement, Specification
and Approved Drawings.
 The Foreman shall be available at site full time for the execution of works.
 Ensure that welfare facilities are well maintained and housekeeping is proper during work
execution.
 Ensure that daily task briefing is conducted prior to work commencement.
 Ensure that head counting is in place after break hours.
Surveyor:
 The Surveyor shall ensure that all the survey related works carried out as per the approved
drawings.
 The Surveyor shall ensure that setting out and level carried out with Total station and Auto
level.
 For all survey related works he shall be available at site full time.
Safety Manager:
 Leadership of development, implementation and maintenance of the MSRA from HSE side.
 Ensure that RA is consulted and well educated to the workforce through the construction
team.
 To assist the hazard of any used chemical and advice the management for the required
resources to execute the activity safely.
 Ensure that all near misses/ incidents are reported /recorded on time and to concerned
parties.
Safety Engineer/Officer:
 The Safety officer shall observe and advise all site personnel of all safety requirements in
addition to giving safety inductions on regular basis or whenever necessary.
 Conduct induction/training to site staff/workers.
 Conduct site inspection and report deficiencies to project manager/HSE Manager.
Sub-Contractor:
 Ensure the work is carried out as per the Method Statement, Specification and Approved
Drawings.
 Ensure that the resources are available to carry out the works as scheduled.
 Ensure that MSRA trained to site supervisors upon approval and prior to work executions, in
additional to periodic training for the MSRA.

 Ensure reporting of any new hazard/incidents/ unplanned events to HSE team to review of
the MSRA.
 Ensure the availability of competent employees to complete the task

Control Measures

 Valid hot works permit.


 Hot works permit for a shift only. Next shift, next permit in case of night shift.
 Confined space permit for work inside confined space along with hot work permit.
 Only competent and authorised personnel are permitted to carry out welding work.
 Must have fire watch for period after work has been completed as fires often start later.
 Fire resisting sheets (fire blankets) should be used to protect the surroundings from flame and spotter.
 Appropriate PPE will used when welding – gauntlets, welding shield, flame retardant overalls. Leather sleeves shoulder
drapes are to be use when welding upwards.
 Equipment will be well maintained and inspected as per manufacturer’s recommendations.
 Welding works will be carried out in well ventilation may be required.
 Grinder must be 110v only complying with current colour coding system. Visual checks before use.
 Extra ventilation, fans required to reduce the likelihood of heats stress and occurrence.
 Reduce time exposure should be considered especially during summer months.
 Prolonged welding operations to be shielded from the sighting of adjacent operatives to reduce the risk of ‘arc-eye’.
 If welding operations are being undertaken on coated metals, air sampling should be carried out and consideration given
to the use of respirators of this work. Oxygen / Acetylene hoses, gauges should be checked regularly to avoid any
leakages.
 Flash back arrestors should be fitted on every gas cylinders sets.
 If conducting welding works near hazardous area, it must be covered / isolated properly to avoid flux falling on the
hazardous materials.

Control Measures

 Plan to eliminate the need to manually lift.


 One person maximum allowed lifting is 25 kgs otherwise indicated.
 Review the task, the individuals capability, the load itself and the working environment.
 Can the load be split into smaller ones?
 Check environment for space constraints, uneven untidy ground and variation in work, surface/height poor lighting and
extremes of temperature/humidity.
 Check individuals strength limits/physical disabilities.

 Access the load prior to lifting
 Use gloves that offer adequate protection and aid grip.
 Proper: lifting techniques will be followed:

3)Lift load slowly by gradually straightening the legs
4)Do not twist spine if you need to change direction; turn whole body instead.
5) Carry the load as close to your body and as high as your weight.

Control Measures

 Ensures the condition of the hand tools are good, when obtaining from the stores
 Hand tools shall not be kept on walkways.
 Hand tools shall be kept in tool boxes whenever not in use.
 All tools shall be inspected for any damages on daily basis and at regular intervals
 Tie off tools with a rope to prevent its fall while working at height or near egdes.
 Don't keep any tools unattended at the height after work.
 Tools should be free of oil & grease.
 Secure the tools properly to prevent fall from height
 Proper maintenance of tools should be done periodically.
 Store keeper will inspect all the new tools before issuing to site.
