INSTRUCTOR: ENGR. M-SHUKAT WAHEED (LECTURER)

Course Information
Course Title
Sustainable Dev. & Disaster Risk Management

Course Code
CE – 422

Course Duration
One Semester

Credit Units
02 (Contact Hrs. 02)

Level
8th Semester (4th Year)

Medium of Instruction
English

Prerequisites
Nil
Course Objectives
 Sustainable Development
The objective is to encourage the students in exploring the challenges that
society is facing and to understand the role of Civil Engineers in the society. To
understand the interactions between the Civil Engineering profession, physical
infrastructure, and social institutions.
Course Objectives
 Disaster Risk Management
The purpose of this course is to provide an introduction to the roles of Engineers
and Planners in Disasters response and preparedness. Engineers and Planners
are concerned with the long-term aspects of disaster: the processes of pre-disaster
mitigation and post disaster recovery. The course will only minimally touch on
disaster response and emergency preparedness.
Course Objectives
 To introduce students with the tools and approaches to deal with
complexity and uncertainty
Course Contents of SD & DRM, CE-422
 Introduction to the basic concepts of sustainability / sustainable
development. What is sustainable development and what is not? Why
this concept became popular during last few decades? What are the
basic issues and debates related to the concept of sustainability? How
this concept is now the nucleus of the development of today’s world?

 How to convert this concept into an applied format? What are the
challenges involved in this conversion? What are the main elements
involved in development of applied definition of sustainable development
for different types of infrastructure? The session will be concluded with
the development / review of previously developed applied definitions.

 Based on applied definitions of sustainability of infrastructure major

elements of sustainability will be identified through interactive process,
followed by factors and sub-factors. Technical, environmental, social,
economic, and institutional elements will be discussed in the context of
sustainability and their integration for an integrated sustainable system.
This will include class exercises and an assignment.

 Sustainability, being multi-criteria in nature, poses challenges to manage
it as a single integrated system. Various elements have different nature
and different units of measurement. How to deal with such challenges?
This session will focus on Multi Criteria Analysis (MCA), with a focus on
a most appropriate technique for such situations, that is, Analytical
Hierarchy Process (AHP). Learning AHP and its application will help the
students in evaluation and enhancement of sustainability of
infrastructure systems, as well as, many other engineering situations of
similar nature involving multi-criteria.

 Environmental sustainability will be the focus of this session.

Environmental sustainability in the context of overall development is
critical and need in-depth understanding. Socio-economic impacts will
also be discussed in applied context. Negative impacts of current
practices ignoring the principles of sustainable development will be
highlighted and approaches towards solutions will be reviewed.
Course Contents of SD & DRM, CE-422
 Stakeholders involvement is very important dimension of ensuring
sustainability of the systems. This session will be dedicated to develop
an understanding of stakeholders’ science. What are stakeholders? Why
they are important? How to map them? How to involve stakeholders and
how to manage conflicts and stakeholders’ priorities? How to conduct
and analyze stakeholders’ surveys to understand their priorities towards
sustainability?

 Understanding development and application of frameworks for

sustainable development will be the focused during this session. What
are frameworks and why we need these? How we can develop
frameworks for sustainability of infrastructure systems? The session will
be concluded with an over view of an existing framework in the context
of sustainability of systems.

 This session will be the final session of this part of the course. The
session will be of an interactive nature, aimed at reviewing overall
learning about sustainability of the systems with students. Miscellaneous
topics related to sustainability will discussed and questions of the
students will be answered. The session will be concluded with an
aligned summary of the learning outcome during this and previous
sessions.

 Overview of disasters; basic disasters concepts and social contexts of

disasters

 Hazard, vulnerability and risk (probability and statistics) concepts

 A broad understanding of disaster risk management, including

prevention/preparedness before disasters and recovery/reconstruction
after disasters.
Course Contents of SD & DRM, CE-422
 Disaster Mitigation, Recovery policy and Disaster risk management of
National level with practical system and laws

 Introduction to risk management tools

 Flood risk management

 Earthquake risk management

Books
 Analytic Hierarchy Process”, by Thomas L. Saaty (University of
Pittsburgh, Springer US)

 No specific book is recommended for sustainable development; mostly

based on recent researches.
Sustainable Development
 “Sustainable development is development that meets the needs of the
present without compromising the ability of future generations to meet
their own needs.”

 Sustainable development is the organizing principle for meeting human

development goals while at the same time sustaining the ability of
natural systems to provide the natural resources and ecosystem
services upon which the economy and society depends.
Sustainable Development
 Sustainable Development practices help countries grow in ways that
adapt to the challenges posed by climate change, which will in turn help
to protect important natural resources for ours and future generations.
By the year 2050, it is estimated that our global population will likely
reach 9 billion people.
