DEFINITIONS
1. “Admitting University” means the University of Health Sciences (UHS) Lahore
which has been entrusted with the responsibility to conduct a centralized Medical &
Dental College Admission Test (MDCAT) and make admissions in all public and
private sector medical and dental colleges in Punjab vide Government of Punjab
Notification No. SO(ME-II)2-1/2023, dated 5th July, 2023.
6. “Foreign Student” means a student who is not a Pakistani Student and holds
foreign/dual nationality and Overseas Pakistani (being a Pakistani citizen
permanently resident in a foreign country), and who has studied and passed HSSC
12th grade examination or equivalent from outside Pakistan and is a resident of a
foreign country at the time of applying for admission and possess a certificate from
the institution last attended last to this effect.
11. “Up-gradation” means the act or process of raising a candidate on merit from an
institution he/she was admitted in preceding list to an institution listed higher in the
order of preference in his/her application in the subsequent list(s), in the event of
creation of vacant seat(s), in subsequent round(s) during the admission process.
12. “Vice Chancellor” means the Vice Chancellor of University of Health Sciences
Lahore.
Note: The words and expressions used in this Prospectus, but not defined herein, shall
have the same meaning as are assigned to them in the Prospectus.
GENERAL
1. The rules and regulations contained in this prospectus are approved by the
Government of Punjab. The prospectus is revised on yearly basis to update the
changes.
2. This prospectus has been issued for the Session 2023-2024 and it is applicable to all
candidates desirous of admission and those who shall be admitted to public sector
Medical/Dental Institutions of the Punjab. All candidates must go through the
prospectus before applying for admission. The candidates are required to read, know
and abide by the rules and regulations given in the prospectus. Ignorance of rules and
regulations shall not be considered as an excuse under any circumstances at any stage.
4. Medical / Dental Institutions of the Punjab offer 5- year / 4- year courses leading to
MBBS/BDS degree respectively.
5. The clinical training and education will be imparted to the students in the attached
teaching hospital(s).
6. Admissions to the public sector Medical and Dental Institutions of Punjab shall be
made by the University of Health Sciences, Lahore on behalf of the Government of
Punjab in accordance with the Admission Policy notified on 27th September, 2023.
7. There is co-education in all the institutions except in Fatima Jinnah Medical
University, Lahore, where only female students are admitted.
8. The Government reserves the right to add or revise any rule(s) in the prospectus at
any stage.

University of Health Sciences (UHS) Lahore
Established in 2002, the University of Health Sciences Lahore, most often referred to by its acronym
‘UHS’, is the largest health sciences educational institution in Pakistan with over 100,000 registered
students and more than 150 affiliated institutions. Together, the five faculties offer around 100
programmes of study in medicine, dentistry, pharmacy, allied health sciences and nursing. UHS has been
declared the “Admitting University” by the Government of Punjab for conducting MDCAT-2023 and
finalizing admissions to MBBS/BDS courses of Public & Private Sector Medical and Dental
Institutions/Colleges in Punjab for the Session 2023-2024.

During the last 75 years, around 13,000 doctors have graduated from this prestigious institution. Besides
this, a large number of specialists in the field of Medicine, Surgery, Obstetrics & Gynecology,
Ophthalmology, other sub-specialties of Medicine & Surgery and Basic Sciences have been trained. The
university is currently conducting Postgraduate MS/MD Examinations too.
There exists a Student Support Program which offers counselling services & financial assistance to the
students. The literary society “SHANAWAR” publishes college magazine “VANGUARD” regularly.
Students take part in interclass & inter-college debates, mushaira and declamation contests and have
made us very proud by winning trophies from other institutions. Annual sports are a regular feature and
invite active participation by students and faculty. The university operates 7 buses for the day scholars.
The Library of the institution is well-equipped with all modern facilities according to the criteria laid
down by the Pakistan Medical & Dental Council. Electronic Library (e-library) established in 2010, is
catering the academic needs of teachers and students with 1600 online Books, more than 30,000 online
Journals, 16 International Journals (hard copy) and 36 National Journals (hard copy). In addition, British
Council Online Resource contains more than 50,000 (Books, Journals & General Knowledge material).
Department of Information Technology is actively participating and providing Wi-Fi access in the
university area. A well-equipped Audio-Visual Department has been established since 1978 which
facilitates learning on modern lines.
Quality Enhancement Cell (QEC) is an addition to support the surveillance mechanism for providing
evidence of quality organizational structure, responsibilities, processes, procedures and resources for
implementing quality management. Quality in Higher Education is a dynamic entity.
FJMU has established the Office of Research, Innovation & Commercialization (ORIC) as per the
requirements of the HEC.

King Edward Medical University has a diverse student body comprising students from Pakistan, Yemen,
Iran, Afghanistan, Nepal, China, Bangladesh, Somalia, Sri Lanka, Turkey, Saudi Arabia, Germany,
England, Canada and USA. Alumni being spread far and wide both within the country and abroad bringing
a good name to their country and Alma mater as great teachers of repute, physicians, surgeons, research
scholars and practitioners of the art of medicine.
Amongst the 07 attached hospitals, Mayo Hospital, with 2399 beds, is the major teaching hospital. The
University also offers BS (Hons.) courses in various disciplines of Allied Health Sciences (at the
undergraduate level), Doctor of Physiotherapy (DPT) and FCPS training, Diploma, Masters, MS, MDS,
MD, MPhil and PhD programs (at post-graduate level). Students facilities including library hall, e library
with e journals and e books, student hostels separate for boys and girls, examination halls, auditorium,
research facilities, electives, talent, merit and need based scholarships. The students, apart from studies,
actively participate in various societies and clubs including Sports, Debating and Literary societies, Art &
Photography, Character Building Society, Dramatic Societies and Student’s Patient Welfare Society.
CATEGORIES OF SEATS
1. Candidates having domicile certificate of Punjab can apply for these seats,
provided that for Open Merit seats students of Islamabad can also apply.
2. Candidates desirous of admissions shall apply directly to the University.
3. This category includes:
i) Open Merit Seats:
These seats are open to applicants having valid domicile certificate of any
district of Punjab and Islamabad (ICT) provided they fulfill basic eligibility
criteria as laid down in the Prospectus.
d. The Medical Board shall consist of experts who will examine the
candidate for Physical, Visual or Hearing disability.
a. The candidate must have a domicile of the same District/Area and he/she
must fulfill the basic eligibility criteria as laid down in this Prospectus.
b. The candidate must have studied, from class one to twelve, from the same
district. He/she shall have to upload and submit the School Leaving
Certificates/Provisional Certificates issued by the Head Masters/
Principals of the concerned institutions where he/she has studied from
class one to twelve. Such candidates will also submit a certificate
(template given as Annexure-II) duly verified by the concerned CEO
(District Education Authority) and Director of Education (Colleges), and
countersigned bythe Deputy Commissioner (DC) of the same district.
c. Candidates belonging to those tribal areas where there are no high
schools or colleges available or the facility for teaching science subjects
does not exist, they must have obtained their education from Class-1 to

Class-12 from the district in which their respective tribal area falls and
have passed their SSC and HSSC examinations from the relevant Board
of Intermediate and Secondary Education.
d. The candidates from these areas can also apply against open merit seats.
These reserved seats will be in addition to any number of candidates
being admitted on open merit from these districts. The candidates from
each of the above seven districts, admitted or not admitted on open merit,
can compete within their districts for reserved seats.
e. The merit list of candidates of under-developed districts will be displayed
on district basis after ascertaining merit from amongst the candidates of
the specific district subject to fulfillment of all other requirements and
after verification of their documents from the concerned authorities.
f. Students admitted against these reserved seats from under-developed
districts will be required to submit a Surety Bond at their respective
college after admission on stamp paper (template given as Annexure-I),
duly attested for amount of Rs.500, 000/- and with an undertaking that
he/she shall serve in his/her district of domicile for at least five years or
in default thereof pay Rs. Five Lac in lump sum to the Government of the
Punjab.

3. The nominating agency shall forward the list of candidates selected on merit to the
Secretary, Specialized Healthcare and Medical Education Department, Government
of the Punjab along with their applications and verified copies of documents and
certificates. It shall be the responsibility of the nominating agency to make sure that
the credentials and the documents/certificates of the candidates are correct and
complete.
7. Last date for receipt of nominations in Punjab for the current session is 7th
December 2023 for MBBS and 23rd January 2024 for BDS seats. No nomination
shall be accepted after this date.
8. Candidates who desire to apply for admission on these seats should contact the
concerned nominating agency for further information:

1. These seats are reserved for foreign students to be admitted by the Federal
Government in accordance with Section 4(12) of PM&DC Medical and Dental
Undergraduate Education (Admissions, Curriculum and Conduct) Policy and
Regulations 2023. Types, number and distribution of seats in this category are
subject to the approval of the Government of Punjab.
2. Candidates seeking admission on these seats shall apply as per the procedure
advertised by the relevant department/organization of the Federal Government.
Direct applications in Punjab shall not be entertained.
7. Last date for receipt of nominations in Punjab for the current session is 7th
December 2023 for MBBS and 23rd January 2024 for BDS seats. No nomination
shall be accepted after this date.
8. This category includes seats for foreign students under Pakistan Technical
Assistance Program (PTAP). Candidates desiring to apply for admission against
these seats should contact the concerned nominating agency for further information
regarding number of seats, admission procedure, etc.:
A) Qualification:
i. The applicant has passed, obtaining minimum 60 percent marks, in Higher
Secondary School Certificate (HSSC) Pre-Medical Group or equivalent
examination having minimum twelve years of education.
OR
The applicant has passed an examination of a course from a foreign university
or examining body or foreign education system, and such course must have
been duly certified by the Inter-Boards Coordination Commission (IBCC) as
equivalent to Higher Secondary School Certificate (HSSC) or Intermediate level
of Pakistan with minimum 60 percent marks after equivalence.
ii. It shall be the responsibility of the candidates having foreign qualifications to
settle their cases with IBCC and should get equivalence certificate from IBCC
for recognition of their qualification and score.
iii. A candidate shall not be eligible for admission if he/she has not studied and
passed the subjects of Chemistry, Biology and either Physics or Mathematics in
HSSC or equivalent 12th grade examination recognized in Pakistan.

B) Domicile:
i. Domicile of the candidate is a mandatory document. The candidates having
domicile of any district of Punjab are eligible to apply for admission against
Open Merit, Under-Developed Districts, Students with Disabilities, Cholistan,
and Reciprocal (for Punjab-domiciled candidates in other provinces/regions)
categories of seats.
ii. The candidates having domicile of Islamabad (ICT) are eligible to apply against
open merit seats in Punjab.
iii. Overseas Pakistanis/residents with dual nationality do not require a domicile for
applying to their quota seats.

iv. For candidates applying on seats reserved for the students of Under-Developed
Districts (Dera Ghazi Khan, Layyah, Rajanpur, Muzaffargarh, Lodhran,
Mianwali, and Bhakkar) and Cholistan, it is mandatory to have a domicile of the
relevant district. In the case of D.G. Khan and Rajanpur districts, candidates
applying for tribal area-specific seats must have "Tribal Area" mentioned on
their domiciles. Similarly, for Cholistan seat, candidates must have "Cholistan"
mentioned on their domicile certificates.
D) Age Limit:
There is no minimum or maximum age limit for admission to a medical and dental
college.

ii. Merit Calculation Formula is explained in detail with examples at the end of the
Prospectus (Annexure-IV).
Step 2: Visit the Online Admission Portal for Government Medical and
Dental Colleges on the UHS website (www.uhs.edu.pk).
3. Application Submission:
i. Candidates are advised not to submit their application hastily.
ii. After completing their online application forms, the candidates are
advised to take a print-out of their application after clicking
“DOWNLOAD” button.
iii. The candidates will be given 48 hours after the display of the Merit List
to make complaints through Email against any bonafide error,
omission, lapse, mistake, fraud or misrepresentation in the list.
8. Up-gradation Process:
i. Candidates having a domicile of Islamabad (ICT) can apply for Open Merit
seats in Punjab.

ii. Overseas Pakistanis/residents with dual nationality do not require a domicile
for applying to their quota seats.
iii. For candidates applying on seats reserved for the students of Under-
Developed Districts (Dera Ghazi Khan, Layyah, Rajanpur, Muzaffargarh,
Lodhran, Mianwali, and Bhakkar) and Cholistan, it is mandatory to have a
domicile of the relevant district. In the case of D.G. Khan and Rajanpur
districts, candidates applying for tribal area-specific seats must have "Tribal
Area" mentioned on their domiciles. Similarly, for Cholistan seat, candidates
must have "Cholistan" mentioned on their domicile certificates.
iv. Candidates who have not received equivalence for "Pre-Medical Group" in
12th grade examination from IBCC must submit the result card issued by the
relevant board or university (e.g., Cambridge or Edexcel) along with their
application, proving that Biology, Chemistry, and Physics/Mathematics were
their subjects in the 11th and 12th grades.
3. Identity Documents:
i. Identity documents include the Computerized National Identity Card (CNIC),
National Identity Card for Overseas Pakistanis (NICOP), Pakistan Origin
Card (POC), B-Form/ Child Registration Certificate (CRC), and Passport.
The candidate must submit at least one of the aforementioned documents.
ii. Along with the application form, the candidate must upload an identity
document of one of the parents (Father/Mother).

iii. Pakistani students residing abroad and holders of dual nationality applying
for their reserved seats must upload one of the following documents:
Iqama or Residence Permit or Green Card or Foreign Passport
Note: For candidates residing in Kingdom of Saudi Arabia (KSA), it is
mandatory to submit a digital copy of their Iqama downloaded from
the Absher or Ministry of Interior, KSA, official website, displaying
the expiry date of the permit, along with the printed copy of their
Iqama.
iv. Identity documents with an expiry date that has passed before the application
deadline shall not be accepted under any circumstances.
4. Special Documents:
These are the documents required specifically for applying to Quota Seats. They
are not necessary for candidates applying solely on open merit.
iii. Candidates aspiring to apply for Cholistan's reserved seat must upload the
Cholistan Development Authority-issued certificate (a template is available
on the UHS website) as proof that the candidate is a Cholistani by birth and
that his/her current place of residence is in Cholistan.

iv. Candidates with physical disabilities applying for their reserved seats must
submit a Disability Certificate issued by the National Council for
Rehabilitation of Disabled Persons (NCRDP), Ministry of Social Welfare, or
the Provincial/District Social Welfare Department. Based on this certificate,
they shall be presented before a Medical Board, which will assess their
eligibility for admission to medical/dental colleges.
ii. The candidate has to sign on white paper with blue ink in running hand and
also provide their left thumbprint. The photograph of this document should
also be uploaded with the admission form.
ii. The candidate should prepare soft copies of all documents only in JPG/JPEG format.
For this purpose, they can use apps like CamScanner.
iv. Upload the images of all original documents only. Photocopies of documents shall not
be accepted.
v. Every document's image should be clear and readable. Blurred or illegible documents
shall be rejected.
vi. Documents that have printing on both sides, such as identity cards, passports, etc.,
should be prepared as separate files for both front and back sides.

vii. Save each document file with a unique name, and before uploading, ensure that you are
uploading the correct document.
ix. For documents in languages other than English or Urdu (e.g., Arabic, Persian, Chinese,
Spanish, Italian, etc.), candidates must also upload their official notarized/certified
English translations.
PLEASE NOTE!
It is the responsibility of the candidate to upload the right documents in the correct manner.
Submission of incorrect documents or failure to upload documents properly shall result in
the rejection of the candidate's application without any notice for which the university shall
not be responsible. Candidates are advised to prepare their documents in a timely manner
according to the given instructions. For creating soft files of their documents, candidates
may seek assistance from an expert or a trusted person. Furthermore, candidates are warned
against uploading any fake or fabricated documents. Otherwise, their applications will be
instantly rejected, and legal action may be taken against them.
viii. The Medical Board of the respective medical colleges will examine selected
candidates. If a candidate is disqualified medically, for reasons to be recorded,
he/she will not be admitted. The Candidate must produce certificates to have
been:
a) Inoculated against the enteric group of fevers within the preceding 12
months;
b) Fully vaccinated against Tetanus;
c) Fully vaccinated against hepatitis “B” virus;
d) Foreign students will have to produce a certificate of their HIV status from
prescribed laboratories in Pakistan. If during the course of studies any
student is found to be positive for HIV infection, he/she shall be repatriated
at his/her own cost to his/her country of origin.
ix. The parent(s) or legal guardians should accompany all the candidates at the time
of interview.
x. No candidate will be admitted unless he/she has paid the college fee. All dues
must be paid by the due date, otherwise the admission of defaulting
students will be cancelled and next candidate on merit will be considered
for admission.

2. The rate of fee given above is for current session only and shall be applicable to all
categories of seats.
4. Newly selected candidates must pay their fee within the notified period. Failing to
pay dues within the specified date and time, the candidate will lose his/her seat to
the next candidate on the waiting list.
5. A student who defaults in payment of tuition fee shall be liable to be expelled by the
college subject to a reasonable period being granted to the student to remedy the
defaulted fee.
6. Only those students who are paying college dues will be considered as bonafide
students of the college.
7. Students taking part in various sports clubs will pay additional subscription as fixed by
the clubs.
8. If the security deposited is not claimed within six months of leaving the institution, the
amount shall be credited to the Students’ Welfare/Benevolent Fund, which shall be
used to help poor students.
10. A detained student shall be charged tuition fee in proportion to the number of failed
subjects of that professional examination.
11. The Academic Council of the institution may determine the rates of Students’ Welfare
Fund, Sports Fund, Magazine Fund and Mosque Fund, etc., according to the local
conditions.
12. Those students who avail the college transport will pay monthly charges in accordance
with the rates as decided by the Academic Council of the institution from time to time.

b) Remanded (including detained and expelled) students will not be entitled for
fee concession.
c) Applications for fee remission must be submitted by the candidates along with
a statement stating the financial position of the applicant’s parent/guardian and
from the head of the department. Fresh applications will be required every
year.
d) The grant of such remission will rest with the Head of the institution and will
depend upon the financial condition, general conduct, work and progress of the
student. Absence from or failure in professional or house examination, breach
of discipline, neglect of studies or irresponsible conduct shall entail the loss of
the concession.
e) Any student who leaves the institution with the object of continuing his/her
studies elsewhere may receive certificate of attendance and lectures on
payment of fee at the following rates: -
i. In case of registered students who have passed the University
Professional Examinations, in the subject for which certificates are
required Rs.100/- for a combined certificate embracing all, and Rs.30/-
for certificate for one subject.
ii. In case of registered students who have failed to qualify the University
Professional Examination fee is Rs.100/- for each period of hospital
instructions.
14. Refund of Fee:
If a students after having obtained admission seeks to leave the programme, the
college shall have the right to adjust the tuition fee already paid pro rata to the period
spent by the student in the programme along with a penalty not exceeding ten percent
of the total annual fee.
