Major Improvements (1/2)
• Arc Flash Study
Arc Flash Study shall be performed during Design Phase and Arc Flash Study Instruction providing
guidelines on Safety Distance & PPEs shall be displayed on each Electrical Equipment.

• PPEs
PPEs are divided into two categories (Standard PPEs, Full Electrical PPEs). Full Electrical PPEs shall
provide protection against Electrical & Arc Flash Risk.

• Safety Distance
The Safety Distance Guidelines have been developed on the basis of Equipment Arc Flash Qualification,
Voltage level and Arc Flash Protection as per NFPA 70E.

• Equipment Arc flash qualification


LV Equipment shall be IEC 61641: Class A1 Certified.

• Electrical Work Permit


Electrical Work Permit Procedure highlighting the responsibilities of Contractor, TotalEnergies
Personnel, Customer has been developed.

PPEs & Tools (1/8)

The PPEs are divided into two main categories.

• Standard PPEs
These PPEs are defined in site specific HSE Plan.

• Full Electrical PPEs


Full Electrical PPEs shall be used in compliance with Arc Flash Design Study
displayed on site.
Full Electrical PPEs shall be used based on Voltage Level and Incident Energy.

IEC 61482-2 and NFPA 70E (incident energy cal/cm2 or NRC category) provide the guidelines on protection
clothing against arc flash risk. These standards shall be compliant for protection against Electrical and Arc
Flash Risk. ​

Training

The section provide guidelines on


training of personnel as per
Electrical Safety Procedure
PR00455.

Training (1/2)

Skilled Person is a personnel designated for performing electrical work on site.

Skilled Person shall have at least 3 Days Electrical Safety Training NF C18-510
Level BC/B2 [France], Certified Electrical Safety Worker [NFPA - US] or
Equivalent Level of Training as per Local Standard.

The training shall include Theoretical and Practical Implementation. The training
shall cover at least following content.

1. Assessing condition and define the authorization zone


2. Awareness of Electrical Shock Hazard, Arc Flash Hazard and defining Safety
Distances
3. Awareness of general principle of prevention to be applied during the
electrical procedure
4. Analyze a situation with regard to electrical risk and plan the appropriate
protective measures
5. Performing Lock Out & Tag Out procedure
6. Awareness regarding Solar PV plant operations and characteristics

Training (2/2)

Instructed Person is a personnel adequately advised by a skilled person to enable


them to perceive risks as instructed.

Instructed Person shall receive 01 Day of Electrical Safety Training NF C18-510


Level B0 [France], Certified Electrical Safety Technician [NFPA - US] or
Equivalent Level of Training as per Local Standard.

The training shall cover at least following content.


1. Ability to identify & analyze electrical risk
2. Working in the vicinity of isolated equipment

Competent Person is a Skilled Person with atleast 02 years of field experience.

Safety Distance (1/9)

There are two main category of Safety Distance. This safety distance
classification is done on the bases of Arc Flash Qualification of Electrical
Equipment installed on site.

Safety Distance for Electrical Equipment Designed with Adequate Arc Flash
Qualification
These safety distance guidelines are applicable to electrical equipment that
complies with IEC 61641 – Class A.

Safety Distance for Electrical Equipment Designed without Adequate Arc Flash
Qualification
These safety distance guidelines are applicable to electrical equipment that do
not complies with IEC 61641 – Class A.

Safety Distance for Electrical Equipment Designed with Adequate Arc Flash
Qualification – IEC 61641: Class A

Live Working Zone


The inner limit is the bare part; the outer limit is the distance DL. This is the minimum
distance to avoid any flash over in the air when reaching to close live bare
conductors.

1. Full Electrical PPEs shall be worn & tools of rating based on voltage level & Arc
Flash study result shall be used.
2. Electrical work shall be performed by Skilled Person.
3. Working on live conductor/energized equipment is not allowed. LOTO shall be
performed for accessing Live Working Zone.
4. Non-electrical work shall be performed by Instructed Person under supervision
of Competent Person.

Safety Distance for Electrical Equipment Designed with Adequate Arc Flash
Qualification – IEC 61641: Class A

Vicinity Zone
Limited space outside the live working zone. The inner limit is the distance DL ; the
outer limit is the distance DV

1. All personnel shall wear PPEs based on Arc Flash Study instruction displayed
on site. Full Electrical PPEs shall be worn in case of no marking/instruction.
2. Electrical work shall be performed by Skilled Person.
3. Visitors can access the working zone, if supervised by Competent Person.
4. Non-electrical work shall be performed by Instructed Person under
supervision of Competent Person.

Outside Vicinity Zone


The zone beyond the outer limit distance DV

4. Non-electrical work shall be performed by Instructed Person.

Qualification

Arc Flash Boundary


The distance from the arc source at which the potential incident heat energy from
an arcing fault falling on the surface of the skin is less than 1.2 cal/cm2.

1. All personnel (visitor, worker) shall wear Full Electrical PPEs for crossing
Arc Flash Boundary. These Full Electrical PPEs shall be based on rating/class
as per Arc Flash Study Instruction indicated on site.
2. Electrical work shall be performed by Skilled Person.
3. Non-electrical work can be performed by Instructed Person.

Limited Approach Boundary

1. All personnel (visitor, worker) shall wear Full Electrical PPEs for crossing
Limited Approach Boundary. These Full Electrical PPEs shall be based on
rating/class as per Arc Flash Study Instruction indicated on site.
2. Electrical work shall be performed by Skilled Person.
3. Non-electrical work can be performed by Instructed Person.
4. Visitors can cross Limited Approach Boundary if supervised by Competent
Person.

Safety Distance (8/9)

Safety Distance for Electrical Equipment Designed without Adequate Arc Flash
Qualification

Restricted Boundary
An outer boundary of restricted space at which there is increase likelihood of
electrical shock, due to electrical arc-over combined with inadvertent movement.

1. All personnel (worker) shall wear Full Electrical PPEs for crossing Restricted
Boundary. These Full Electrical PPEs shall be based on rating/class as per Arc
Flash Study Instruction indicated on site.
2. Electrical work shall be performed by Skilled Person.
3. If system is energized, non-electrical work shall be performed by Instructed
Person under supervision of competent person.
4. Visitors shall not cross Restricted Boundary.
5. Crossing the Restricted Boundary and accessing the Restricted space requires
Permit to Work with written method statement.
6. Only Insulated tools shall be allowed within the Restricted Boundary. All
equipment used within the Restricted Boundary must be rated for the voltage
exposure
